Purpose
This qualification is for people employed in the road freight industry who drive heavy combination motor vehicles transporting bulk dangerous goods. It builds on skills and knowledge gained through the completion of the National Certificate in Goods Service (Heavy Vehicle Driver) [Ref: 1228] or through the National Certificate in Transportation of Waste and Recoverable Resources (Liquid and Hazardous Waste) [Ref:1226].
The National Certificate in Transportation of Bulk Dangerous Goods by Road [Ref:1229] recognises that the holder has the knowledge and skills for the safe, lawful, careful, and efficient transport of bulk dangerous goods by road. The holder will be able to demonstrate an understanding of the specific product that they carry and appropriate emergency response actions for that product. In addition, the holder will have the knowledge to become an approved handler under the Hazardous Substances and New Organisms (HSNO) Act 1996, and have demonstrated safe and fuel efficient driving techniques.
Where necessary, the holder will have met the statutory and/or regulatory requirements specified in the required standards.
This qualification does not permit the holder to drive a vehicle on New Zealand roads. To legally drive a heavy motor vehicle the driver must be the holder of a current full driver licence applicable to the class of vehicle being used, and a driver license endorsement D issued by Land Transport NewZealand.
Replacement Information
This qualification replaced the Bulk Flammable Liquids Transport, Bulk Gases Transport, and Bulk Liquefied Petroleum Gas Transport optional strands of the National Certificate in Commercial Road Transport (Goods Service) Heavy Rigid Vehicle Driver or Heavy Combination Vehicle Driver [Ref: 0680].
Special Notes
Prerequisite: the National Certificate in Goods Service (Heavy Vehicle Driver) [Ref:1228], or the National Certificate in Transportation of Waste and Recoverable Resources (Liquid and Hazardous Waste) [Ref:1226], or the National Certificate in Commercial Road Transport (Goods Service) Heavy Rigid Vehicle Driver or Heavy Combination Vehicle Driver [Ref: 0680], or demonstrate equivalent knowledge and skills. An assessment schedule to enable more experienced drivers to demonstrate the equivalent knowledge and skills is available from the NZ Road Transport and Logistics Industry Training Organisation.
Version 3 of standard 1757 and version 2 of standards 15160 and 15161 (in the elective section) have expiring prerequisites; these are waived for the purposes of this qualification.

Transition Arrangements
Version 2
Version 2 was issued to indicate that this qualification is expiring.
This qualification will expire and not be replaced. The competencies covered by the expiring qualification are now located in the Transportation of Bulk Dangerous Goods by Road Optional Strand of the National Certificate in Goods Service (Heavy Vehicle Driver) with strands [Ref: 1228].
The ITO is unaware of any candidates currently engaged in programmes leading to the award of the National Certificate in Transportation of Bulk Dangerous Goods by Road [Ref:1229]. However, if there are any people currently working towards version 1 of this qualification, they may either complete what they have begun or transfer their results to version 2 of the National Certificate in Goods Service (Heavy Vehicle Driver) [Ref: 1228]. The last date for entry into training programmes leading to the award of version 1 is 31 August 2008.

Previous version of the qualification
Version 1 of this qualification replaced the Bulk Flammable Liquids Transport, Bulk Gases Transport, and Bulk Liquefied Petroleum Gas Transport optional strands of the National Certificate in Commercial Road Transport (Goods Service) Heavy Rigid Vehicle Driver or Heavy Combination Vehicle Driver [Ref: 0680] following its review.
In addition to this replacement qualification the review resulted in a number of other qualifications designed to provide a career path for drivers, from new entrants to the industry to highly skilled drivers of vehicles carrying specialised products, which previously were recognised by optional strands. There were significant differences between the new and replaced qualifications.
This qualification was designed for experienced drivers of goods service vehicles transporting bulk dangerous goods by road. It has a simple format, with a compulsory and an elective section. All standards previously included in the Bulk Flammable Liquids Transport, Bulk Gases Transport, and Bulk Liquefied Petroleum Gas Transport optional strands of the replaced qualification were included.
People working towards the National Certificate in Commercial Road Transport (Goods Service) with strands in Heavy Rigid Vehicle Driver, and Heavy Combination Vehicle Driver, and optional strands in Dairy Industry Transport, Log Transport, Overdimension and Overweight Load Transport, Bulk Flammable Liquids Transport, Bulk Gases Transport, Bulk Liquefied Petroleum Gas Transport, and Civil Construction Transport [Ref: 0680] could either complete its requirements or transfer their results to one of the new qualifications.
The last date for assessments to take place for the replaced qualification is 31 December 2011.
