The Brothers of Charity Services Ireland – Clare Regionis a community based, person centred organisation focussing on the needs and abilities of children and adults with intellectual disabilities. The goal of the organisation is to support individuals with intellectual disabilities achieve a full and valued life in their community.

We are currently undergoing a radical transformation in the way in which we support and serve individuals with an intellectual disability in line with best practice internationally.

Our focus going forward is to form a relationship/partnership with each individual and their family, enabling them to design their own service so that they can enjoy a real life in a real place with a healthy balance of supports.

We wish to create opportunities for individuals with an intellectual disability to have valued social roles in their communities and to have the chance to form real friendships.

In order to assist us to achieve the vision we wish to recruit innovative and proactive people who will relish the opportunity to assist in implementing this vision.

1. Tenure of Employment

Permanent Full-Time.

2. Probation

A probationary period of nine months from the date of appointment applies to the post. The employment may be terminated at any time during the probationary period should the employer find that the appointee is unsuitable to continue employment. The probation period may be extended at the Employer’s discretion.

3. Performance Review

During the period of your employment, your work performance will be monitored and assessed and if found to be unsatisfactory, your employment will be terminated, at the absolute discretion of Management.

4. Pension

Membership of a Superannuation Scheme is compulsory for all staff.

The terms of the Service’s Pension Schemes are those prescribed under the terms of the Health Agency Schemes:

  • Entrants prior to 31st December, 2012 are members of the Nominated Health Agency Superannuation Scheme (N.H.A.S.S.).
  • New Entrants after 1st January, 2013, are members of the Single Public Service Pension Scheme.

5. PRSI

The Class A rate of PRSI contribution will apply to all temporary/permanent appointees.

6. Sick Pay Scheme

The terms and conditions of the Sick Pay Scheme will apply.

7. Qualifications/Experience

A relevant third level qualification to a minimum of Degree Level.

Applications will also be considered from candidates holding other qualifications e.g. Nursing (RNID), Teaching, Youth and Community Studies, Psychology, Social Work with a degree level qualification.

Applicants must possess the competencies and skills appropriate to working with persons with an intellectual disability.

The Brothers of Charity Services Ireland – Clare Region reserves the right to determine relevant qualifications/suitability for the post.

8. Hours of Duty

78 hours per fortnight (39 hours per week).

Starting and finishing times will be notified by the Regional Manager.

The appointee must be flexible with regard to hours of duty, which will be determined according to the needs of the Service.

Contracted hours of work are liable to change between the hours of 8am-8pm over seven days to meet the requirements of the Services.

An essential requirement of the position is an on-call commitment and availability to deal with any emergencies, which may arise outside of normal working hours.

9. Annual Leave

26 days per annum (pro-rata basis).

10. Remuneration

Remuneration will be based on the Department of Health Consolidated Salary ScaleAdmin-Grade 6 €44,849 -€55,032per annum commensurate with qualifications and experience.

Accountability and Working Relationships:

Job Title:Day Services Manager

Accountable To:Service Leader (or Designate)

Reports To:Regional Manager (or Designate)

Role Description:

The purpose of this position is to provide efficient and effective management and co-ordination of day (some 7 day a week services including respite and short break options) and evening services within the designated area(s) of responsibility in accordance with the Brothers of Charity Services Ireland – Clare Region policies, procedures and guidelines.

The Day Services Manager will ensure the day to day management of Services in their area(s) reflects the ethos and vision of the Brothers of Charity Services Ireland – Clare Region and will foster and promote this vision in their relationships with Individuals supported by the Service, their families, staff members, and the wider community.

The Day Services Manager will have responsibility for 50 individuals (approx.) who are supported by the Brothers of Charity Services Ireland – Clare Region.

Principal Duties and Responsibilities:

  • Promote the recognition of and respect the rights of individuals with an intellectual disability at all times. Ensure that the vision statement of the Brothers of Charity Services Ireland – Clare Region is promoted and actively implemented.
  • Participate in the planning and development of future service requirements within area(s) of responsibility as requested by the Regional Manager. Prepare and develop new proposals for new service developments in conjunction with the person, their family, Finance, Human Resources, Multi-Disciplinary and your Regional Manager.
  • Participate in the development of the Operational Plan for the region and ensure implementation of this plan in area(s) of responsibility.
  • Develop and manage services by being proactive in learning about new developments and responding to individuals and the needs of families in area(s) of responsibility.
  • Ensure services are planned and delivered in an individualised person centred and inclusive manner with active involvement from individuals supported by the Service and their families.
  • Ensure the Regional Manager is informed on an ongoing basis of relevant issues and concerns through an agreed format.
  • Participate and represent Brothers of Charity Services Ireland – Clare Region on Boards, Working Groups and meetings as requested by the Service Leader (or Designate).
  • Actively participate and contribute to Regional Meetings in a positive and professional manner. Provide an update/report on area(s) of responsibility e.g. staffing, Health and Safety etc..
  • Lead and manage the planning process around individuals in area(s) of responsibility and ensure progression of individuals lives through their individual plans.
  • Ensure individual plans are developed and reviewed for individuals in area(s) of responsibility.

