Section 2 – Delivery Plan

Cluster Programme Overview / Please provide a concise overview of planned delivery for 2015/16 outlining your key priorities. This should be restricted to a maximum of 600 words.
The Communities First Cluster programme for the East will focus on indicators that are in the top 10% of the most deprived in Wales. Projects which will be developed within the cluster will cover all three outcomes but will only operate in areas that are within the top 10-20%.
The Prosperous Communities outcome highlights the need for implementing projects that specifically relate to Income Maximisation and Financial Inclusion. The projects will continue from the 2013/14 delivery plan. There is a need for in-work poverty support, with a number of residents employed on 0 hour contracts. CAB is a key partner in the delivery of this project ensuring the dissemination of up to date benefit/financial advice and support. The project is specifically aimed at reducing outgoings and increasing resident’s income which will be monitored throughout the year by keeping in regular contact with the client to ensure that there is an outcome and that there is sustainability from that outcome.
Employment opportunities and advice sessions are available throughout the cluster during the week, encouraging and supporting people to be able to utilise the Universal Job Match system. This project works along side the adult leaning project ensuring there is support through employability courses.
Projects within the application will also initiate at a prevention stage to see a reduction in NEETs and young offenders (11 – 17yrs). Working in partnership with the Schools, the Youth Service and the Promoting Inclusion Officers young people who are at risk of offending or who might potentially become NEET are identified for us to work with. Support for these young people is provided for them to become active within their community and encouraging participation and giving them the experience of responsibility.
The Learning Communities outcome is aimed at supporting adults with no qualifications, young people at Key Stage 4 level and Families with a continuation of the projects from 2013/14. Data from Cefn Hengoed Community School highlights the gap in attainment levels at key stage 4 between pupils that are in receipt of Free School Meals (FSM) and those who are not. Working in partnership with Cefn Hengoed Secondary School support is provided for those pupils who need extra help.
44.8% of adults living within the Cluster have no qualifications an adult learning project is included in the delivery plan to ensure that this percentage is reduced and that there is learning available for those who want to start learning and for those who want to progress with their careers.
Family support is provided to encourage parents to engage with their child’s school and to increase the understanding or the importance of education at all stages. The families who have children in receipt of FSM are targeted to participate in engagement sessions. The project works in partnership with the school and the PDGMF posts indentifying whether there is an increase in the child’s attendance and the level of family engagement with the school.
The Healthier Communities outcome identifies the significant need for projects to relate to the level of physical activity, healthy eating and risky behaviour this is all incorporated into the Healthier Living project which will continue from 2013/14. Partners such as Flying Start, Families First, Come Outside project, Streetgames, Public Health team, local schools, Smoking Cessation and community groups all work together to encourage local residents to increase physical exercise, eat healthier and reduce risky behaviour, such as; smoking, alcohol and substance misuse.
Formal monitoring and evaluation will be carried out regularly by the Cluster team and will feed-in to the Cluster Monitoring and Evaluation framework which is outlined in the Community Involvement Plan.

Project Officers who deliver the Employment Support project have identified the need to increase the number of job ready clients. Working alongside the adult learning project a programme of employability courses has been devised.
Consultation with the School’s pastoral team stated that there was a need to support young people on the border line and at risk of offending in future. The Role Model project encourages these young people to volunteer within their community ensuring future sustainability.
The projects will also deliver from The One Swansea Plan challenge; Young People and Adults Have Good Jobs and People Have a Decent Standard of Living
·  38% of young people living within Port Tennant who were consulted with are concerned with the level of drugs (Port Tennant CF Consultation with young people 2011, 25% response rate)
·  Annual pay in St Thomas ward is the 6th lowest (of 36 wards) in Swansea and the Bonymaen Ward is the 4th lowest. (CACI’s 2011 ‘PayCheck data’: Information and Resource Unit, CCS.)
·  2,297 of the 5,000 people aged 16 -74 living in St Thomas claim benefits. 2,557 of the 4,893 people living in Bonymaen claim benefits. (Jobcentre Plus administrative system, Dept. for Work and Pensions)
·  There are above average levels of unemployment in Bonymaen and St Thomas. (CCS Information and Research Unit: Ward Profile) (Bonymaen 1, St Thomas1 and Llansamlet 8).

Community Involvement / Please describe how the community have/will be involved in developing, delivering, monitoring and evaluating projects under the prosperous theme.
Within the East Cluster the Communities First team hold community meetings bi-monthly consulting with local residents, giving them the opportunity to have their say on any of the projects and identifying any barriers to prevent participation. Local residents are given updates on all the projects delivered by the team. Community residents are also asked what they think of the information available and if anything should be changed.
The Community Partnership members receive a report at meetings which are held bi-monthly; giving them an opportunity to direct the delivery of projects.
Newsletters are distributed throughout the cluster every four months. These have supported in the increase of participants.

This highlights the gap between pupils that are in receipt of Free School Meals (FSM) and those who are not.
The Family Support project will continue to work with the schools identifying children in receipt of FSM and the families whom need the support.
The adult learning project will continue to deliver directly to community need. The training sessions are identified through community consultation and this has been evidenced through community feedback and participation.
The projects will also deliver from The One Swansea Plan challenges; People Learn Successfully:-
·  School Achievement: To continue the current rate of improvement in school achievement while narrowing the gap between those receiving and not receiving free school meals.
·  Adult Qualifications: To reduce the proportion of working age population with no qualifications to the UK level or below.
CF and Get Swansea Online have made basic I.T training available across the cluster. The programme is being delivered in 4 areas; Trallwn, Bonymaen, Birchgrove and Port Tenant.
