Bill Kaplan, Founder, Working KnowledgeCSP

Bill Kaplan is the Founder of Working KnowledgeCSP, an internationally recognized consulting source for practical and innovative knowledge management (KM) solutions focused on facilitating the organizational and personal behavior changes needed to make sustainable KM implementation a success.In June 2016, Mr. Kaplan was awarded the 2016 Knowledge Management Leadership Award by the Global Knowledge Management Congress in Mumbai, India for leadership in and contributions to the field of Knowledge Management and was recognized as one of the world’s 50 most influential Knowledge Management professionals.

Mr. Kaplan also leads the company’s acquisition management consulting support to federal agencies.

Mr. Kaplan has 44years of professional experience in all phases of federal acquisition and program management practices and processes. He completed a distinguished career in acquisition and program management in the United States Air Force and the Department of Defense, retiring in the rank of Colonel. Prior to founding Working KnowledgeCSP, Mr. Kaplan was the Chief Knowledge Officer and Knowledge Management Practice Manager at Acquisition Solutions, Inc. (ASI), (now ASI Government) a public sector only management consulting company with multi-disciplinary practices including federal acquisition and procurement and program management. Prior to joining Acquisition Solutions, Mr. Kaplan served both as a Senior Acquisition Consultant and later as the Deputy Knowledge Management Practice Manager for Science Application International Corporation (SAIC), a large U.S. engineering and systems integration services company.

Mr. Kaplan holds aBS in Business and Economics from Lehigh University, an MBA from The Southern Illinois University at Edwardsville, and a Professional Degree in Engineering Management with a concentration in Knowledge Management from The George Washington University. He is a graduate of the Industrial College of the Armed Forces and the Defense Acquisition University Advanced Program Management Course. Mr. Kaplan also holds Defense Acquisition Workforce Improvement Act (DAWIA) Level III certifications in Contracting and Program Management and is a Certified Professional Contracts Manager. An NCMA member since 1978, Mr Kaplan is an NCMA Fellow, a recipient of their National Achievement Award, and served on the NCMA National Board of Directors from 2009-2015.
