To the Citizens of the Commonwealth:
It is my pleasure to share with you a preliminary draft of Kentucky’s Child and Family Services Plan for Fiscal Years 2005-2009. Please go to the following link for the draft materials:
The plan outlines initiatives to be supported, in whole or part, with Federal funding streams, to include the Basic State Grant under the Child Abuse Prevention and Treatment Act; Title IV-B, Subpart I, Child Welfare Services; Title IV-B, Subpart II, Promoting Safe and Stable Families; Chafee Foster Care Independent Living Act; and Chafee Education and Training Vouchers. The plan is organized around each of the outcomes and systemic factors utilized by the U.S. Department of Health and Human Services, Administration for Children and Families, in the Federal Child and Family Services Reviews (CFSR) of States. Goals for Kentucky include achieving and maintaining State compliance with national standards and performance indicators, and substantial conformity with case review measures utilized during the reviews.
The development of the plan included broad involvement from internal and external partners and the incorporation of Kentucky’s Child and Family Services Program Improvement Plan. Five cross-cutting themes emerged throughout this process and have since been incorporated as objectives within the plan: (1) public awareness and education; (2) preventive interventions; (3) community and agency collaboration and improved communications; (4) coordination of service delivery, best practice, and funding; (5) training and support of staff. These themes have been encompassed in the following vision: Prevention, identification, and treatment of child abuse and neglect are public health and safety issues and require the engagement of the Cabinet’s internal and external partners, including families and communities.
The plan is a projection and will be modified based on State circumstances, no less than yearly, in Kentucky’s Child and Family Services Annual Progress and Services Report.
