220 / 16.CHAIRMAN’S ANNOUNCEMENTS

The Chairman welcomed all to the meeting, and welcomed the Clerk back after his period in Hospital

223 / 16.STREETSCENE SCHEDULE

The Street Scene Supervisor was not present at the meeting. All Members received a copy of the Streetscene schedule which had been distributed as part of the agenda packs. The Schedule was reviewed and members raised a number of new issues of which were noted by the Clerk and he would then pass onto the Street Scene Supervisor.

RESOLVED: That the schedule be accepted and approved as a correct record of issues currently outstanding.

PROPOSAL: Erection of first floor extension to dwelling

LOCATION: Beeches, St Asaph Rd, Gorsedd

RESOLVED–Community Council have no concerns re this application

226/16 CORRESPONDENCE AND OTHER MATTERS

227.1/16 Capital Programme

The CapitalProgramme will be a standing item on the agenda for information.Also the Capital Programme has been prioritised to reflect a more realistic approach of completing some of the projects that are outlined in the Programme. In addition the Capital Programme has been updated and a number of schemes have been removed and others merged to reflect a more realistic Capital Programme for the forthcoming year. Also members suggested a number of other programmes to be added to the Capital Programme.

RESOLVED - That the Capital Programme is approved.

227.2/16Letter from Member of the Public – Which the letter is received and the contents noted.

227.3 /16Letter received from One Voice Wales–Letter received regarding the letter sent to the Chief Executive of WCBC re Transport issues. That the letter received and contents noted.

227.4 /16 Letter received from One Voice Wales– Letter received from One Voice Wales re the Audit Process and the concerns raised by members. That the letters are received and the contents noted.

227.5 /16Letter received from One Voice Wales - Letter received from One Voice Wales with regard to the Training Schedule for January. That the letters are received and the contents noted.

228 /16MATTERS RAISED BY MEMBERS

228.1WHITFORD SCHOOL

Councillor RJ Hughes raised the matter with regard to the transfer of land to the school that is from Housing to Education. Also Councillor Williams informed members that the school needed £2,500 to progress. Councillor RJ Hughes raised the issue re transfer of land and that Councillor J Williams would take this matter forward on behalf of the Community Council

Resolved – That Councillor Williams to take this matter forward on behalf of the Community Council as he is the Council’s representative on the Board of Governors.

EXCLUSION OF PUBLIC AND PRESS (confidential items)

To consider the exclusion of Public and Press in accordance with Section 100A (4) of the Local Government Act 1972, that the Press and Public be excluded from the meeting during consideration of the following items of business because it is likely that exempt information as defined in paragraph 14 of part 4 of Schedule 12A of the act would be disclosed – No members of the public present

229. REQUESTS FOR FINANCIAL ASSISTANCE

The following awards were made by the Community Council

  • Caerwys Show - £100
  • Craft and Sewing Group - £250
  • Carmel Bowling Club - £600
  • Carmel Produce Show - £250

Members were also reminded that a number of other requests had come in but had not been considered by the Community Council as they were outside the area of the Five Villges.

RESOLVED – That the above Requests for Financial Assistance be approved.

230 QUARTERLY BANK RECONCILIATION

Clerk went through the Bank Reconciliation for quarter 2 and explained where the figures had come from. He made members aware that there was one cheque for £300 which had not been presented which related to Whitford Church. Given that the cheque had been issued in June the cheque would now be out of date – so a new cheque would need to be issued.

RESOLVED – That the Quarterly Bank Reconciliation is approved by Members

231 BUDGET MONITORING

Clerk went through the Budget Monitoring for quarter 2 and the accumulated position to date. Members were made aware of the variances although at this stage there was limited variances that were not explainable

RESOLVED – That the quarterly Budget Monitoring for quarter 2 and the accumulated position is approved by members.

232 SPECIAL MEETING JANUARY

In line with previous years members decided that a special meeting should be held to discuss the Precept and Budget for the new Financial Year. It was agreed that the date should be Thursday 26th January.

RESOLVED – That a Special meeting be held on the 26th January 2017
