National Operational Training Framework project board member and temporary chair of Training Managers Forum

Notes of interest are invited from strategic managers from across the United Kingdom Fire & Rescue Services who wish to be considered to join the board as of Senior User to the NationalOperational Training Framework representing UK Fire & Rescue Services. This role would also temporarily take the Chair of the National Operational Guidance Programme (NOG)TrainingManagers Forum (TMF).

This is an interesting and exciting appointment, providing an opportunity to driveforward implementationand innovation within training.The TMF is an integral part of the scrutiny arrangements employed by NOGP, providing the platform for fire and rescue service training managers to voice their views and share feedback on their experiences of NOG products and therefore assertive and knowledgeable leadership is required.

This position is fully supported by a team of seconded officers and support staff within the NOG central team based in London.

Background to the NOTF and TMF

The National Operational Training Framework project aims to support the implementation of NOG through training. The framework maps training specifications against the guidance, and provides links to the National Occupational Standards providing a clear, comprehensive framework. It brings consistency to the training sector, supporting collaboration.

The project board meets monthly or bi-monthly and is chaired by Paul Flaherty, Kent FRS. Other FRSs are represented at the board along with key stakeholders from the sector.

NOGTrainingManagers Forumwas established following the Training Managers Seminar in November last yearto engageon the work of the National Operational Training Framework. Its purpose is to consult specifically on the training specifications but also providing advice and feedback regarding the broader activities such as alignment with other arrangements and sharing best practice on implementation and innovation.

National TMF meetings of the regional representatives take place approximatelyquarterly following product consultations. A seminar for all FRS representatives is being held on the 22nd and 23rd November 2017 repeating the same event last year that initiated the formation of the forum. The TMF chair is required to attend the OGG held in London on a quarterly basis.

Attendance at meetings and the review of products and other papers usually equates to a workload of approximately 1 day per month.

The Senior User should be:

  • familiar with National Operational Guidance and the aims of the programme
  • aware of the National Operational Training Framework and its purpose and other training arrangements
  • able to represent FRS interests in relation to the products of the project
  • knowledgeable of NFCC Operational structures
  • able to chair meetings with different services representing different priorities, implementation schedules and expectations
  • able to network and support communications across fire and rescue services within the training sector and between NOG andNFCCto assist implementation
  • understanding of the challenges for implementation in different services, with different risk profiles, levels of resource and capacity
  • able to represent the views of individual services and regions at the Operational Guidance Group
