NOTICE INVITING TENDERS

Sealed tenders are invited by the undersigned, for and on behalf of Indian Council of Forestry Research and Education, for the supply and installation Ultra pure water purification system & Data Net Work at Institute of Wood Science & Technology, 18th Cross, Malleswaram, Bangalore – 560 003. Karnataka. The detailed specifications of the equipment are as follows:

ULTRA PURE WATER PURIFICATION SYSTEM

A single system capable of producing type II (10-15Megaohm resistivity ) and type I (18.2 megaohm resistivity)with pretreatment cartridge, Reverse Osmosis, Electro Deionization, two UV lamps, Mixed bed ion exchange resin, inbuilt TOC monitor and Final optional membrane filter with feed water acceptance upto 2000micro Siemens conductivity .
STAGE 1 / 2 Stage pretreatment system
PREFILTER / 5 micron and 1 micron wrapped type depth filter
Less than 50 Db noise levels
Automatic low/high pressure cut off
Inlet screen filter to DC pump
STAGE 2 / Pretreatment cartridge with antiscaling compound
Pump with unique temperature feed back mechanism
High flux Thin film composite polyamide RO membrane with 94- 99% rejection
Recirculation loop with capillary tube and diaphragm valve
Mixed bed ion electro deionisation module with auto regeneration by a weak electric current, eliminating the need for chemical regeneration or replacement of deionised resin cartridges .
ElectroDeionisation module that should not require softening pre-treatment.
Carbon beads at cathode of the ElectroDeionisation module to prevent scaling of the module
Permeate divert valve which will divert low quality water to the drain .
UV lamp 254 nm to remove germicidal effect before entering the tank
Display both compensated and non-compensated temperature accurate within ±0.1°C.
STAGE 3 / A blow molded, cylindrical PE reservoir with a conical bottom and opaque walls with a 60 liter capacity
RESORVIOR / Sensor rod float switch, programmed to have high and low level cutoff based on water level in the tank
Should possess a tank vent filter made of soda lime, activated carbon and 0.65 micron hydrophobic membrane to trap contaminants present in atmospheric air.
STAGE 4 / 17watt, low pressure mercury vapor lamp made of ultrapure quartz with dual wavelength ( 185 and 254nm ) .
Built in TOC monitor with a 0.5mL Quartz cell and UV lamp which accurately measures TOC online.
Water production unit that can be placed either on the bench , under the bench or on the wall
Option of connecting 3 units with the main water producing unit
STAGE 5 / The unit should have
1. Adjustable height and rotating arm - adjustable to any glass ware. 2.Multi colour monitor displaying : resistivity,TOC,level of water in reservior,volume dispensed and other alarms,printing to be directly accessible from the point of delivery unit
Dispensing unit / Final Filters Options : a) Pharmaceutical grade , final filter with 0.22micron membrane filter in stack disc configuration. b) UF cartridge at the collection end with LRV is between 5.6 and 7.65 over challenge range of 220 and 22000 Eu / mL .

The tenderers should be competent enough to supply the Ultra pure water purification systemand must have all kinds of registrations under appropriate authorities. They should also produce enough documents to prove their good track records in the field of manufacturing and supply of similar equipments.

TERMS AND CONDITIONS OF OFFER OF SUPPLY

  1. Mininum warranty period of 12 months from the date of commissioning to be indicated. Warranty Period of the ULTRA PURE WATER PURIFICATION SYSTEM. should be mentioned clearly.
  2. Training on the ULTRA PURE WATER PURIFICATION SYSTEM to be provided at the place and time of installation for the team and subsequent up-gradations.
  3. ULTRA PURE WATER PURIFICATION SYSTEM should be of the same manufacturer/brand should be mentioned in their quotation.
  4. The Machine/item are required to be delivered and installed in full within three months from the date of receipt of the supply order.
  1. The offer should be firm and open for acceptance till 90 days from the date of offer.
  1. Full details of business terms and conditions, eg. packing and forwarding charges, insurance, delivery period, sales tax (whether provincial or central) other taxes/charges, if any, the validity period of quotations, discount, free delivery, packing or any other information relevant to supply may please be given. Form C/D will be issued by this office.
  1. The machine/item supplied should be as per our specifications. The manufacturer/supplier should have an experience of minimum 5 years in the field of manufacturing/supplying. A proper certificate should be submitted in this respect. The purchaser shall have the right to reject any goods that are not of specified make, though they are of similar quality. List of organizations/firms etc. where similar instruments have been installed should be enclosed with relevant documents along with the quotation.
  1. Full specifications, details and information regarding the item to be supplied such as make, size etc. should be furnished/accompanied by printed literature and samples wherever possible.
  1. The price quoted should be on F.O.R. destination basis.
  1. An amount of 11,000/- (Rs. Eleven thousand only) towards Earnest Money Deposit by crossed DD has to be deposited for the supply and installation ULTRA PURE WATER PURIFICATION SYSTEM otherwise the tender will summarily be rejected. EMD of the successful tenderer will be returned after submission of Security Deposit.
  1. The normal terms of payment will be 100% payment after receipt and acceptance of goods in good condition and on satisfactory installation and commissioning.
  2. Customs duty/Excise duty/Levies may be quoted separately.

