Meeting Minutes

Thursday April 14, 2016

6:30 p.m. at the Bradford Academy

In Attendance:

Public Comment:

Harvey Dorr asked the Selectboard if an RFP for the fire truck purchase has gone out yet.

The Selectboard replied that a special meeting is being held to see if the voters would like to new purchase a new fire truck on Thursday, May 26, 2016 7:00 p.m. and RFPs will go out then.

Open Bradford Recycling Center RFP’s:

Dan Perry made a motion to authorize Ted Unkles to review the bid proposal from Casella and provided he is comfortable with it, Ted Unkles will award contract.

MOTION PASSED, UNANIMOUSLY.

Junk Ordinances- a. Kenyon Road b. Cobblestone Alley c. Maple Street d. Tarbox Road:

Residents of the Town attended the Selectboard meeting to express their concern regarding properties in Town that are in violation of the junk ordinance. The properties that were discussed were 63 Cobblestone Alley, 0 Kenyon Road (04-23-0565), 13 Maple Street, 1254 Tarbox Road, 889 Wrights Mountain Road.

Dan Perry made a motion to authorize Ted Unkles to write the five property owners a violation junk ordinance letter. All of this property owners are first time offenses except 63 Cobblestone Alley, which has been recurring.

MOTION PASSED, UNANIMOUSLY.

Dangerous Building Ordinance- South Main Street:

Discussion was had with the property owner of 172 South Main Street about his burned down house. A letter was sent to the property owner in September and an inspection done with the Chair of the Selectboard. The property remains in in violation of the dangerous building ordinance.

The property owner discussed signing his deed over to the Town.

2016 Certification of Compliance- Town Road & Bridge Standards/Inventory:

Dan Perry made a motion to sign the 2016 Town Road and Bridge Standards.

MOTION PASSED, UNANIMOUSLY.

Resolution for Engineering Study on Sidewalk Vault:

Carole Taylor made a motion to approve and sign the resolution to proceed with grant application for the vault underneath the sidewalk on Main Street.

MOTION PASSED, UNANIMOUSLY.

Sidewalk Vault Grant:

The sidewalk vault grant had been put on hold for a while because the Town needed to update the Town Plan. The Town Plan is now complete so the sidewalk vault grant is now reopened and the Town will continue to work towards a feasibility study.

Highway Grants- Better Backroads and Class 2 Roadway:

Dan made a motion to submit the Better Backroads grant and authorized Ted Unkles to sign.

MOTION PASSED, UNANIMOUSLY.

Dan made a motion to submit the Class 2 Roadway grant and authorized Ted Unkles to sign.

MOTION PASSED, UNANIMOUSLY.

Liquor Licenses:

Carole Taylor made a motion to approve the Hungry Bear’s indoor and outdoor liquor license.

MOTION PASSED, UNANIMOUSLY.

Lisa Sharp made a motion to approve the Dusty Bottle liquor license with a 1 a.m. closing time (suspension through the State of Vermont).

MOTION PASSED, UNANIMOUSLY.

2016 CVSWMD Green Up Day Grant:

Carole Taylor made a motion to approve the 2016 Green Up Day grant.

MOTION PASSED, UNANIMOUSLY.

Training Requests:

Lisa Sharp made a motion to approve Nila Anaya and Bob Wing to attend the Property Tax Appeals training on Friday, May 3rd at Lake Morey.

MOTION PASSED, UNANIMOUSLY.

BA Use Applications:

Lisa Sharp made a motion to approve the slate of Bradford Academy building use applications:

Deposition (Brian Monaghan’s Office) on May 2, 2016 use the conference room.

Upper Valley Services use the gym for basketball.

Laura Gardner use the auditorium for dance recitals in the month of May 2016.

Bradford Historical Society use the front lawn for public meetings April 28, 2016 through the end of September (auditorium will be a backup location).

North country Heart Soul use the front lawn on June 1- September 10-2 for multi-vendor market.

Barbara Kulzyck use the corridor of the BA for Green Up Day supplies.

MOTION PASSED, UNANIMOUSLY.

Minutes:

Lisa Sharp made a motion to approve minutes of March 24, 2016.

MOTION PASSED, UNANIMOUSLY.

Orders:

Carole Taylor made a motion to approve the orders of April 15, 2016 and to hold off on writing a check to the cemetery for $600.00 for the purchase of trailer (she might have one that they could have if interested).

MOTION PASSED, UNANIMOUSLY.

Other Business:

The Town Plan was approved by Two Rivers.

Ted Unkles signed payroll form for Nila Anaya subbing in for Kat Rose (BTA).

Dan Perry fixed lights at Elizabeth’s Park.

The water has been turned on at Elizabeth’s Park and the Selectboard gave its approval for Parks and Recreation to open the park for the weekend (April 16, 2016).

Personnel- Executive Session:

Lisa Sharp made a motion that the Selectboard has determined that a personnel issue needs be discussed in executive session because the premature general public knowledge would place the Town at substantial disadvantage.

MOTION PASSED, UNANIMOUSLY.

Lisa Sharp made a motion to go into executive session at 7:47 p.m. to discuss a personnel issue as allowed by 1 V.S.A. Section 313 (a)(1) . The motion included Danielle Robinson and Vince Pacillio to attend the session.

MOTION PASSED, UNANIMOUSLY.

The Selectboard came out of executive session at 7:58 p.m.

Real Estate- Executive Session:

Lisa Sharp made a motion that the Selectboard has determined that a real estate issue needs be discussed in executive session because the premature general public knowledge would place the Town at substantial disadvantage.

MOTION PASSED, UNANIMOUSLY.

Lisa Sharp made a motion to go into executive session at 8:01 p.m. to discuss a real estate issue as allowed by 1 V.S.A. Section 313 (a)(1) . The motion included Danielle Robinson to attend the session.

MOTION PASSED, UNANIMOUSLY.

The Selectboard came out of executive session at 8:28 p.m. and adjourned.
