The Chair, Pauline Adenwalla (PA) welcomed all those present including the newly appointed Forum members and gave apologies on behalf of those listed above who were unable to attend.

The Chair then introduced the speaker:

4. lst Speaker – Tim Thompson, LBS Director CW Major Projects, on the Multi Modal Transport Study Update

Tim explained that so far the report had been circulated on to senior officers and that

the cost to date had been approximately a third of a million pounds. The private

consultants had been instructed to incorporate within the strategic model Dartford,

Bexley and Hammersmith (Transport for London) to monitor congestion at the

Rotherhithe Tunnel. Funding for further testing would possibly be available

in 6 months time from the 106 monies. Over a 12 month period it would be possible

to develop issues and options. This included not just road transport but rail and

underground. The survey identified spare capacity on the tube network but this was not during peak hours.

He said many areas needed to be revisited such as increasing bus services, the community to be encouraged to use bicycles or to walk, the construction of a pedestrian bridge, controlled parking, reducing the population.

Those present were clearly dissatisfied that the Multi Modal study was in fact

a process and not resolution to an already congested area.

PN commented that until 2010 the East London line would be out

of action adding to transport difficulties and that flexible working, although desirable was not possible for all.

TT said that the model had been worked on peak hours and Cllr Noblet added that extra 381 buses had been added to the route. Cllr Columba added that the disabled must be consulted.

KW said that developers nearly always wanted to build as many flats as possible which would inevitably increased the number of people in the area.

SC pointed out that with an additional school, a new health care centre, a leisure centre, increased shopping centre and the development of the Fisher stadium that

there would be at least 10,000 more people, a minimum of 3,000 new housing units

and a probable increase of l,000 cars. There were already serious concerns about the Greenwich one way system and the air quality and noise levels in Southwark.

Others highlighted that the Jubilee line for those that wanted and needed to travel

was already over full and it was brought to attention that the East London Line

closure had not actually been modelled.

RW said that the area was not being redefined so that it was possible to live and work in the area.

Stephen said that they had sat down with Greenwich and Lewisham Boroughs during

Consultation. David said the waterways should be used more and why had Thames Clipper not been approached? PN said that Cherry Garden Pier was going to be used originally and that there needed to be a push on other agencies. Also that the business community were at one time keen to contribute to the link to Canary Wharf. TT added that the Hawkstone estate was of very poor quality and that the primary school

was poorly located.

The Chair added that there was a current planning application for a bridge over Rotherhithe New Road.

Some of the developers had already fed into the modal process and this included sites

B1,B2, A and D but those community members present were left very dissatisfied as the extensive debate highlighted despite the fact that growth in other areas had been

Due to time constraints this part of the meeting was then brought to a close and the

Chair introduced the next speaker.

B2 – Presentation BL-CQ

The B2 planning application will be shown in the Rotherhithe library before the summer. Bl Planning permission should commence in April. The construction committee met 26th February and minutes will be circulated. Located near Deal Porter B2 would consist of single storey with retain units. B1 would house a childrens Playground. 250 units are planned. Building shaped like an iron all flats having A southerly aspect The floor layout enables a double aspect. Murals which reflect The locality will be included and the open range of buildings will be built around Space. Bl and B2 will included more 3 bed units. There will be no distinction between social and private housing but entrances are different. The play space is actually on the roof. This concept was not well received. But there is also to be another playground with seating and planting.

Some of those present felt that the plans looked sterile and needed more tree planting

And further discussion.

BH pointed out that the tube entrance by the proposed library would be shut for a couple of years.

AD said that this would be a restricted site and that they had not looked at temporary provision for bicycles. They were still talking to TFL but as one person highlighted

Although there may only be about 50 bicycles in the winter this number could increase in the summer to as much as 400 bicycles.

There was a query regarding the bricks to be used as the original colour was red and not south London stock.

The Chair closed the Forum and thanked all those members for their sterling work over the past year.