  1. The name and address of Tenderer firm should not appear on the envelope.
  1. The machine/item on no account should be supplied without enclosing the manufacturer's test and standard warranty Certificate..
  1. Inspecting officer is consignee or his authorized representative.
  1. The Tenders will be opened on 15-10-2008at 2.30 pm in the Lecture Hall of this Institute. The decision of the DIRECTOR will be final in the acceptance or rejection of any or all quotations.

Security Deposit:

In finalization of the tender successful bidder will be required to furnish refundable ‘Security Deposit amounting to 10% of the total value of the contract. Security Deposit shall be refundable back to the tenderer only after supply and successful installation of the equipment and training of the staff.

Security Deposit shall be furnished in the form of a bank guarantee payable to the Director, Institute of Wood Science and Technology, Bangalore at any nationalized/scheduled bank located at Bangalore.

No interest shall be payable on the Security Deposit.

Taxes, if any, applicable under any rule for the time being under force shall be deducted from the passed bill of the contractor.

Procedure for obtaining the Tender form

Tender from along with detailed specifications may be obtained from the office of the Director, IWST, Bangalore, on payment of Rs 250/- (Rupees Two Hundred and Fifty) or Rs. 300/- (Rs. Three Hundred) if required by Post, either in cash or by crossed Bank draft payable to the Director, Institute of Wood Science and Technology, Bangalore.

Sale of tender form:

Last date and time for receipt of Completed tenders: 15-10-2008 upto 01pm

Opening of tender: 15-10-2008at 2.30 pm

This Institute shall not be responsible for any postal delays, whether in sending tender through post or courier. No plea on tender reaching late, due to accident, traffic jam etc. shall be entertained.

Procedure for filling in the Tender Form

Tender should be neatly typed or hand written. Overwriting in tender are strictly forbidden, and tenders containing doubt figures will be rejected. Cutting and corrections in the tender should be attested by the tenderer with date and full signature. Tender must be submitted in prescribed forms failing which they are liable to be rejected. Tender submitted on plain paper or unauthorized copies of our tender document booklet will be invalid and shall be summarily rejected.

NB. Quoting / quoting options on a photocopy of the tender form is also not allowed. The tendering parties risk disqualification and forfeiture of the EMD if this condition is violated.

Any tender or offer which fails short of these specifications shall be rejected summarily.

Submission of Tender:

Tender shall be submitted by hand or by post. Envelope containing tender shall be sealed. IWST shall not be responsible for any late receipt of the tender due to postal delay or any other reason whatsoever.

The completed tender should reach the office of the Director, Institute of Wood Science and Technology, Bangalore within the due time and date prescribed. We shall not be responsible for any postal or courier delays. Tenders received after the due time and date shall not be accepted or entertained because the tender box shall be sealed immediately after due time on the due date. No plea for delay of a minute or two shall be entertained. Tendering parties are, therefore, advised to deposit their tenders well before closing time.

Complete tenders shall contain following documents.

  • EMD in form of bank draft only
  • The documents of this tender

  • Receipt of foil issued by this office as proof of having purchased the tender document booklet and
  • A covering letter on tendering parties authorized letter head with their complete address together with telephone and fax numbers.

Opening of Tenders
  1. Tenders will be opened in the office of the Director, IWST, Bangalore at 15-10-2008at 2.30 pm Tenders will be opened in the presence of the representatives of the tendering parties, who wish to remain present.
  2. Tenders shall be read out one by one. Polite queries about the rates etc. can be re-read on request. Parties are however to desist from making comments.
  3. Representatives of the tendering parties are required to be available at Bangalore for any clarification that may be necessary eventually.
  4. Director, IWST, Bangalore reserves the right to: -
  1. Accept or reject whole or any part of any offer.
  2. Reject all or any offer partly or wholly.
  3. Cancel or withdraw the tender notice.
  4. Reject or accept any tender or part thereof.
  5. Accept or reject any deviation from these conditions without assigning any reason.

Validity of Offer:

  1. Offer(s) made in the tender shall have to be valid for acceptance for a period of six months from the date of the opening the tender.
  2. Any unsolicited correspondence after the last date and time for receipt of tenders is liable to render the tender / offer as invalid. Tendering parties are, therefore, advised in their own interest, to desist from filing any uninvited correspondence after the notified time.
  3. Tender Document booklet is non-transferable. Parties purchasing one tender Document Booklet should be the same as the ones filling a completed tender or making the offer.
  4. All offers have to be made clearly in English only. There should be no cuttings. If a striking out is resorted to, it should be duly signed.
