East and North Herts CCG are offering an exciting opportunity to support the implementation of its primary care workforce plan and are recruiting now.

The posts are new to the local system and form part of a programme of activities led by the CCG, designed to support and shape the local primary care workforce now and into the future. Based around localities, post holders will ensure access and support to CPD and signposting to career progression for primary care nurses; support nurses new to primary care, develop practice nurse forums as required, ensure Healthcare Assistants are sufficiently trained to support the service; and to expand the placement opportunities for pre-registration and post graduate student nurses.

You will be educated to degree level in relevant subject or equivalent level of experience of working at a similar level in specialist area. You will have experience in a primary care nursing role, education and training, demonstrate a passion for workforce development, and support the values of the NHS Constitution and 6C's.

JOB PURPOSE:

The Primary Care Nurse Tutor will be responsible for facilitating the education and development of the primary care workforce in specific localities. Initial focus will be for primary care nursing, Healthcare Assistants, and pre-registration and post-graduation nursing students.

The posts holders will ensure access and support to CPD and signposting to career progression for primary care nurses; support nurses new to primary care, develop practice nurse forums, ensure Healthcare Assistants are sufficiently trained to support service; and to expand the placement opportunities for pre-registration and post graduate student nurses.

The post holders will support student nurses in the primary care setting, support coordination and quality management of education and training provision, support clinical placements for students at undergraduate and postgraduate levels and provide leadership and effective role modelling for the delivery of team based high quality patient services, in order to promote primary care as a career of choice and support the development of integrated working.

They will have the appropriate knowledge, skills, values and behaviours to meet the needs of the local communities and the requirements of the NHS constitution and 6 C's. The post includes the following responsibilities:

  • To support nurses new to primary care
  • To support Practice Nurse placements for students at undergraduate and postgraduate levels
  • Establish practice nurse forums
  • To support coordination, commissioning and quality management of the education and training provision in the local system including undertaking training needs analysis
  • To ensure equitable access to education and training
  • To work closely with the local GP Medical Clinical Tutor to ensure multi­ professional education and development opportunities are optimised
  • To provide leadership and effective role modelling for the delivery of team based high quality patient services
  • To maintain own clinical practice
  • To assist with training where necessary
  • Support the Education and training Network
  • To ensure arrangements are in place to support revalidation for nurses in the primary care setting

Duties and Responsibilities

Relationships will be critical to the success of the post and the lead for education and training will be required to develop effective working relationships at senior levels including;

And to be able to:

  • Work with the Workforce Education and Primary care Lead and PrimaryCareSenior Nurse Tutorto develop and sustain a strong professional and inter-professional network supporting learning, and development for all primary care staff.
  • Work in partnership with General Practice Medical Tutors to support the workforce in their personal and professional development. Work with CCG and support protected learning time (Target Events) to meet the needs of patient care, workforce and organisations.
  • Work in collaboration with local HEls and other education providers for high quality educational delivery.
  • Work with practice managers to support the delivery of apprenticeships and the improved quality of patient care from the support workforce.

Functional Responsibilities

Leadership:

  • Support clinical education placements for undergraduate and postgraduate

Students.

Recruit future Practice Nurse Mentors from the primary care nursing workforce in line with NMC requirements.

  • Develop and lead learning sets to support local nurse mentors to meet their continuing professional development requirements.
  • Coordinate mentorship provision and ensure the assessment of students as required by the provider organisation.
  • To work with staff to ensure effective use of CPD funding in the delivery of service
  • Provide support for education and training to the pre professional workforce , ensuring mechanisms are in place for mentoring and supervision whilst learning
  • Promote high quality learning environments within the local area, including where appropriate, multi professional learning across all clinical disciplines
  • To share good practice across the professions in relation to the development of the clinical learning environment, assessment of learners and the development of flexible learning solutions such as e-learning
  • To promote primary care as a career of choice
  • Take responsibility for own professional development, maintaining a sound level of professional knowledge, skills and behaviour, meeting professional standards as appropriate.

Support for practice nurses

  • To ensure that there are adequate learning opportunities available to deliver relevant curricula for the whole workforce
  • To signpost practice nurses to education and training opportunities; taking into account local needs and support the commissioning of training where appropriate
  • To support managers to ensure there are effective processes for regular appraisal and personal development plans.
  • Ensure mechanisms are in place to support revalidation
  • Establish primary care nurse forums
  • To ensure there are mechanisms to assess the uptake and effectiveness of learning opportunities
  • To support managers and mentors in using mechanisms that are in place to identify underperforming non-medical clinical staff and that appropriate actions are taken
  • Undertake training needs assessments to inform commissioning decisions

Support for students and new practice nurses

  • To provide support and mentorship to new primary care nurses
  • To ensure that there are appropriate processes in place to induct all new support staff and students to primary care placements.
  • To ensure that the standards and objectives of the educational agreement between the learning environment and HEI is met
  • To ensure that students have a named mentor (and preceptor where appropriate)
  • To provide mentorship to new primary care nurses
  • To ensure that people understand the value of learning in the workplace
  • To ensure that support staff competencies are assessed and that they are not asked to work beyond those competencies unless supervised
  • To support managers and mentors in using mechanisms that are in place to identify underperforming students and support staff and that appropriate actions are taken
  • To ensure employers and nurses are aware of revalidation requirements and are supported as appropriate

  • Propose changes to own function making recommendations for other service delivery.

The role necessitates awareness of privileged and personal information about patients and/or organisational sensitive data. Telephone, email and letter correspondence relating to patients may form part of this role.

Physical Effort

Physical effort is that of a normal office environment and the ability to travel to venues within NHS E&NHCCG catchment area and beyond as and when required.

Mental Effort

Concentration required when creating reports and documents with the likelihood of frequent interruptions by colleagues. There can be an element of unpredictability and change in work priorities at short notice in order to meet specific deadlines.

Emotion Effort

At times some emotional effort is required particularly when dealing with telephone queries form complainants who may be upset or challenging.

Mobility/Flexibility

Your normal place of work will be as stated above, but as a term of your employment you may be required to work from any of the CCG establishments within the geographical area of Hertfordshire.
