·  Responsible for National effort to identify and catalog critical infrastructures and key resources (CI/KR) and assess risk across 18 individual CI/KR sectors. Coordinated risk-based strategies and protective measures to secure national CI/KR from terrorist attack and other hazards.

·  Led the development and implementation of the National Infrastructure Protection Plan and supporting sector-specific annexes—the strategic framework for protecting the Nation’s CI/KR from terrorist attack and enabling their timely restoration in a post-incident environment.

·  Led the development and implementation of first-ever comprehensive national regulatory framework to secure high-risk chemical facilities from terrorist attack.

·  Overhauled national-level incident management structures and coordination processes related to CI/KR assessment, security, restoration and public-private sector information sharing.

·  Organized the national effort to restore CI/KR impacted by Hurricanes Katrina, Wilma and Rita to include widespread security and logistics support for high-risk energy, chemical, transportation and water sector facilities and systems.

Special Assistant to the Secretary and Director, HQ Operational Integration Staff, U.S. Department of Homeland Security, 2003-05

·  Responsible for headquarters-level coordination of strategic and operational planning, core homeland security mission integration, incident management, risk analysis, training and exercises.

·  Directed the Interagency Incident Management Group, integrating the capacities of 45 Federal departments and agencies in response to domestic threats and incidents in an all-hazards context.

·  Led comprehensive Federal, State, local and private sector effort to develop the National Incident Management System and National Response Plan—the nation’s templates for incident command, control, coordination, information sharing and interoperability.

·  Developed the DHS incident management system and supervised a wide array of associated headquarters-level exercise and training programs.

·  Held a variety of key operational and command positions in the Joint Special Operations community during a 24-year Air Force career, attaining the rank of Colonel with two Below-the-Zone promotions.

·  Commanded two elite Air Force Special Tactics Squadrons—organized, trained and equipped forces for contingency operations in Somalia, Haiti, Bosnia, Croatia, Liberia, Colombia and Kosovo in support of the AF Special Operations Command and Joint Special Operations Command.

·  Developed and implemented theater air traffic control, close air support, casualty evacuation and combat search and rescue (CSAR) plans for national-level exercises and contingency operations.

·  Deployed to Saudi Arabia during Operation Desert Storm as a joint battlestaff planner and mission commander supporting Joint Special Operations Task Force strategic interdiction operations in Iraq.

·  Supervised overhaul of theater CSAR and close air support concepts for Combined Task Force enforcing the no-fly zone over Northern Iraq and for SOF support of NATO operations in Bosnia.

·  Served as Operations Director for HQ USAF Quadrennial Defense Review (QDR) Staff, acting as principal coordination focal point for consolidating Air Staff positions, developing strategic action plans and programs and shaping core issues for general officer and senior DoD civilian leadership decision.
