NOW, THEREFORE BE IT RESOLVED, by the Mayor and City Council of the City of Hackensack that the contract for the Refurbishment of Traffic Islands within the City of Hackensack be awarded to Zuccaro and Sons, Inc., 64 Commerce Street, Garfield, New Jersey 07026 for the contract price of $78,674.00; and

BE IT FURTHER RESOLVED, that the Chief Financial Officer has certified that funds are available in account C-04-55-Y14-000-001 of the Capital Budget. Purchase Order # 157710.

WHEREAS, the City of Hackensack desires to apply for and obtain a grant from the New Jersey Department of Community Affairs in the amount of $100,000.00 to carry out a project to improve the downtown business improvement zone;

BE IT THEREFORE RESOLVED,

  1. that the City of Hackensack does hereby authorize the application for such a grant; and
  1. recognizes and accepts that the Department may offer a lesser or greater amount and therefore, upon receipt of the grant agreement from the New Jersey Department of Community Affairs, does further authorize the execution of any such grant agreement; and also, upon receipt of the fully executed agreement from the Department, does further authorize the expenditure of funds pursuant to the terms of the agreement between the City of Hackensack and the New Jersey Department of Community Affairs.

BE IT FURTHER RESOLVED, that Mayor Jorge E. Meneses is authorized to sign the application, and he or his successor in said title is authorized to sign the agreement, and any other documents necessary in connection therewith.

WHEREAS, the health and strength of the Hispanic business community is vital for a healthy and strong New Jersey economy; and

WHEREAS, the Hispanic market represents the fastest growing sector in the United States. In the Garden State this segment of the population has experienced an eighty-seven percent growth in less than ten years and in 2007 it is estimated that there are over 70,000 Hispanic Owned Businesses that supports approximately 160,000 jobs, generating $10.5 billion in sales; according to the last economic Census, New Jersey has the fifth largest concentration of Hispanic-Owned businesses in the nation and its expected to double in numbers by 2010, and

WHEREAS, the Statewide Hispanic Chamber of Commerce of New Jersey (SHCC) has rightfully positioned itself as number one of the top 50 Chamber of Commerce’s of the State of New Jersey; and

WHEREAS, the Statewide Hispanic Chamber of Commerce of New Jersey (SHCC) is celebrating 18 Years of Service and Commitment on behalf of the growing Small Business Community; and

WHEREAS, the Statewide Hispanic Chamber of Commerce of New Jersey (SHCC) has signed an Historical Strategic Alliance Memorandum with the U.S. Small Business Administration to promote guarantee loans to the Small Business Community of the Garden State; and

WHEREAS, Daniel H. Jara Founding President and CEO of the Statewide Hispanic Chamber of Commerce of New Jersey has been listed in the elite group of the state’s 2006 Movers and Shakers most influential business leaders by NJBiz; and

WHEREAS, the Statewide Hispanic Chamber of Commerce of New Jersey (SHCC) will hold its 17th Annual Convention and Expo at the New Jersey Institute of Technology, Newark, New Jersey on October 19, 2007; and

WHEREAS, the event’s theme “Promoting New Partnerships” offers participants an opportunity to reach both the Hispanic business community and small businesses; and

WHEREAS, Hispanic Business Week recognizes outstanding Hispanic business owners for their personal achievements and contributions to our nation’s economy;

NOW, THEREFORE, the Mayor and Council of the City of Hackensack, do hereby proclaim October 15 – October 21, 2007 as Hispanic Business Week in the City of Hackensack, and urge the citizens of the City of Hackensack to join us in acknowledging New Jersey’s Hispanic businessmen and women who have contributed so much to our state’s economy.

WHEREAS, upon review of the bids submitted, the City Engineer has recommended that the bid be awarded to D&L Paving Contractors, PO Box 507, Nutley, New Jersey 07110;

NOW, THEREFORE, BE IT RESOLVED, by the Mayor and Council of the City of Hackensack, County of Bergen, State of New Jersey, that the contract for the City of Hackensack Reconstruction of Various Streets-Utilizing Community Development Funds be and is hereby awarded to D&L Paving Contractors, PO Box 507, Nutley, New Jersey 07110 the lowest bidder whose bid amounted to $115,179.80; and

BE IT FURTHER RESOLVED, that the Chief Financial Officer has certified that the funds are available from Account # C-04-55-Y14-000-001 of the Capital Fund in the amount not to exceed $115,179.80. Purchase Order

BE IT FURTHER RESOLVED, that upon approval of the contract award by the Mayor and Council of the City of Hackensack, the appropriate officers and officials be and are hereby authorized and directed to execute a contract for the same and which form shall be subject to the review and approval of the City Attorney; and

BE IT FURTHER RESOLVED, that the bid deposits of the lowest bidders be held by the City Clerk until execution of the said contract.
