Report on the Supervision and Treatment Services for Juveniles Program
Pursuant to Executive Law §529-b (5)
Introduction
Since its inception in 2011, the Supervision and Treatment Services for Juveniles Program (STSJP) has been a key component of Governor Cuomo’s vision to transform New York State’s youth justice system. STSJP provides funding for municipalities (counties and New York City) with promising practices and services that address the needs of individuals in the youthjustice system.The services must promote public safety while allowing youth to be served in the least restrictive andmost appropriate setting. STSJP provides fiscal incentives for municipalities to develop and utilize effective, community-based programing to divert youth from unnecessary placement in detention or in residential care. This includesyouth at risk of, alleged to be, or adjudicated as juvenile delinquents;youth alleged or adjudicated to be persons in need of supervision; or youth alleged to be or convicted as juvenile offenders.
STSJP-funded programs aretargeted interventions in settings that are family-focused, close to home and within the community. STSJP-eligible local expenditures receive an enhanced state reimbursement at 62 percent, while eligible detention expenditures receive 49 percent state reimbursement. Municipalities may shift funding from their detention allocations to their STSJP allocations and receive the enhanced state reimbursement.
Each municipalityapplying for STSJP funds submits an annual plan to the New York State Office of Children and Family Services (OCFS) detailing how supervision and treatment services will be provided. Municipalities target their STSJP allocations to effective local programming. OCFS provides all municipalities with their historical detention and placement data and makes trained OCFS Community Multi-Services Office staff available to provide technical assistance.
State Fiscal Year 2015-2016
STSJP funding appropriated for SFY 2015–2016 was $8,376,000 of which, $500,000 is available to six municipalities (Albany, Erie, Monroe, Onondaga, Nassau and Orange counties) to support the coordination and implementation of the core principles of the Juvenile Detention Alternatives Initiative (JDAI). JDAI is an Annie E. Casey Foundation initiative that assistsstate and local officials in making systematic changes to juvenile detentionsystem-wide practices.
In State Fiscal Year (SFY) 2015–2016, there were 8,958 youth and families projected to be served by STSJP-funded programs in 45 municipalities;13municipalitiesdid not spend all prior-year STSJP funds and therefore did not submit 2015-16 STSJP plans (Chemung, Delaware, Fulton, Greene, Hamilton, Montgomery, Ontario, Orleans, Rockland, Schoharie, Sullivan, Wayne and Yates counties).
The 2016–2017 enacted budgetallowed for a transition period to the new STSJP program year of October 1, 2016–September 30, 2017. During this transition period, municipalities were permittedtocontinue 2015–2016 programs through September 30, 2016 by amending their approved 2015–2016 STSJP plan.39 municipalities submitted an application to amend their STSJP 2015–2016 approved plan to continue programing until September 30, 2016with an estimated total projected state share request of $4.6 million to support programing during the transition period.
