How to Create a new Responsible Organizations (Resp Org)

1.  Navy Warfare Training System (NWTS) products in the Navy Training Information Management System (NTIMS) such as Navy Mission Essential Task Lists (NMETLs) and Navy Warfare Training Plans (NWTPs) are assembled for “Responsible Organizations” on templates known as “RESP ORGs.” For example, a generic cruiser (CG) serves as the “RESP ORG” on which to assemble the CG NMETL and corresponding NWTP. The “RESP ORG” NMETL is linked to specific CG UICs to create each CG’s NMETL and NWTP. This same pattern is followed to develop NMETLs for CNAF Type/Model squadrons, CSF submarine types, and other organizations.

a.  NMETLs belonging to RESP ORGs with associated UICs are electronically transferred to DRRS-N for use in readiness reporting. Additionally the NWTPs belonging to RESP ORGs with associated UICs are used in the calculation of training readiness indicators in support of DRRS-N

b.  NMETLs and NWTPs that belong to RESP ORGs with no associated units may be created and used for planning purposes.

2.  When a Coordinating Review Authority (CRA) determines the need for a new “RESP ORG,” the following steps must occur:

a.  Identify the RESP ORG generic make up. Units of a similar “class” that provide the same “Capability” e.g., missions, mission areas- are ideal candidates for a RESP ORG (e.g., “CG”).

b.  Determine a common abbreviation for the “RESP ORG” (e.g., “CG”) and provide the long title for clarification of the abbreviation.

c.  Provide a current listing of UICs in the RESP ORG. Note, if the UICs are not resident in the TYCOM Readiness Management System (TRMS), the UICs will have to be added to TRMS before the linkage to the UIC can be made.

d.  Provide the common Capabilities (missions and mission areas) served by the RESP ORG.

i.  A list of Capabilities (missions and mission areas) found in NTIMS may be accessed through the following path: NTIMS REPORTs | Business Intelligence | Production Portal | Requirements. The report is named “Mission, Mission Areas, MCP.”

ii. If a new mission is warranted, follow the Mission Definition pattern and have the mission approved by US FFC.

e.  Identify the User Group(s) for this new RESP ORG. The User Group is used to determine who may access draft data for the new RESP ORG. A list of User Groups may be found through the following path: NTIMS REPORTs | Business Intelligence | Production Portal | Administration. The report is named: NTIMS User Group Responsible Organization Report.

f.  Identify User Group Lead(s) and User Group Analyst(s) who will have access to this new RESP ORG. The user roles determine what action (e.g., read and write) a user may take with in this new RESP ORG.

g.  Use the form on the next page to provide required information. Once complete email to .

3.  FFC, upon receipt will:

a.  Build the new RESP ORG

b.  Link Capabilities (missions and mission areas)

c.  Associate UICs

d.  Enable User Group Lead and User Group Analyst permissions

e.  Notify the CRA that new RESP ORG is ready for work
