INFORMATION PAPER

SUBJECT: 10th Mountain Division Privately Owned Vehicle Storage Lot

1. PURPOSE: To provide information on the overall operation of the 10th Mountain Division Privately Owned Vehicle Storage Lot.

2. INFORMATION:

a. Concept. Division policy states deployed personnel may store their Privately Owned Vehicles (POVs) in the 10th Mountain Division Privately Owned Vehicle Storage Lot. POVs are processed IAW 10th Mountain Division (Light Infantry) and Ft Drum Regulation 500-3, RSOP, Apr 03. The facility will accommodate up to 1,500 POVs.

b. Procedures.

(1) Upon notification of deployment, the following measures will be accomplished:

(a) The commander appoints in writing primary and alternate POV custodians from the rear detachment and provides a copy of the appointment to the Directorate of Emergency Services, Physical Security Division.

(b) The POV Custodian will contact the Physical Security office to make arrangements to obtain keys to the parking lot. (772-3105).

(c) The POV custodian and owner conduct a joint inspection of the POV using a Ft Drum Form 472.

(d) The POV custodian and owner arrive at the POV storage lot with all personal property removed from the POV.

(e) The unit POV custodian retains the keys and one a copy of the FD Form 472 at the unit.

(f) Vehicles are in-processed, parked, and secured in designated rows.

(g) The keys to the POV Lot will be turned in to the Physical Security Office.

SUBJECT: Deployment Lot Security

(2) Upon conclusion of deployment, the following measures will be accomplished:

(a) The POV Custodian will contact the Physical Security Office to make arrangements to obtain the keys to the POV Lot. NOTE: The keys will only be signed out to personnel appointed in writing as the Unit POV Custodian by the unit commander.

(b) The POV custodian and owner conduct and annotate the Ft Drum Form 472 recording the condition of the POV prior to removal from the storage site.

(b) The POV custodian releases the POV only to the owner or authorized agent upon showing proof of proper state registration and insurance.

(d) The keys to the POV Lot will be turned in to the Physical Security Office.

3. CONCLUSION: POV claims against the government are minimized while providing deployed soldiers with one less mission detractor; thus, allowing them to concentrate on the success of their mission without worry of their POVs being vandalized or items stolen from them.
