TITLE: SAR Logistics Co-ordinator – (Shore based)TEAM/PROGRAMME:

CHILD SAFEGUARDING:
Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.
INTRODUCTION
Migrants have been crossing the sea, Aegean or Mediterranean for many years, however in recent years the flow has become a flood, with migrants from sub-Saharan Africa, Pakistan and Afghanistan supplemented by people escaping the Syrian conflict. Mass migration is feature of global movement that is likely to continue for years to come. This includes both legal and illegal migration, with destination countries being the richer ones; including Europe. Migrants/asylum seekers will come mainly from countries with large agricultural sectors and/or from fragile and conflict affected states, including sub-Saharan Africa, Afghanistan, Pakistan and the Middle East.
This year, 211,385 people have attempted to cross the sea into Europe, which has resulted in 2,856 known deaths. The IOM estimates that there are currently 234 669 migrants waiting in Libya to make the crossing with more people arriving by the week, including many more Syrians following the closure of the Turkey to Greece route. By contrast, 1,015,078 arrived by sea in 2015 (UNHCR). The data also shows an increasing trend of unaccompanied and separated children making the crossing from North Africa to Southern Europe.
In response to the European Refugee Crisis, and in particular the significant increase of children and their families, undertaking dangerous journeys across the Aegean and Mediterranean, Save the Children has carried out a needs assessment to ascertain the opportunity for engaging in maritime search and rescue programming, with a particular focus on emergency health, child protection and child safeguarding
This position is critical for the SAR operation, as it will provide leadership to the onshore team in Sicily supporting the SAR vessel. It will liaise closely with the SAR vessel team to ensure an appropriate and reliable supply chain, whilst also ensuring a smooth disembarkation process.
ROLE PURPOSE:
This role will provide logistics support to the Search and Rescue (SAR) operation in the Mediterranean sea through direct support working at country level to ensure the SAR operation is supported to carry out its function and the team benefit from an appropriate level of logistics support.
Key areas of support required is three-fold:
i) Ensure procurement activities and reporting are carried out in compliance with SCI Global logistics standards;
ii) Ensuring supply chain requirements as requested by the vessel are met
iii) Uphold the SOPs as they relate to on-shore supply chain activities
This position will be based in Sicily and will require travel to the different ports of disembarkation.
SCOPE OF ROLE:
Reports to: Field Liaison Manager, Search and Rescue, Mediterranean response
Number of direct reports: 1 – Logistics Officer
KEY AREAS OF ACCOUNTABILITY:
· Lead the logistics and supply chain implementation for the SAR programme, including:
o Driving procurement specifics and prioritisation with the Team Lead and Field Liaison Manager
o Local procurement in Italy
o Day to day co-ordination with the warehouse provider. Flexible and forward-thought plan to transfer supplies to the ship at various docking ports in line with agreed SOPs
o Supervise and carry out pharmaceutical procurement in line with the existing pharmaceutical supplier database and specifications
· Input regularly to budget revisions and donor proposals (where applicable)
· With support of the logs backstop, ensure adherence to procurement and supply chain compliance with policies and procedures
· Carry out ongoing monitoring and evaluation of supply chain delivery, and adapt the processes as necessary & possible to appropriate changes in the operations
· Ensure adherence to the disembarkation procedures, including clear reporting and communication lines with the port authorities and agent.
· Ensure SAR adheres to national/ governmental authorities procedures regarding the importation and exportation of goods, including medical drugs
· Co-ordinate with SCI internal and external stakeholders (SCI International Procurement Unit, SC Italy logs, SAR logs and pharma backstops) to ensure co-ordinated planning to maximise quality of logistics and supply chain delivery
· Ensure the consideration and engagement of Save the Children’s Child Safeguarding policy across all activities.

QUALIFICATIONS AND EXPERIENCE
Essential
· Substantial experience of logistics management in challenging humanitarian environments covering:
o Supply chain management in complex environments including procurement, warehouse and stock management.
o Experience in complex distribution and transportation delivery
o Experience of implementation of personal security and evacuation plans.
· Excellent interpersonal and team skills.
· Excellent IT skills.
· Fluency in written and spoken English and Italian
· Commitment to and understanding of Save the Children’s aims, values and principles.
· Strong swimmer
· Be willing to undertake a Sea Survival course.
· Able to work freely within the European Union
Desirable
· Experience in Maritime or SAR operations.
· Experience of Pharmaceutical logistics supply chain
WORKING CONDITIONS
The post holder will be based in Sicily. The post holder may also require to be deployed on the SAR vessel on the Mediterranean sea.
