I. SCOPE OF SOLICITATION

ACQUIRE SERVICES and SUPPLIES / EQUIPMENT (JAN 2006)

The purpose of this solicitation is to acquire services and supplies or equipment complying with the enclosed description and/or specifications and conditions. [01-1005-1]

It is the intent of the State of South Carolina, Department of Mental Health, to solicit proposals for the Management and Operation of Richard M. Campbell Veterans Nursing Home, Anderson, South Carolina and Veterans’ Victory House, Walterboro, South Carolina in accordance with the requirements stated herein.

BACKGROUND

The Campbell Veterans Nursing Home is a 220 bed intermediate and skilled nursing facility for veterans which opened in 1990. Construction of the facility was jointly funded by the U.S. Department of Veterans Affairs and the State of South Carolina. The Home, which is owned by the State of South Carolina, is a single story building containing five nursing units of 44 beds each, with ancillary, support and mechanical space. The area of the building is approximately 110,000 square feet. The facility is currently licensed by the S.C. Department of Health and Environmental Control (SCDHEC) as an intermediate and skilled nursing facility, and all nursing units are currently open and operating. The facility has been managed and operated by private management companies under contract with the State since 1990.

Veterans’ Victory House is a 220 bed intermediate and skilled nursing facility for veterans which opened in 2006. Construction of the facility was jointly funded by the U.S. Department of Veterans Affairs and the State of South Carolina. The House, which is owned by the State of South Carolina, is a single story building containing three nursing units of 56 beds each and a fourth nursing unit of 52 beds designated as a dementia unit, and designed as two independent units each with 26 beds, all with ancillary, support and mechanical space. The area of the building is approximately 126,000 square feet. The facility is currently licensed by the S.C. Department of Health and Environmental Control (SCDHEC) as an intermediate and skilled nursing facility, and all nursing units are currently open and operating. The facility has been managed and operated by a private management company under contract with the State since 2006.

The current management contracts for both facilities expire November 30, 2015. The purpose of this Request for Proposal is to solicit proposals for a new management contract to begin December 1, 2015. The objectives of the contract are:

1.1 To deliver high quality nursing home care that meets or exceeds licensure and certification standards required by SCDHEC, Medicare and Medicaid certification requirements and Veterans Affairs standards.

1.2 To operate the facility programs in a manner that respects the residents' rights and dignity, with emphasis on assisting the residents to achieve their highest level of functioning.

1.3 To operate the facility in a cost effective manner with full reporting and accountability to SCDMH in coordination with the South Carolina Division of Veterans Affairs (SCDVA).

1.4 To maintain an open and collaborative relationship with the administration and staff of SCDMH and the SCDVA.

1.5 To maintain complete and accurate records of care and to collect and analyze health statistics on a regular basis as required.

MAXIMUM CONTRACT PERIOD - ESTIMATED (MODIFIED)

Start date: 12/01/2015End date: 11/30/2020. Dates provided are estimates only. Any resulting contract will begin on the date specified in the notice of award. See clause entitled "Term of Contract - Effective Date/Initial Contract Period". Each resulting contract will be for one year with four one year options for a potential maximum term of five years.
