Recognition of Retirement:

·  Gerald Mason for 33 years of dedicated service to the City of El Reno.

Recognition and Approval of Disability Retirement:

·  Donald Herbert for 12 years of dedicated service to the City of El Reno.

CONSENT AGENDA: The following items are considered to be routine by the El Reno City Council and will be enacted with one motion. Should discussion be desired on any item, that item will be removed from the Consent Agenda and considered separately:

The City Manager recommends one motion that will approve:

1.  Approval of minutes of the February 11, 2014 Regular meeting of the El Reno City Council.

2.  To declare a 1994 ford Dump Truck VIN 8827, a 1997 Ford F250 VIN 8991, a 1994 Chevy 1500 VIN 3830, a 1995 Chevy Blazer VIN 1409, and a1988 Chevy 1500 VIN 5464 surplus and authorize proper disposal.

3.  Approval of claims list for the period beginning February 1, 2014 and ending February 28, 2014.

F AUDIENCE PARTICIPATION: Anyone having an item of business to present to the City Council that DOES NOT appear on the agenda, please come to the podium at this time and state your name. You are requested to limit your presentation to three (3) minutes. Any item being presented MUST pertain to City of El Reno business.

G DISCUSSION ITEMS

4.  Discussion, consideration and possible action regarding presentation of the fiscal year ending June 30, 2013 Annual Financial Statements and Independent Auditor’s Report and Performeter.

5.  An application to rezone part of the Northwest Quarter (NW/4) of Section Seventeen (17), Township Twelve (12) North, Range Seven (7) West of the Indian Meridian, Canadian County, Oklahoma; from Rural Agricultural District (A-1) to Single Family Residential District (R-1). (Ordinance 9047)

A. To conduct a Public Hearing in consideration of a request by Mr. Larry Hodges for a change in zoning from Rural Agricultural District (A-1) to Single Family Residential District (R-1): part of the Northwest Quarter (NW/4) of Section Seventeen (17), Township Twelve (12) North, Range Seven (7) West of the Indian Meridian, Canadian County, Oklahoma; approximately 10 acres.

B. Discussion, consideration, and possible action of a request by Mr. Larry Hodges on Ordinance 9047; an ordinance for a change in zoning from Rural Agricultural District (A-1) to Single Family Residential District (R-1): part of the Northwest Quarter (NW/4) of Section Seventeen (17), Township Twelve (12) North, Range Seven (7) West of the Indian Meridian, Canadian County, Oklahoma; approximately 10 acres.

6.  Draft zoning district classifications in accordance with the Southeast Industrial Subarea Plan: (Ordinance 9048)

A. Presentation of new zoning districts.

B. Conduct public hearing for the draft zoning districts.

C. Discussion, consideration, and possible action to approve Ordinance 9048; an ordinance to adopt new zoning districts as an amendment to the Code of the City of El Reno.

7.  Discussion, consideration, and possible action to approve a replat of the Southern Hills subdivision.

8.  Discussion, consideration and possible action to approve participation in the 2014 Community Development Block Grant (CDBG) Small Cities Program.

9.  Discussion, consideration and possible action to award bids for demolition of structures at Lots 23-29 Block 8 Fair Addition (a.k.a. 206 North Foster); Lots 3-4 Block 02 Nighswander Addition (a.k.a. 503 West Martin); Lots 3-4 Block 21 Lakeview Addition (a.k.a. 1005 West London); Lots 12-13 Block 10 Clarks Addition (a.k.a. 800 North Admire); Lots W 25’ 12-14 Block 7 Clarks Addition (a.k.a. 322 West Caddo) and Lots 8-9 Block 11 Clarks Addition (a.k.a. 807 North Choctaw).

10.  Nomination and appointment of one (1) citizen to the Library Board to complete a 3-year term set to expire April, 2016.

11.  Presentation of Financial Report.
