Role Overview:
The Commercialisation Accounting Manager will primarily be responsible for managing the development and implementation of a commercialisation financial framework, consistent with the CSIRO 2020 Strategy. The role will also manage the provision of all taxation services and advice to CSIRO Business Units and Staff, including a contracted provider for expert tax advice on commercialisation and globalisation impacts. This role will have an external focus with emphasis on providing Finance Staff located within the Business Unit Finance Teams with advice and direction. The role will also focus on the internal impacts of Commercialisation transactions into the Financial Statements.
The role reports to the Executive Manager, Corporate Finance.
Duties and Key Result Areas:
  • Lead the centralised financial analysis in support of the in-business commercialisation teams.
  • Provide leadership and manage staff including developing, coaching and mentoring staff and building commitment within the team to shared goals. Provide constructive feedback to staff on performance, and manage recruitment and staffing processes.
  • Develop and implement commercialisation accounting policies and procedures, and communicate these through the in-business network. Develop, review and provide advice on other internal policies and procedures that relate to commercialisation.
  • Develop and maintain a value pricing model for use within the in-business network to assess commercialisation investments.
  • Prepare or review preparation of complex advice relating to commercialisation investments, business requirements and operational impacts of change. Prepare and review business requirements (including accounting and process).
  • Review and provide advice on the impact to CSIRO’s annual financial performance and balance sheet of commercialisation investments.
  • Ensure the appropriate accounting treatment of each investment in accordance with accounting standards.
  • Build, maintain and manage key client and stakeholder relationships, including in-business finance staff and business areas.
  • Manage the relationship with the ON program for the Finance Group to develop links to forecast commercialisation activity and organisational strategies.
  • Manage the service provider contract for the provision of expert taxation advice to CSIRO on all aspects of the business including commercialisation and globalisation.
  • Manage the provision of taxation service to CSIRO, including the management of GST GL accounts and review transactions for compliance.
  • Review, lodge and manage the preparation of the monthly BAS and annual PAYG withholding reports to the ATO, and the annual CSIRO FBT return.
  • Manage the lodgement of the US Tax Exemption Form 990 (Return of Organisation Exempt from Income Tax).
  • Develop, implement and maintain practical tax accounting policies and procedures for CSIRO.
  • Prepare and review Board and ET papers on CSIRO’s investment portfolio. Prepare and review relevant risk assessments in relation to commercialisation.
  • Liaise with the Budgeting team in Corporate Finance to develop a long term CSIRO commercialisation budgeting model, and ensure internal budgets accurately reflect proposed commercialisation investment.
  • Assist the Financial Accounting and Budgeting teams with the consolidation of CSIRO’s investment portfolio into the annual financial statements and external budget submissions.
  • Provide training, advice and information in response to queries from the in-business finance team.
  • Work collaboratively with colleagues within your team, the business unit and across CSIRO, to reach objectives.

Selection Criteria:

Pre-Requisites:
1.Education/Qualifications:A tertiary qualification in accounting or finance or relevant work experience in a financial environment and full membership of CPA Australia/CA or equivalent.
2.*Security Clearance: Must be an Australian Citizens and be willing and able to meet Negative Vetting Level 1 Security requirements.
3.Knowledge: A detailed understanding of the Australian taxation system including income tax, FBT and GST, ideally gained in public practice.
4.Knowledge:A detailed understanding of overseas taxation concepts including withholding tax, foreign income tax, transfer pricing and VAT.
Essential Criteria:
  1. Greater than 10 years’ experience in financial and/or management accounting and budgeting.
  2. Demonstrated ability to build strong relationships with stakeholders to achieve a high level of trust and respect to influence strategic financial and operational management outcomes.
  3. Demonstrated ability to collaborate with other teams, internal and external stakeholders to build a future vision and roadmap to deliver organisational objectives.
  4. Demonstrated ability to anticipate and manage complex or ill-defined problems in an often ambiguous environment through to effective resolution.
  5. Demonstrated flexibility in thinking, ability to adapt to and manage organisational change by adjusting strategies, goals and priorities.
  6. Demonstrated ability to build and lead a high performing team, which also includes fostering an environment that encourages new ideas, knowledge transfer, and provides coaching and support for the development of emerging skills.
  7. Proven ability to assess the risk and opportunity of identified strategies, options and actions. Includes consideration of value-added future impact on outcomes.
