Mayor Pilato called the meeting to order at 7:00 PM with a reading of the Open Public Meetings Law Statement, Opening Prayer read by the Borough Clerk and the Pledge of Allegiance

Abstain: C. Dietrich who was absent for the meeting
Mayor commended John Gabory and Mark Shallo for years of fire service.
Mayor gave a brief overview of items on the agenda for the public.
He expressed concern regarding the loss of the remainder of this year’s state aid and felt that next year will be an extremely difficult one because he does not feel that Bound Brook would be receiving any aid from the state.
T&M Associates-Monthly Engineers Report
Robert Keady stated that Vosseller Avenue will be rebid and should be on the agenda for the next council meeting. He mentioned a recent water main break on Verona Place and felt that we needed to determine why breaks keep occurring. Talmage Bridge should be finished by April. The Mayor would like the road open until after Christmas and then perhaps day closures in March and would like some pictures of project on the website.
There was discussion of Watchung Road Project and the need to take contractor to task for some problems. Council Pranzatelli suggested an assessment of tree damage on Watchung Rd because it appeared that pipes were laid on roots. He stated that there were issues regarding the Bolmer Site that would be discussed in closed session.

She suggested that Rob Keady and Randy Bahr have microphones. She would like to see flashing stoplights and a left arrow on Mountain Avenue at Route 28 for making the turn into Middlesex.

Discussion
Council Auletta felt Cable TV Ordinance is a good ordinance and he would like council to consider appointing an advisory committee to oversee operations of the cable company. Committee would promote increased use of cable for community government and events. If handled well, this would not have to be a costly venture. Committee should draft a mission statement.

BOND ORDINANCE TO AUTHORIZE THE ACQUISITION OF TWO FIRE ENGINES IN, BY AND FOR THE BOROUGH OF BOUND BROOK, IN THE COUNTY OF SOMERSET, STATE OF NEW JERSEY, TO APPROPRIATE THE SUM OF $850,000 TO PAY THE COST THEREOF, TO MAKE A DOWN PAYMENT, TO AUTHORIZE THE ISSUANCE OF BONDS TO FINANCE SUCH APPROPRIATION AND TO PROVIDE FOR THE ISSUANCE OF BOND ANTICIPATION NOTES IN ANTICIPATION OF THE ISSUANCE OF SUCH BONDS.

Discussion
C. Auletta commended C. Dietrich for elucidating issue and said that he now felt the ordinance was needed. C. Pranzatelli stated that Bound Brook is lucky to have a volunteer fire department. C. Petti felt the ordinance was in the best interests of the town’s people and that firefighters needed to be safe. Fire Chief Ruscetta said that the ordinance was for the safety of the members and the residents.

Request for Quotes- 2010 Professionals
Review Quotes received by due date of December 4. A Special Meeting is scheduled for Saturday, December 12, 2009 @ 9 a.m. to interview professionals. Mayor requested that the clerk check to be sure that there will be a quorum.
New Business
2010 Reorganization Meeting-Advertise Date-Time-Location
The Brook Theater will be contacted to determine if this location is feasible.
Ordinance Regulating Massage Parlors
Discussion revolved around the necessity for an ordinance and whether concerns were covered by other ordinances. Only issue for police is that licenses be prominently displayed. Issues are Board of Health concerns and council favored requesting a recommendation from the Middlebrook Regional Health Commission. The goal of the ordinance needs to be clarified. Council will consider this in the New Year.
Mayor asked Administrator Bahr for comments
R. Bahr discussed a contract with NJ Transit where profits from the commuter lot would be shared. The profits should go into maintenance of the lot. Mayor felt we spent a lot of money on lot and would not have a reserve account. C. Vasquez wondered if this would affect Transit Village or Redevelopment. There will be a new set of negotiations.
Mayor stated that Mama Rosina’s is open as a BYOB and is applying for a temporary concessionaire license. He said that food was very good and the interior was nice.
Mr. Bahr stated that a major step was made on Valvoline property. The property was awarded back to the owner.

C. Pranzatelli stated that he had attended an Eastern Corridor meeting.
C. Auletta stated that he wanted to echo Mayor’s concerns at loss of aid. He requested that R. Bahr hold the check for the Rescue Squad. A contentious discussion followed which was resolved when the mayor entertained a motion to rescind aid to the squad put forth by C. Auletta and there was no second.
C. Auletta requested that a resolution be adopted to have Borough employees pay 20% for their health. C. Pranzatelli stated that there was no time to do this now; Mayor suggested that C. Auletta put together a list of suggestions to turn over to the new finance committee for processing. C. Auletta would like Mr. Bahr to be present at the meeting.

She asked why we are hearing these serious issues now and why we have not heard a finance report. She stated that many municipalities are asking employees to pay a portion of their health care benefits or mandating furloughs. She asked about using a credit card in the court and was told that we accept credit cards in the court and that we do have an ATM
