1.0SCOPE

1.1This procedure applies to all persons involved in the implementation or conducting of inspection processes completed in compliance with BS EN ISO/IEC 17020:2012 (ISO17020): “Conformity assessment - Requirements for the operation of various types of bodies performing inspection” and on behalf of XYZ Inspection Limited (XYZ).

1.2The ADSC publish, and periodically update, a document called “ADIPS Requirements for Registration of Inspection Bodies”. (The latest version is available from the ADIPS/ADSC website). The full scope of the ADSC document applies to, and should be read with, this procedure.

2.0PURPOSE

2.1This procedure formalises the, induction, development, appraisal, training, mentoring, personal development and competence assessment for all XYZ inspectors.

2.2The procedure sets out how XYZ will ensure that only suitably qualified, experienced, trained, authorised and competent inspectors shall conduct and record in-service inspection of amusement devices.

3.0JOB DESCRIPTIONS, ROLES AND RESPONSIBILITY

3.1The roles and responsibilities of all persons liable to have an influence on the outcome of an inspection shall be documented in a formal job description/role profile.

3.2The job descriptions shall contain definition of the competences required by the person to enable them to consistently perform their role and fulfil their responsibilities to the relevant Standard. The job descriptions are to be stored where?

3.3All XYZ Inspectors shall be bound by a professional code of conduct defined within the “Contract of employment” or “Contract of engagement”.

4.0COMPETENCE

4.1Competence shall be demonstrated by a mixture of qualification, education, training and experience. XYZ shall maintain a competency record for each Inspector to include curriculum vitae, education, qualifications, training certificates, affiliations or membership of professional or industry bodies, mentoring and witnessing reports, certificates of authorisation and appraisal records.

4.2Competence shall be assessed according to UKAS document RG0 - “Guidelines on the competence of personnel undertaking engineering inspections”.Available from

4.3The competency record shall be used to assess the suitability of Inspectors for inspection work according to the technical discipline involved in the contract. A competent Inspector’s personal experience shall include knowledge of:

a)the technology used in the manufacture of the amusement device;

b)the way the amusement device is likely to be used;

c)any defects likely to occur during the installation, setup or use of the amusement device;

d)the relative significance of defects identified during inspection of the amusement device.

4.4XYZ shall only allocate inspection work to personnel who are demonstrably competent to complete the work required.

5.0MONITORING, SUPERVISION AND AUTHORISATION

5.1XYZ shall undertake “on the job” assessment (monitoring/witnessing) to initially confirm competence of the inspector to perform the range of inspection to be included within the Inspectors authorisation.

5.2The monitoring shall be recorded and kept with the Inspectors training record. Unless Contractors are able to demonstrate competence by virtue of external Certification or Accreditation of their techniques or ADIPS registration, new Contractors shall also be assessed based on a site witness of their activities and according to UKAS document RG0 (Also see OP004 – “Purchasing and Contracting of Services”.)

5.3Once XYZ have confirmed the competence of an Inspector to perform the range of inspection for which he is to be authorised, a formal authorisation certificate shall be issued to the Inspector describing the exact scope of inspection for which he is authorised. This shall accurately reflect the scope of competence displayed on the Inspector’s ADIPS registration card. Inspectors shall not conduct inspection on equipment which is not recorded on their authorisation certificate.

5.4The Senior Inspector shall periodically review reports and work conducted by Inspectors to ensure Standards and competencies are maintained. Inspectors shall undergo a formal annual appraisal.

5.5If there is not sufficient supporting evidence to satisfy the Senior Inspector that the Inspector continues to perform competently, a programme of periodic witnessing shall be implemented to ensure that the Inspector is witnessed conducting the full range of inspection activities for which they are authorised over a 4 year period. This will take the form of a simple excel spread-sheet defining a witnessing programme for all relevant Inspectors.

5.6The witnessing shall identify current and future development needs for the Inspector. Where shortfalls in knowledge are identified or Inspectors need to acquire experience in a specific area of XYZ activities, training shall be undertaken during “on the job” supervised assignments as well as via external training providers where necessary to ensure the registration requirements of ADIPS (and UKAS) are fulfilled.

6.0TRAINING PLAN

6.1XYZ shall ensure that the training and mentoring of Inspectors meets all requirements for ADIPS registration defined in the latest version of the ADSC guidance document.

6.2XYZ shall maintain and deliver a competency matrix, monitoringand training plan aligned with the requirements of ADIPS registration.
