Emergency Meeting
WEST VIRGINIA BOARD OF EDUCATION

I. Call to Order
Following the welcome, Pledge of Allegiance and introductions, President Gayle C. Manchin (via telephone) called the emergency meeting of the West Virginia Board of Education to order at 1:03 p.m. on February 27, 2015, in the Regents Room, Capitol Building 7, 1900 Kanawha Boulevard, East, Charleston, West Virginia.
The following members were present: President Manchin, Vice President Michael I. Green, Secretary Tina H. Combs (via telephone), Thomas W. Campbell (via telephone), Lloyd G. JacksonII (via telephone), Beverly E. Kingery, L. Wade Linger Jr. (via telephone), William M. White (via telephone), and James S. Wilson (via telephone) and ex officio Michael J. Martirano, State Superintendent of Schools. Members absent were ex officios Paul L. Hill, Chancellor, West Virginia Higher Education Policy Commission, and James L. Skidmore, Chancellor, West Virginia Council for Community and Technical College Education.
II. Delegations
Ms. Christine Campbell, American Federation of Teachers-West Virginia, addressed the Board regarding high quality standards for teaching and learning in West Virginia.
III. Approval of Agenda
President Manchin provided opening remarks and called for a motion to approve the agenda. Mr. Green moved that the agenda be approved. Dr. White seconded the motion and upon the call for the question the motion was carried unanimously.
IV. Actions of the West Virginia Legislature regarding Public Education
The Board was provided: 1) an overview of House Bill 2934 (Superintendent Martirano) noting that an amendment is now in motion in the legislature to repeal the Next Generation standards; 2) an analysis of associated fiscal notes (Mr. Clayton Burch, Chief Academic Officer, Division of Teaching and Learning), and 3) overarching implications (Ms. Michele Blatt, Chief Accountability and Performance Officer, Division of Accountability and Performance for School Effectiveness).
Following discussion, Mr. Green moved that the President of the State Board create a letter, using the key points we have discussed today, that will be delivered to all members of the legislature before this vote is taken in either the House or the Senate. Dr. White seconded the motion. President Manchin called for discussion at which time Mr. Campbell requested the letter reflect that the Board is willing to work with the West Virginia Legislature. Upon the call for the question the motion was carried unanimously.
V. Future Meetings
The next regular meeting of the Board will be held March 11, 2015, in Charleston, West Virginia. The meeting will continue on March 12, 2015, if the agenda is not completed on March11, 2015.
VI. Adjournment
Ms. Kingery moved that the meeting be adjourned. Mrs. Combs seconded the motion and upon the call for the question the motion was carried unanimously. The meeting was adjourned at 2:05 p.m.
