CLASS TITLE:REGULATORY ANALYST IV
ALLOCATION FACTOR(S)
This is regulatory work in one of the following areas: (1) in the Public Service Commission (a) conducting accounting, rate design, cost, tax, financial, economic or other analyses for intra or interstate utility and/or telephone companies, (b) conducting audits of financial records of intra or interstate utility and/or telephone companies, or (c) testifying and rebutting in hearings on items before the commission; or (2) in the Agency for Health Care Administration performing detailed audits, analyses and evaluations of hospital or nursing home financial reports and budgets which have failed reviews.
EXAMPLES OF WORK PERFORMED:

- Uses data processing audit packages and other software and manual techniques to audit and/or analyze financial statements and exhibits prepared by regulated utilities for compliance with Commission rules and policies.
- Prepares reports to include necessary schedules, statistics, and appendices to reflect the results and findings of audit work and analysis.
- Confers with officials and others concerning the results of audits or analysis and the accounting methods or procedures used by the company, hospital or nursing home.
- Prepares and sponsors expert testimony, exhibits, or financial statements for regulatory proceedings.
- Responsible for analyses and recommendations on the most complex and controversial issues in rate cases and other docketed projects.
- Handles highly controversial tariff files.
- Coordinates major dockets and develops and analyzes issues.
- Provides guidance on computerized audit analysis and statistical tests.
- Prepares minor rule revisions.
- Trains lower-level analysts.
- Audits major consolidated tax returns.
- Researches major court cases.
- Reviews audit services requests.
- Writes staff testimony.
- Testifies in major rate cases or proceedings, including rebuttals.
- Prepares staff recommendations.
- Administers the Commission Surveillance Program.
- Directs and coordinates analysis activity of assigned staff on specific projects.
- Interprets system of accounts.
- Participates and testifies in formal proceedings.
- Conducts in-depth cost analysis of rate design proposals in rate cases.
- Conducts company-wide cost studies and analyzes the profitability of various services on a historic and projected basis.
- Analyzes cost studies filed in determination of cost of extended area service.
- Assists in the development of economic impact of proposed rules.
- Represents and testifies on behalf of the Agency for Health Care Administration in technical, adversarial administrative hearings.
- Analyzes and audits financial reports, budgets and related data submitted by hospitals or nursing homes and reports findings to the Hospital Cost Containment Board.
- Prepares comparative analyses and recommendations for presentation to the Board, hospitals, nursing homes and the general public.
- Organizes, researches, develops and presents written analyses and reports on hospital rates, budgets, management and facility utilization.
- Provides technical advice and participates in staff analysis of the Florida health care system and its related components.
- Advises supervisor on current activities and trends in the financing, administration and operation of hospitals or nursing homes.
- Engages in special studies of the Florida health care system and compiles and presents financial data and other statistics dealing with hospital or nursing home revenue and costs.
- Provides information and technical assistance to hospital or nursing home accounting and budget staff and other interested organizations and individuals.
- Performs related work as required.

MINIMUM QUALIFICATIONS
- A bachelor's degree from an accredited college or university with major course of study in mathematics, engineering, chemistry, physics, statistics, economics or an area of business and three years of professional accounting, financial auditing, financial or economic analysis, engineering, chemistry, physics, or statistics experience; or
- A master's degree from an accredited college or university with major course of study in accounting, finance, mathematics, engineering, chemistry, physics, statistics, economics or business administration, and two years of professional experience as described above; or
- Possession of a Certified Public Accountant (C.P.A.) certificate and two years of professional experience as described above.
