Support – we approved this application previously only to find that the proposed size was more than 130% of the original. We now understand that the agreed size of the original has increased and this extension is 117% of the revised original. We, therefore, endorse our earlier approval.

4.10 / 4/00945/11/FUL – Land adjacent 32 Vicarage Lane – End of terrace dwelling
No objection – we cannot object on the grounds of parking or drainage, but there are concerns on both. We cannot see how the cars parked parallel to the road in No. 32 can exit to the road. We have received written concerns about these issues from a neighbor, who has sent a copy to the Planning Officer.
4.11 / 4/00106/11/FUL – 34 Chesham Road – New detached dwelling, relocation of existing first floor window at No. 34, new access to Hyde Lane, planting including the replanting of existing cherry tree and revised roof design
No objection - we are concerned at the potential 'loss of light' from the windows that will be opposite the proposed development on thewest side of 26 Hyde Lane. If Planning Law entitles 26 Hyde Lane to his 'light' and these windows have received planning permission then we object to the proposal. If he is not entitled to his 'light' then we support the proposal. We note that this proposal was agreed previously and that the revised plan has moved the new property further away from 26 Hyde Lane.

The Parish Clerk referred to an e-mail dated 1 July received from Philip Stanley, Planning Officer requesting that the Committee reconsider this application. The Planning Officer has provided additional information regarding various extensions made to the property over the years, which have exceeded its Green Belt policy limit and also the proposal to install a new rear window, which would be positioned 10.5 metres from the closest window of the adjacent property. The Parish Clerk was asked to reply accordingly to the Planning Officer and say that in view of these comments the Parish Council objected to the application. / Parish Council

8. / Update on proposed development of radar site off Long Lane by National Air Traffic Services (NATS)
The Parish Council has received copies of correspondence from Gareth Tweedle (Programme Manager– RSS) and David Hawken, General Manager, Engineering Service Delivery (NERL) at NATS, Councillor Richard Roberts and residents, relating to the on-going problems being encountered by residents during the construction of the radome. The civil works are expected to be completed by October this year. As the project nears completion, landscaping is scheduled to commence during the autumn 2011. NATS will shortly be writing to extend an invitation to residents and interested parties to meet with our landscapers to discuss options. Radar commissioning will be completed by spring 2012.
9. / National Planning Policy Framework
The Parish Clerk referred to an article which appeared in The Times on 1 July 2011 headed ‘Planning rules pave way for green belt bonanza’. At present planning guidance contains a strong presumption against any development on the green belt but the new guidance creates a presumption in favour of sustainable development. The local authority will have to show that an application for development in the green belt would result in adverse impacts that’ significantly and demonstrably’ outweigh the benefits. The guidance will be issued later this month.
The Parish Clerk said that he had received a copy of The Times article this morning from Sylvia and Peter McClelland and there had also recently been a bulletin issued by the Campaign to Protect Rural England, which indicated that they would be running a national publicity campaign and lobbying MP’s about this governments proposals over the next few months.
