Appendix Ι: CHE/ PBC fellowshipscheme for Post-Doctoral researchers

General

1.The Council for Higher (CHE) and the Planning and Budgeting Committee (PBC) aims to promote the academic relations with Taiwan and encourage outstanding post-doctoralresearchers from Taiwan to pursue research at universities in Israel.

2.CHE/ PBC will fund up to 2 three-year fellowships for outstanding post-doctoral researchers from Taiwan starting the academic year 2014/2015. A steering committee, appointed by the CHE/PBC, will be entrusted with the academic assessment of candidates and the selection of fellows.

3.The amount of the fellowship will be no less than NIS 100,000 a year per(based on 2014/15 rates) for a period of up to three years: NIS 67,000 per year of this sum will be provided by the CHE/PBC, and a sum amounting to no less than NIS 33,000 per year will be provided by the Israeli university. The fellowship is intended to cover room, board and living expenses.

4.Submission of candidacy to the CHE/PBC will be done solely through the Ministry of Education in Taiwan.

5. The fellowshipfunding period will begin at March of each year until March of the following year. There will be no extensions beyond the third year of research.

Terms for Candidate Selection

The candidate shall fulfil the following requirements:

a.The candidate shall be a citizen of Taiwan, and shall not hold Israeli citizenship.

b.Candidates who have Taiwanese citizenships and have completed their doctoral degrees in a leading institution outside of Taiwan are also eligible to apply for a fellowship.

c. Only candidates whose doctorate was awarded after June 1, 2011 are eligible to apply.

d.Only candidates that were accepted by a supervisor in the Israeli universities are eligible to apply.

e.In special cases, it will be possible to present the candidacy of a person who has not yet received his doctoral degree, on condition that he or she will provide confirmation from the relevant authority where the doctorate is being carried out, that the candidate has fulfilled all of his/her academic requirements and has submitted his or her doctoral thesis for evaluation. If the candidate does not receive the doctoral degree during the first year of his/her stay in Israel, he/she will not be able to continue his/her activities and the institution will terminate his/her fellowship.

The Selection Procedure

  1. The selection of winners of the fellowships will be done by a steering committee,appointed by the CHE/PBC.
  2. The selection of fellows will be done according to academic excellence and the criteria set by the steering committee and at its discretion. Criteria for academic excellence shall be based, inter alia, on the academic activities of the candidate, future research plans, list of publications, list of scientific works and transcripts.

Rules and Guidelines

The awarding of the fellowship is contingent upon the following conditions:

a.The fellow shall make the following commitment to the university:

  1. To not undertake any paid employment, excluding teaching assistance in the university, which is contingent upon written approval from the fellow's advisor and shall not exceed two weekly hours of instruction, and only for a period of two years.

ii.To request approval from the university for each suspension in research of six months or more. The university shall not approve suspension of research for longer than one year.

b.The Israeli university shall make the following commitments:

i.To not employ the fellow at the expense of the fellowship.

ii.To provide the fellow with the necessary professional literature and research tools in away that will enable optimal use of the duration of research.

Application procedure

The candidates will be requested to submit to the Taiwanese Ministry of Education thefollowing documents:

  1. Commitment by the designated Israeli supervisor for each applicant, stating his or her agreement to guide the candidate.
  2. Commitment by the designated Israeli university to match the CHE/PBC fellowship in a sum no less than NIS33,000 per year (this commitment letter can be provided to applicants by the Israeli supervisor).
  3. An application form for each candidate (enclosed in appendix ΙΙ).
  4. Curriculum vitae of each candidate, including his or her transcripts for their bachelor's, master's and doctoral degrees.
  5. An abstract (up to 4 pages) of the candidate’s proposed research program.
  6. An abstract of the PhDdissertation (up to 2 pages).
  7. Three recommendations letters.
  8. The results of avalid international test of English as a foreign language.
  9. A list of the candidate’s publication, including the impact factor.

Evaluation Procedure

In the end of each academic year an academic report will be sent from the Israeli advisor to the steering committee in order to evaluate the candidate's progress. The academic report shall include a short evaluation of each fellow's achievements, as well as a recommendation regarding the continuation of the fellowship.

INSTRUCTIONS:

The application form and all supporting documentsmust be typed in English and submitted to the Ministry of Education in Taiwan, together with a recent photograph. The application must be signed by the candidate. In addition, the following supporting documents, typed in English, are required:

  1. Curriculum vitae including his or her transcripts for their bachelor's, master's and doctoral degrees.
  2. A list of publications including the impact factor.
  1. Three letters of recommendation typed in English from three referees, at the request of the candidate.
  1. Commitment of asenior faculty member from the designated Israeli university indicating his agreement to guide the candidate.
  1. Commitment by the designated Israeli university to match the CHE/PBC fellowship in a sum no less than NIS 33,000 per year (this commitment letter can be provided to applicants by the Israeli supervisor).
  1. The results of a valid international test of English as a foreign language.
