General

Q: Has the Quarterly Report changed from past Rounds?

A: No, other than the format changing from a Word document to a fillable PDF.

Q: Can I email the report to the NFMC contact?

A: No, all NFMC reports must be submitted via the IAE (I Am Empowered) reporting site.

Section A: % of Counseling Award Earned To-Date

Q: Where would we find our Counseling Award?

A: Your 8/3/16 email from Ayanna Fortson has this information. When the LOAs are distributed this information will be in Appendix A.

Q:Where would I find earnings to-date?

A: Unfortunately, NUL was restricted to uploading approximately 35% of your awarded counseling units in this quarter.This means that we are unable to accurately inform you of your total earnings, so your affiliate will have to estimate this based on what you have submitted to date.

After we reach 35% in aggregate, we will then receive 35% of our award from NeighborWorks and disburse your earnings accordingly. We will then be able to upload in additional 20% increments until we reach 95% (e.g., 15%, 35%, 55%, 75% & 95%). Accordingly, NUL will receive and disburse payments to affiliates as we reach these thresholds.

Section C: Successful Strategies

Q:Should I explain a success story about Mr. Urban in this section?

A: No, this section is about strategies that were used, not a person-specific story. For specific stories, please use Section J: Success Stories. It is best if a successful strategy has been helpful with numerous clients, as this helps show its effectiveness and may be shared with the Urban League network as a best practice.

HELPFUL HINT: Please complete questions i-viii for each strategy, to avoid this being returned for completion.

Section E: CLIENTS WITH OUTCOMES UNKNOWN AT TIME OF DATA REPORT TO NUL

Q: Which clients do I need to count here? Many of my Outcomes were “Currently in negotiation with servicer; outcome unknown” so should I count these?

A: No, this is about clients whose outcomes you did not know and left blank at the time you submitted your client data spreadsheet to NUL.If you selected an answer stating “outcome unknown,” this counts as an answer to NeighborWorks and no additional information is needed for this program. However, you will of course need to continue following up with these clients until a real outcome is known and report this in your CMS and client notes.

Note that when a real outcome occurs at a later point no additional submission is needed for NFMC, whether you gave an “outcome unknown” answer or left it blank.

Section H: LANGUAGES OFFERED TO CLIENTS

Q: I marked an “X” next to the languages spoken by our counselors- is that enough?

A: No, we need to know the number of counselors offering each language, so any fields answered should be in numeric format.

Section I: PROGRAM-RELATED SUPPORT EXPENDITURES

Q: Which quarters am I reporting on?

A: You will only need to report on the current quarter. However, if you prefer to also report on previous quarters for your records then please do so.

Q: What is my PRS amount?

A: Please complete this section based on spending against your PRS award, which is found in the 8/3/16 email from Ayanna Fortson and will be in Appendix A of your contract. If a different category exists then use the “Other” category and specify what that “Other” is.

Q: What are allowable uses of these funds other than the ones given as possible answers?

A: As stated in the Funding Announcement, PRS funds “are not intended to cover administrative costs; rather, they are meant primarily to support direct costs associated, as much as possible, with increasing the effectiveness and efficiency of Sub-grantees’ or Branches’ ability to provide quality foreclosure counseling.”

“Applicants may contract out part or all of the activities proposed under Program-Related Support, but they will be asked to demonstrate that their subcontractors have the required experience and expertise.”

Section J: SUCCESS STORIES

Q: What if nobody is willing to be contacted regarding their story?

A: We are seeking people who are willing to be contacted, as NeighborWorks staff will reach out to some small number of NFMC clients. If none of your clients is willing to be contacted, please briefly state this.

Section K: MAKING HOME AFFORDABLE/ POST-MODIFICATION COUNSELING

Q:For Parts B and C, are these my total clients?

A: No, this question only relates to the number of people either:

Part B: seeking information on Making Home Affordable prior to a workout or

Part C: actually received a MHA modification and referral for Level 4 counseling.
