Covenant Enforcement Committee (CEC)

A new committee was formed by First Coast Management and the Southlake Board of Directors in compliance with Florida Statute §720.305. Members of the committee are not officers, directors, employees, or a relative of any of the aforementioned persons.

The Covenant Enforcement Committee (CEC)will hear issues relating to the rights and obligations of the Southlake homeowners under the “Declaration of Covenants, Conditions, Restrictions and Easements for Southlake.” (You may download and print this entire document via our website at:

Homeowners responsible for covenant violations will be notified at least fourteen (14) days prior to a scheduled hearing. Following the hearing, the committee will make their decision by a majority vote to levy a fine or withdraw the alleged violation.

Continued violations could be treated as separate violations. The individual fine(s) cannot exceed the maximum allowed by law (currently $100.00 per violation or a cumulative total of $1,000.00).

HOA Board Meeting Discussions forSeptember – December, 2007

  1. The current delinquency report and collection procedures were discussed including the applicable late fees/interest for each delinquent homeowner. As of November 30,2007, the delinquency status is $7,718. The amount in foreclosure proceedings is $5,806.
  1. The AmenityCenter will be repaired, pressured washed, and painted by the homeowners who volunteer.
  1. Replacing the dead palm trees along CR210 will be completed in 2008. A palm beetle killed off the three palm trees. All other trees were sprayed with insecticide to prevent the beetle from spreading to the other trees.
  1. Pressure wash (a) concrete walkway area leading from parking lot to AmenityCenter; and (b) stone planters at the west entrance.
  1. The removal of two (2) barbeque grills in the AmenityCenter is complete.
  2. Pressure wash and re-stain wooden playground equipment. (See Page 9 “Announcements”)
  1. The LakeDoctors completed their cleaning of the Lake Crescent Court lake/pond.

Community Yard Sale

Much appreciation, gratitude, and a hearty “Thank You” is extended to Valerie Pfeifer for the time, effort, and hard work she gave to organize and advertise a very and most successful community “Yard Sale.” The homeowners even made some $$$!

A future community yard sale will occur in spring, 2008. Clean out the garage! Get rid of your clutter! We encourage you to participate and you may even make a few $$$!

****ARB News****

New Architectural Guidelines

I

n 2007, Florida Statute§720.303 was revised to place restrictions on the architectural review process. The ARB will draft, adopt and publish new guidelines in the upcoming months to establish the standards by which all decisions are made by the ARB Committee.

Landscape and Irrigation Proposals

F

irstCoast Management is obtaining proposals from various landscape and irrigation companies. The Board of Directors is considering the proposals to re-design the landscape of the community and to reduceoverall costs.

Garbage and Yard Trash

H

omeowners may place garbage and trash in front of their residence after 5:00 p.m., the day before the scheduled collection. A few homeowners are setting out their garbage/trash too early which not only looks unsightly, but also attracts bugs and animals. All garbage/trashreceptacles are required to be stored from street view. If placed on the side of your home, the trash/garbage receptacle MUST be covered by a four-foot high “L-shaped” wall.

FirstCoast Association Management Report

irstCoast Management reported the following property inspections to the BOD:

1.October = Twenty (20) violation letters were mailed to homeowners for lawn maintenance and other issues.

2.November = Twenty-nine (29) violation letters were mailed to homeowners for lawn maintenance and other issues.

3.December = Violation letters were not mailed out during the month.

Note: Keep in mind that it is the obligation of each homeowner to maintain his/her lot in a neat, clean and attractive condition. Mailing letters to homeowners cost the Association money (paper, copies, envelopes, and stamps in addition to the FirstCoast Management’s annual fees).


The speed limit within our community is 20 mph.

Please obey the four-way stop signs at the corners of Southlake Drive and Prosperity Lake Drive. This corner is a school bus stop location.

Our children are precious, and their safety is very important. One of the most dangerous situations they will face during their day is getting on and off their school bus. They do not always follow the rules but, parents/guardians have to make sure they know and follow the rules to keep them safe.

We all know the general rule that we are supposed to stop for school buses when we drive up to them from any direction.

Remember: When the lights on a school bus are turned on, all traffic at the four-way stop sign is required by law to STOP!

Please help keep our children safe!

ALERT: Watch your speed while driving thru the community. There are tickets being issued to those persons who are speeding.

lease realize if you live by a retention pond, it is not a naturally occurring lake. The only water your pond has flowing into it is storm water run off. Therefore, 75% of the year your lake water is stagnant.

Several varieties of weeds and algae will grow in this environment and with your inadvertent help, thrive!

Remember, any chemical that will turn your yard green will turn your pond green. The weeds in your pond are plants. The algae need nitrogen to bloom. Fertilizer supplies the excess nutrients needed for algae to bloom and weeds to grow. Homeowners need to keep all fertilizer at least 10 feet away from the edge of the pond.

Grass clippings and other yard debris do not belong in the pond. Most fertilizers are time released and the grass clippings carry with it these nutrients. Also, decaying material adds to a higher “nutrient” level promoting an algae bloom.

ertilize fruit trees, young ornamental trees and shrubs. (Exception: Do not fertilize showering shrubs, such as azaleas.) Mature trees get enough fertilizer from their roots in the lawn area.

Warm weather may make late transplanting unsuccessful because roots are not present to absorb the water demanded by the top of the plant. Water transplanted flowers, shrubs, etc. often.

February is the month to apply pre-emergence herbicides to control weeds such as crabgrass and sandspurs. The herbicides should not be applied unless a serious weed problem is present.

our lawn may be the envy of the neighborhood. Or, it may fall short of that title and be a prime candidate for an emergency yard makeover. You can maintain your landscape in the aesthetic condition you desire.

During the winter, our lawns may turn brown because of dormancy. However, just below the soil, the roots are alive and well. To keep the roots healthyand alive(especially after a freeze,) the lawn should receive ¾” of water every 14 days. If natural rainfall does not supply the needed moisture, you can supplement it with irrigation and the sum total should equal ¾” every 14 days. The water will keep the roots moist and hydrated to reduce the chance of cold damage. KEEP IN MIND, all irrigation should be completed at least 24 hours prior to a freeze or the turf may be damaged and die.

Mowing your lawn as often is needed is another important winter time task. Regular mowing prevents those occasional weeds that pop up from producing seeds. Mowing regularly helps break the cycle and reduces the winter weeds that appear. Another benefit from regularly mowing is that it helps recycle leaf debris back into the soil. So, don’t put your mower away, you still need it
