The following shall form part of the tender documents issued by the City of Guelph’s Purchasing Department, November 2013.

The bidder shall verify that these Contract documents are complete and assume responsibility to view/download/print the drawings, specifications and any related information not sent with this document. You are required to go to the City’s website where under the under the description of this contract you will find links to the drawings, specifications and any related information not sent with this document. Shortages shall be reported to the Engineer immediately. It will be your responsibility to make sure that when you print any drawings/sketches/etc that they are printed to scale.

CLARIFICATION:

Bidders must provide 2 references of customers who ordered similar bins so the City may view the product that the bidders are recommending. References are to be included on page FT4 of the document.

QUESTIONS AND ANSWERS:

Q1. Under structure – Are you looking for a solid one piece floor? Or will two pieces be acceptable?

A1. We are looking for a one piece floor

Q2. Front – Heavy vertical bumpers 6x4x3/8, could you elaborate on “vertical bumper”? A diagram possibly?

A2. Please see diagram 1 and 4

Q3. Sides – Vertical tubing? Our standard practice uses 3 sided channel for the side posts, is it mandatory that 4 sided tubing be used?

A3. 4 sided tubing must be used as specified

Q4. Doors – Curved face door sheet? Please explain/picture/diagram.

A4. Please see diagram 6, please note, diagram is a two door design, City is looking for a single door design.

Q5. Misc Section 6 – Sloped inside plate full length? Does this mean that the side walls must be gusseted against the floor making a sloped edge?

A5. ¼” plate 11.25” the length of the bin, please see diagram 3

Q6. Features – Solid steel nosing? Is this a bull nose? Please explain/picture/diagram?

A6. Bottom Rail Nosing Assembly to be fabricated with the front contact area to be a minimum of 2" W X 3/4" thick

Q7. Bumper plate to prevent front damage? Crash plate I assume, where the rails of the truck could hit the front of the bin?

A7. Please see diagram 1 and 4

Q8. Outboard rail for side rigidity? Unsure what is required here, please explain/picture/diagram?

A8. Please see diagram 2 and 5

Q9. Regarding the 50W steel requirement – is this referring to weathering steel or welded structural quality steel?

A9. This is referring to weathering steel which exhibits increased resistance to atmospheric corrosion

Q10. Is the intention to have a floor that can handle 50,000 lbs, or do you have an ASTM standard for this?

A10. As currently specified, floor can handle 25,000 lbs/ft if uniformly loaded before floor will deform. This is specified to promote durability and longevity

Q11. Will the City assist with the unloading of the containers when delivered?

A11. The City will assist with unloading the bins but only at a time that is mutually agreed upon by both parties.

Q12. Bolted rear rollers? Is this mandatory?

A12. Yes

Q13. 3/16 curved face door sheet, can you clarify/have a picture?

A13. Please see diagram 6, please note, diagram is a two door design, City is looking for a single door design.

Q14. Sloped inside plate, how wide do you need it?

A14. ¼” plate 11.25” the length of the bin, please see diagram 3

Q15. Outboard rail for side rigidity (need clarification of how many, which material and a picture).

Q16. Tubular frame construction for maximum strength (need detail on what this means)?

A16. This refers to hollow structural steel, not formed channel

Q17. What does the City mean by “bolt on” rollers? Normally this item is welded on. Can you please provide me with a better understanding of how this works and what it looks like?

A17. The City recognizes that the rollers are usually welded on, but perform onsite maintenance of the bins without a fabricating shop to handle bins of this size or weight. This requirement is for ease of maintenance and would be an in shop design change

Q18. We are not sure about a curved door at the rear – I’m only aware of roll offs using straight-flush back doors.

A18. Please see diagram 6, please note, diagram is a two door design, City is looking for a single door design.

Q19. Page 15 – 12”, rear skid pads on front end bins – can you please indicate to us what this is?

A19. Please see diagram 7 and 8

Q20. Can you please clarify if all of the bins are roll offs? Page 4 states this tender is for the Supply and Delivery of Roll off containers but pages 14-15 states the minimum specifications for a roll off container and front end container.

A20. This tender if for both roll off and front end bins.

Q21. On page 15 it states their requirements being standard open top with wheels. Typically roll offs would have rollers as opposed to wheels so we are slightly confused.

A21. Wheels are rollers

Q22. There are no formal dimensions on the specifications. We would like to know the specific dimensions of each of the containers and possibly a couple of pictures or drawings if they are available?

A22. The dimensions are industry standards for the various bin types/sizes. The City is relying on bidders to construct the bins based on their industry knowledge and previous experience fabricating equipment in the waste field so should therefore know the industry standards.

Q23. Could you please specify the required weight capacities for each bin.

A23. Please construct the bins as specified. The specifications are set in order to ensure longevity, structural integrity and durability and are not necessarily based on the weights of the materials that they will be carrying.

Q24. Will the amendment include an extension to the submission deadline?

A24. No extension will be granted
