Board of Education Meeting Minutes

October 20, 2014 – 6:30 p.m.

Rawlins County Elementary School Board Room

A regular board meeting of the Rawlins County Unified School District #105 was held on Monday, October 20, 2014 at 6:30 p.m. in the board room at Rawlins County Elementary School. Those in attendance included Del Hawkins, Jim Engel, Dianna Kastens, Scott Beims, David Horinek, Linda Vap, Jerry Hodson, Delbert Schmidt, Lisa Thompson, Galen Thompson, Sandy Reuther, Keith Reuther, Dana Juenemann, Lauren Bass, Ami Klein, Angela Ketterl, Arnetta Huss, and Lloyd Huff.

Action

15-059 – Appoint Lisa Thompson as Acting Clerk- Jim Engel made a motion to appoint Lisa Thompson as acting clerk. Dianna Kastens seconded. Motion carried 6-0.

Routine Items

15-060 - Approval of Agenda- Dave Horinek made a motion to approve the agenda as amended with the addition of 15-066B- KASB meetings. Linda Vap seconded. Motion carried 6-0.

15-061 - Approval of Minutes- Linda Vap made a motion to approve the minutes as presented. Dave Horinek seconded. Motion carried 6-0.

Personnel/Negotiations/Student Issues/Executive Session

15-071 – Executive Session

Jim Engel made a motion to enter into a 10 minute executive session beginning at 6:35 p.m. for the discussion of personnel to protect the rights of the individuals involved. Those to be included in the executive session include the board, administrators, Sandy Reuther and Keith Reuther. Dave Horinek seconded. Motion carried 6-0.

The board returned to open session at 6:45 p.m.

Action

15-063 – Approval of Audit presented by Angela Ketterl

Angela Ketterl presented findings from the June 30, 2014 audit. She noted that cash reserve levels have decreased, particularly in the last 1-2 years. Jim Engel made a motion to approve the audit as presented. Linda Vap seconded. Motion carried 6-0.

Del Hawkins made a motion to enter into a 10 minute executive session beginning at 7:02 p.m. for the discussion of personnel to protect the rights of the individuals involved. Those to be included in the executive session include the board, administrators, and Ami Klein. Jim Engel seconded. Motion carried 6-0.

The board returned to open session at 7:12 p.m.

Del Hawkins made a motion to enter into a 5 minute executive session beginning at 7:13 p.m. for the discussion of personnel to protect the rights of the individuals involved. Those to be included in the executive session include the board and administrators. Jim Engel seconded. Motion carried 6-0.

Discussion Items

15-064 – District Site Council Meeting- Jerry Hodson discussed the meeting with new site council representatives. The council discussed possible facilities naming protocol and also voiced concerns about common core curriculum. Also, the council would like the school to offer more concurrent classes/ dual credit courses to allow high school students to earn credits toward higher education.

15-065 – Elementary School MTSS- Jerry Hodson distributed a visual model of what tiered instruction should look like based on MTSS standards. He explained to the board that MAPS would be the screening tool to group students with like strengths and opportunities for improvement.

15-066 – Enrollment Update – Jerry Hodson reported that enrollment is up 14 students and the budget will need to be republished. We can republish closer to the end of the school year.

15-066 B – KASB meetings- Scott Beims discussed a recent meeting he attended for KASB in Oakley.

Action Items

15-067 – Donations:

·  Accept $650 from Atwood Rotary to go towards the reading training that Kayla Unger received this summer- Jim Engel made a motion to accept $650 from Atwood Rotary. Linda Vap seconded. Motion carried 6-0.

·  Accept donated wood carved buffalo bench from Levi Felzien which was delivered and installed by Tyler Leitner and Nathan Ketzier- Linda Vap made a motion to accept the wood carved buffalo bench as a donation. Dave Horinek seconded. Motion carried 6-0.

15-068 – Out of District Student Policy 2nd Read- Scott Beims made a motion to approve the second read of the policy as presented. Dianna Kastens seconded. Motion carried 6-0.

15-069 – Payment of Claims- Jim Engel made a motion to approve the claims as presented. Dave Horinek seconded. Motion carried 6-0.

Dave Horinek made a motion to enter into a 5 minute executive session beginning at 9:37 p.m. for the discussion of personnel to protect the rights of the individuals involved. The board returned to open session at 9:42 p.m.

Jim Engel motioned to approve the contract of Arnetta Huss not to exceed 55 hours per week. Linda Vap seconded. Motion carried 6-0.

Dave Horinek made a motion to increase substitute bus driver pay from $22/ day to $25/day. Jim Engel seconded. Motion carried 6-0.

Linda Vap made a motion to have Jerry Hodson seek KASB policy on prorated plan time. Dave Horinek seconded. Motion carried 6-0.

Scott Beims made a motion to increase Sandy Reuther’s contract to include one additional hour of certified pay and to pay Shirley Coleman at college graduate level pay. Dave Horinek seconded. Motion carried 6-0.

Dave Horinek made a motion to adjourn the October 22, 2014 meeting at 9:52 p.m. Jim Engel seconded. Motion carried 6-0.
