You are requested to attend a meeting of the Keynsham Winter Festival Committee to be held in the Town Council Office, 15–17 Temple Street, Keynsham, on THURSDAY 23rd OCTOBER 2014 at 4 p.m.

To receive any Declarations of Interest under Keynsham Town Council’s Code of Conduct (adopted on 16th October 2012) issued in accordance with the Localism Act 2011 and The Relevant Authorities (Disclosable Pecuniary Interests) Regulations 2012,SI No. 1464.
3. NON DISCLOSABLE PECUNIARY INTERESTS
To receive any Declarations of Interest in accordance with Standing Order 40.
4. DISPENSATIONS
In accordance with Standing Order 39(a), to consider any requests for dispensations (for disclosable pecuniary interests) prior to the item (s) being discussed, that Members may only become aware of during the meeting itself and;
To receive any disclosures of decisions as per item 7 of Keynsham Town Council’s Dispensations Policy and Procedure Guide.
5. MINUTES OF LAST MEETING
To receive the Minutes of the meeting held on Tuesday 23rd September 2014 (previously circulated).
6. PUBLIC PARTICIPATION
In accordance with Standing Order 42, members of the public are permitted to address the Chairman on questions and observations upon matters within the jurisdiction of the Committee, provided that written notice has been given to the
Town Clerk at least 4 clear days before the meeting where possible, and in any case to the Chairman before the meeting.
Members of the public may also speak on one single item only per meeting just prior to that item being discussed. Each person can speak for not more than two minutes, with a maximum of three speakers per item. To facilitate the smooth running of the meetings, members of the public will be asked to register their interest with the Town Clerk prior to the start of the meeting.

· Site meeting with security stewards (feedback)
ii) Entertainment/Stalls/Procession
· Singing princess – parading princesses.

The stage programme confirmed as follows (may be subject to change):-
6.15 p.m. – procession leaves Back Lane
6.30 – 7.00 p.m. – (Jimmy Mack compering).
Town Crier introduction of Chairs of Council
Shop window display results announced.
Colouring competition winners announced and prizes given
Christmas light switch on (winner to be assisted by Queen Elsa and Princess Anna characters from the Disney Frozen movie) and St. John’s Church bells to ring
The Princesses and Stagecoach Theatre children to sing songs from frozen (children aged 4 -6 to be position down in front of the stage on a platform)
7.00 – 7.15 p.m. – St. John’s Junior Church Choir
7.20 p.m. – 7.40 p.m. Glitter and Sparkle fancy dress competition judging (to be judged by the Chair of B&NES & Lynn Young Chair of the Chamber of Commerce)
7.45 – 8.10 p.m. – Keynsham Brass Band
8.15 – 8.35 p.m. – Keynsham Light Opera Group
8.40 – 8.55 p.m. – 2386 Squadron Band
9.00 p.m. Jimmy Mack to close the event.
iii) Competitions
Suggested judging date for colouring competition Tuesday 11th November at 1.30 p.m.
iv) Publicity
· Posters and fliers letters to businesses for distribution (available at meeting for distribution)
v) Pre-event and on the night workshops
