Issue

“”, PIC:, owned by is located in theprevalence area of the Livestock Health and Pest Authority (LHPA).

The property is/is not located within the NSW Exclusion Area.

The flock/propertyis infected/suspected to be infected with ovine Johne’s disease (OJD) following a positive abattoir surveillance report (ref.) on of culled on 200 at abattoir.

Proposal

In accordance with standards in the national ‘Guidelines for the Implementation of Assurance-based OJD Management inSheep’. 6.2: ‘Flocks that are infected with OJD are no longer regarded as infected when:

  • the whole flock consists of Approved Vaccinates and has undertaken a PFC 350 Test with negative results, at a minimum of 2 years after the last detected infected animal has been removed; or
  • the whole flock is a Second Generation Approved Vaccinate Flock which has undertaken a PFC 350 Test with negative results; or
  • a destocking/decontamination program approved by the Chief Veterinary Officer of the jurisdiction, has been completed

The property owners areseeking to have the flock/property formally recognized as being of:

no greater risk of being infected than any other property in the OJDprevalence area,following implementation of aprogram, based on destocking and decontamination, as detailed below,

or

no greater risk of being infected than any other property in the OJDprevalence area, following implementation of a program,based on vaccination and testing, as detailed below.

Consideration

The LHPA is in the prevalence area for OJD.

Agreement

The owners of ‘’ agree to:

  • comply with the above plan,
  • keep the District Veterinarian informed of management decisions and disease developments on the property during the period that the plan is in place,
  • allow LHPA staff to audit compliance with the plan as specified by the District Veterinarian.

Recommendation

If the owner of “”, PIC , follows the agreed plan to the satisfaction of the local District Veterinarian and the Senior District Veterinarian and no evidence of OJD infection is detected in animals from this property, then a report may be presented to the NSW Chief Veterinary Officer (CVO) at the end of 2.

or

If the owner of “”, PIC , follows the agreed plan to the satisfaction of the Regional Veterinary Officer, a report may be presented to the NSW Chief Veterinary Officer (CVO) once all the results of all PFC tests,abattoir surveillance or post mortemsare known.

After consideration of the report, the NSW CVO may then declare that,in their opinion, “” (PIC:) presents no higher risk, with regard to OJD, than any other property in the OJDprevalence area.

Note: The consideration that “” (PIC:) has a risk of OJD infection that is equivalent to that of other flocks in the prevalence area will be the opinion of the Chief Veterinary Officer based on the evidence to hand. It will not guarantee absence of infection.
