Minutes

The Hyde Park City Planning Commission meeting began at 7:00 p.m. and was conducted by Chairman Mark Lynne.

APPROVAL OF MINUTES

Mark Lynne made a motion to approve the minutes of the Planning Commission meeting held October 18, 2017. David seconded the motion. Mark Lynne, David Zook, Brandon Buck, Connor Balls, and Melinda Lee voted in favor.

CITY COUNCIL REPORT

No City Council meeting since our last meeting.

MASTER TRAILS PLAN - MAP AND ORDINANCE (Legislative)

Mark Lynne discussed various needed changes to the Trails map and ordinance:

1.  Existing roads/trails should be denoted as solid lines, proposed roads/trails as dotted, same color.

2.  When the trail along the lower canal gets to existing homes (and the owners are not in favor of the trail), the trail should be re-routed to the nearest sidewalk then routed back to the canal trail again outside of developed areas.

3.  The inter-local agreement from 2007 between North Logan, Smithfield and Hyde Park should be incorporated into the trails plan. 700 East road should include either:

a.  A five foot sidewalk or

b.  A ten foot paved trail with ten feet of green space between it and the road.

4.  Another agreement made in 2017 between North Logan and Smithfield should also be considered. It is more of an ‘understanding’ and was probably drafted by Jeff Gilbert, CMPO Planner.

5.  The middle canal trail has issues similar to the lower canal as far as jogging onto city sidewalks for various stretches between 200 North and 200 South (ie. Dee Alton Brown Subdivision) and along the Cache County School District property.

6.  A proposed east/west trail would go from Wurstens, down Budge hill on to Rupp’s then eventually down 200 North (safe school walking route) to Cedar Ridge school.

7.  A “Quiet Street” needs to be defined, probably including parking on one side with a trail on the same side.

8.  The map legend needs to be cleaned up with additions and deletions.

Mark will continue to work on it. The item is continued on to future agendas.

ADDITIONAL USE REGULATIONS (Legislative)

In considering whether to modify or delete 12.30.020 Additional Use Regulations, the Commission agreed we need to verify anything to be deleted is unnecessary or addressed elsewhere in the code. Each member will study the section and others to see what needs to stay, what can go, and what needs modification and clarification. All agreed RVs and mobile homes should be non-permitted uses. The item will continue onto the next agenda.

David recommended someone from our city (perhaps Mark Lynne) to join the Planners Breakfast monthly meetings held at Herm’s Inn. The next one is scheduled for Wednesday, November 8, 2017 at 8:00 A.M. (downstairs).
