BHEL invitesquotations from the authorized distributors / dealers of M/s J. KPaper Ltd. /M/s Century Pulp & Paper / M/s A.P Paper Mills Ltd. for supplying photocopierpaper conforming to IS-14490:1997 in sealed cover for the supply of under mentioned Photocopier Paper on rate contract basis for a period of one year.

Please submit your offer for the above requirement, subject to our terms and conditions Annexure-A. Your offer should reach us on or before 17/08/2011 by 2.00 PM at the address given below. The tender documents may also be downloaded from BHEL website
The rates for supplying the photocopier paper may be quoted in the 'Price Bid Format' (Annexure-'B'). The rates quoted in any other format will not be accepted. In case of any cutting / overwriting in the rates quoted, should be countersigned by the authorized signatory.

Instructions to the bidders
BID SUBMISSION
Bids shall be submitted latest by 2 P.M. on or before the due date, in two parts as follows:
PART-I : TECHNO-COMMERCIAL BID – TERMS & CONDITIONS This part shall contain the following and shall be submitted in a sealed cover with bidder’s seal superscribed with correct enquiry no., due date of opening and “Part-I : Techno-commercial Bid – Terms & Conditions”:
- Techno-Commercial - Terms & Conditions (Annexure-A)
- Deviation letter as per Annexure-C
- Declaration (Annexure-“D”)
The bidder(s) shouldbe anAuthorizedDealer / Distributorof M/s J. KPaper Ltd. /M/s Century Pulp & Paper / M/s A.P Paper Mills Ltd. A documentary evidence in this regard should be submitted in the Part-I Bid.
PART-2: PRICE BID (Annexure-B)
This part shall contain Prices only and should not contain Terms & Conditions. Any Terms & Conditions, if found in this part shall be ignored as the same are supposed to be contained in Part-I only as indicated above.
This part shall be submitted in a Sealed Cover with bidder’s Seal superscribed with correct Enquiry No., due date of openingand ‘Part-2: PRICE BID’. Rates shall be quoted both in words and figures.
Bid Opening
Part-I (Techno-Commercial Bids) will be opened at 3.00 PM on the due date in the presence of bidders who may like to be present. The Price Bids of techno-commercial (Part-I) qualified bidders will only be opened. Date and time of opening of Part-II (Price Bids) shall be communicated separately.
Evaluation Criteria: Order shall be placed on the Overall L-1 rate including Tax
The award of rate contract shall be made on the basis of lowest per ream rates quoted by the authorized bidders for any of the following brands of photocopy papers: Andhra Millennium or JK Copier or Century.

Annexure-A
PART-I: TECHNO-COMMERCIAL : TERMS & CONDITIONS:
1.Enquiry no. & due date must be legibly super-scribed on the envelope.
2.Tenders shall be received upto 2.00 PM and will be opened at 3.00 PM on the same day i.e. due date, in the presence of bidders or their authorized representatives whomsoever may like to be present.
3.The biddershouldbe anAuthorizedDealer / DistributorM/s J.KPaper Ltd. /M/s Century Pulp & Paper / M/s A.P Paper Mills Ltd. for supplying photocopypaper conforming to IS-14490:1997.
4.Delayed tenders are liable to be rejected.
5.Tenders shall be strictly in accordance with the tender specifications.
6.The rate contract will be awarded to the overall lowest bidder irrespective of any brands mentioned below:
i)Andhra Millennium
ii)JK Copier
iii)Century.
7.Offer shall remain valid for the contract period of one year or till the extended period of contract with the mutual consent.
8.The papers shall be procured on monthly / quarterly basis or as per our requirement. The total quantity may increase or decrease by + 20% as per our requirement.
9.The successful bidder shall supply standard quality of paper as per the specification mentioned in the tender (i.e. IS-14490:1997). Paper supplied if found of inferior quality or defective, the supply will be rejected by this office and will be replaced free of cost by the supplier. No payment will be made against rejected / defective supply.
10.The basic rate of the papers will be firm for the entire contract period and no request will be entertained for any increase in rates whatsoever may be the reason. However, the VAT / Taxes etc. will be applicable as per the govt. notifications from time to time.
11.100% payment will be made within two weeks time against supplied items and submission of bill to the BHEL.
12.The supply shall be made within 10 days time of placing P.O. In case of supply is delayed beyond the agreed period; BHEL reserves the right to levy LD @ ½% per week of delay subject to maximum of 10% of ordered value.
13.The paper shall be supplied FOR at our stores at BHEL House, Siri Fort, New Delhi - 110049. No cartage shall be paid by us. POs shall be placed by us as and when requirement shall arise.
13.BHEL reserves the right to cancel the tender / reject the offer(s) at its own discretion.
