In A.P. State Jr./Degree colleges have 1200 NSS units which are supervised by Junior Lecturers/Lecturers who are appointed as District programme officers/Programme officers. He/She will be conducting NSS programmes as per the guidelines of the Govt. of India and the State Govt. He/She will be given Orientation & Training programme in the areas which are helpful to carryout continuity for effective implementation of NSS programmes.

2. The appointment of District programme officers/Programme Officers is for a period of 3 years and extendable by one more year on the basis of his/her performance assessed by the Principal of the college and the Programme Coordintor (NSS) of the respective University. The trained Programme Officers will be sent for Refresher course after completion of one year service as programme officer. The expenditure for the training programme is borne by the Govt. of India.

3. The programme officers in the Jr/Degree colleges conduct the NSS programmes in the institutions and in adopted villages and coordinate with the college administration and also District administration in the implementation of progrmmes like Janmabhoomi programme and Clean & Green programme.

4. The senior most programme officer in each district in the State was appointed as Dist. Programme Officer and was trained to carryout NSS activities effectively. He/She is coordinating all NSS units in the districts and working for the development of programmes. He/She is helping in the timely submission of reports to the Programme Coordinator (NSS) of the University concerned apart from coordinating with Dist. Administration to orgranise Janmabhoomi programme/Clean and Green programme and other welfare programmes.

5. Therefore to carryout Janmabhoomi programme/Clean & Green programme and NSS programmes as per Action Plan in the institution, adopted villages and to promote discipline among the students community in the institutions, the Dist. Programme officer/Trained programme officers, may not be transferred for 3 years of service as Dist. Programme officer or programme officer from the date of their training.

The Commissioner of Collegiate Edn, and Commissioner and Director of Intermediate Edn. Are therefore requested to follow the above instructions scrupulously in future.
