1. CALL TO ORDER AND PLEDGE:
At 3:00pm Chair Scott Hughescalled the Port of Ridgefield Commission meeting to order and led the Pledge of Allegiance.Commissioner Joe Melroy attended by phone.
2. APPROVAL OF THE MINUTES:
January 10, 2018Regular Meeting Minutes: Commissioner Bruce Wiseman madea motion to approve themeeting minutes as presented. Commissioner Joe Melroy seconded the motion. The motion was carried.
3.CALENDAR:
2018 PNWA Regional Meeting:The meeting is Friday, February 23 at 1:00pm at the Port of Portland. Commissioner Hughes and Nelson Holmberg will attend.
2018 PNWA Mission to Washington: The annual event is March 11 – 15 in Washington DC. Commissioner Hughes and Nelson Holmberg will attend.
State of the City Event: The event is Thursday, March 29 at 7:00pm at the Ridgefield High School in the auditorium. Doors open at 6:30pm
4. PUBLIC COMMENT
Steve Coxen mentioned the date change for the Mayor’s Ridgefield City Address event. The event is Thursday, March 29 at 7:00pm in the auditorium at the Ridgefield High School.
5.FINANCE:
Cash Graph: The cash graph is in the Commissioner’s dropbox.
December Finance Reports: Jeanette Ludka stated the December 2017 Budget vs. Actual and the December 2017 Dashboard reports are in the Commissioner’s dropbox and offered to answer any questions.
Jeanette is in the process of completing the 2017 financial statements.
6.REPORTS AND BUSINESS:
Commission
Commissioner Wiseman provided an update on a conference call he participated in with Pacific Northwest Waterways Association regarding dam operations along the Lower Snake and Columbia Rivers.
Innovation
Legislative Update: Nelson stated the annual WPPA Port Day took place on Tuesday, January 23, 2018. The Ports of Ridgefield, Vancouver and Camas-Washougal met in Olympia with legislators to present their 2018 legislative priorities. He stated he will continue to meet with committee members over the next month to discuss the importance of the need for Broadband Infrastructure.
Nelson did mention that Senator Curtis King asked for an update on theRidgefield Railroad Overpass Project and offered his support (if needed)to move the project forward.
Brent Grening commented that the State approved and passed the Capital Budget, Washington state received $4.6billion, out of which Clark County received $80million.
Commission
CEO Deferred Compensation:Brent Grening presented to the Commission an Annual Performance Criteria Report, summarizing the completed goals for 2017.He also presented the CEO’s deferred compensation program to the Commission for consideration.
Commissioner Bruce Wiseman made a motion to authorize an amount of $30,000 in deferred compensation to be made in January 2018 for Brent Grening and accept the 2017 Annual Performance Criteria Report acknowledging that the CEO’s 2017 performance criteria were met, and that the vesting schedule for the CEO’s 2017 deferred compensation move forward and agreed to by the Commission and Brent Grening in 2017. Commissioner Joe Melroy seconded the motion. The motion carried. Brent thanked the Commission.
Brent Grening also presented to the Commission a schedule of the Port’s Goals for 2018. Commissioner Wiseman made a motion to accept the goals schedule for 2018. Commissioner Melroy seconded the motion. The motion was carried.
7. PUBLIC AGENCY COMMENT:
It was mentioned that the Ridgefield City Council are attending an all-dayAssociation for Washington Cities meeting in Olympia.
Paul Young from the City of Ridgefield Planning Commission stated he has nothing to report butstated 2018 looks to be a busy year for the Planning Commission and the City.
8. PUBLIC COMMENT:
La Center City Councilman Joe Valenzuelaprovided a brief update on the Growth Management Hearings Board regarding the urban growth area in La Center.
9.ADJOURNMENT:
The meeting adjourned at 3:41pm with no further comments or business. The next regular Commission meeting is scheduled forWednesday,February 14, 2018at 3:00pm.
The meeting will be held at the Port of Ridgefield offices in the downstairs conference room located at 111 West Division Street in Ridgefield.
