RTOSResidential Agency Administrator: View all youth assigned to residential agency provider and associated UIRs, assign youth to outcomes managers for evaluation, complete evaluations.If the agency has internal approval enabled, the user is permitted to approve UIRs.

RTOSResidential Data Entry Manageruser: Search for any youth assigned to designated residential agency, and create evaluations for any other member of residential agency’s staff.

RTOS Outcomes Manager: View and enter evaluations (see note 1) for youth in care.

IL Outcomes Access Notes

  1. CANS Certification

CANS Certification is required for all users doing CANS evaluations, and requires your completion of the following steps through the DCFS VTC Training website (

  1. Completed the course CANS Online Training,
  2. Taken and successfully passed the CANS Exam,
  3. Notify Heather Vose o update your CANS certification status in IL Outcomes and SACWIS.
  1. CWS-CANS access

The CWS-CANS application is used by Child Welfare Specialist caseworkers and their assigned youth in careto perform a CANS assessment in conjunction with a youth’s twice-a-year Administrative Case Review.

CWS-CANSiscompletely dependent on CYCIS for your youth case, worker, and supervisor assignments. The forms mentioned below are available from the IL Outcomes Training webpage at Here are the tasks you need to complete to establish your CYCIS settings:

  1. CYCIS case worker setup
  2. If you do not have a CYCIS ID, work with your supervisor or DCFS APT Liaison to request a CYCIS ID using aCYCIS ID form.
  3. CWS Workers: CYCIS case assignments
  4. Work with your supervisor or DCFS APT Liaison to list the cases assigned to you using aCYCIS Case Assignment form.
  5. CWS Supervisors: CYCIS worker/supervisor assignment
  6. To change your supervisor assignment, work with your supervisor or DCFS APT Liaison to make the change using aCYCIS Change of Information form.
  7. Email these forms to one of these email addresses, depending on where you are located:

Once the data on these forms are entered into CYCIS, they will appear on your CWS-CANS homepage within 2 business days.

For residential agency users who:

  • do not have access to the DCFS DNET Intranet site, or
  • will not be logging into the DCFS DNET frequently enough (at least once every 3 months) to keep their DNET ID active:

A special ID can be created which allows access ONLY to the IL Outcomes applications. Please check the “Create IL Outcomes only (non-DNET) ID” checkbox above if this is the case.

Please use the SACWIS Significant Event Reporting system to report youth incidents. Contact the OITS Helpdesk to request access to and training for SACWIS.