Community Role:

  • Provide advice and education to community leaders and influencers in area(s) of community inclusion and active citizenship.
  • Take a holistic approach working with staff, families, respite, residential and community services to meet goals which take place outside the hours of 9am to 5pm.
  • Participate in local forums for collaboration and shared learning.

New Directions and Quality Assurance:

  • Ensure that Day Service provision in area(s) of responsibility is in line with New Directions Standards or any other relevant standards or legislation and remedy any non-compliant areas in a timely manner to ensure compliance with current legislation and standards.

Human Resources Management:

  • Provide clear expectations of standards required from your team members.
  • Be proactive in the identification of future staffing requirements and provide details of staffing levels, rota’s etc. required to determine budgeting requirements.
  • Participate in the recruitment process and selection of staff including completion of vacancy review forms, shortlisting candidates, interview process and completion of interview selection forms.
  • Ensure all new staff are reviewed within their Probationary Period of nine months and complete the required Probationary Assessment Forms to be returned to HR for review/processing.
  • Ensure Agendas are set and that both parties are prepared for Supervision and Appraisal meetings.
  • Prepare for and attend Supervision and Appraisal Meetings with the Regional Manager.
  • Prepare an Agenda, Chair and provide Minutes of staff meetings in area(s) of responsibility. Attend and participle in local team meetings as required.
  • The Day Services Manager will be responsible for the day to day management of all resources including staffing and will have an overall responsibility for the following in their area(s) of responsibility:
  • Management and Performance of Staff
  • Motivation and Leadership of Staff
  • Implementation of skill mix in line with New Directions
  • Management of probation, appraisal and supervision of staff
  • Ensure that all mandatory training requirements are met for team members
  • Resolution of local staff issues/concerns
  • Management of staff attendance and absenteeism
  • Management of staff resources in line with approved budgets whilst ensuring the individuals supported by the Service have the best possible outcome
  • Ensure that systems and procedures in place to handle unscheduled staff absences are operating smoothly
  • Ensure that serious misconduct issues involving staff are reported promptly to Human Resources and the Regional Manager
  • Support (in liaison with the Human Resources Department) and work in conjunction with Co-Ordinators in the ongoing implementation of policies and procedures on staff recruitment , induction, staff support and the effective operation of the Services Disciplinary, Grievance and Complaints Procedures.

Financial Management:

  • Responsible for managing and monitoring budgets, both pay and non-pay, for area(s) of responsibility and provide information and reports on the above as requested by the Regional Manager.
  • The Day Services Manager will have authority and responsibility for an agreed staff complement and financial resource allocation in line with approved budgets as advised by Finance in conjunction with the Regional Manager.
  • Monitor ongoing expenditure and evaluating how resources are deployed to meet the needs of the individual.
  • Identify sources of funding and grants, which could further develop Services offered.

Individuals Supported by the Brothers of Charity Services Ireland – Clare Region:

  • Ensure team involvement and contribution towards the successful achievement of the organisation’s objectives and plans are reflective of the individual’s needs and preferences.
  • Enable individuals to participate as equal citizens in all aspects of social and economic life to be part of their community.
  • Ensure that effective personal plans demonstrate progression for individuals. Ensure individuals are challenged, encouraged and supported to try new experiences.
  • Ensure that individuals are supported to access self-advocacy or independent advocacy services and are afforded opportunities for involvement in advocacy.
  • Challenge established ideas about disability. Encourage the opportunity for creative expression as a core element of support which best takes place in the community with others.
  • Support individuals to have valued roles to enhance their sense of purpose, dignity and personal worth.
  • Be familiar and comply with the Brothers of Charity Services Ireland – Clare Region’s Admissions, Transfers and Discharges Policy.
  • Be familiar with and comply with all Brothers of Charity Services Ireland – Clare Region’s Policies, Procedures and Guidelines including Trust In Care, Client Protection, Code of Practice for All Persons who Support Adults using the Services of the Brothers of Charity Services Ireland – Clare Region.
  • Ensure that staff within your area(s) of responsibility is aware of all Brothers of Charity Services Ireland – Clare Region Policies, Procedures and Guidelines.
  • Assist in formulating, implementing and evaluating Service plans/programmes in conjunction with the multi-disciplinary team.
  • Support individual’s health and wellbeing by empowering them with good knowledge and skills.
  • Encourage individuals to establish a relationship with their General Practitioner.
  • Develop local links and help educate and advise community health professionals to ensure individuals with severe and profound disabilities achieve truly person centred health assessments.
  • Support individuals to access education, training and work experience as part of their progression from personal support services to training and employment.

Training

  • Ensure all new staff members participate in Local Induction.
  • Be fully informed regarding current developments and best practice for services for individuals with an intellectual disability, attend seminars, training and other courses as necessary and ensure relevant information is shared with staff.
  • Identify and support training needs, to motivate and challenge team members and promote the self-development and career development of team members.
  • Ensure all staff in your area(s) of responsibility attends training as scheduled and as deemed necessary.

Health & Safety Duties and Responsibilities:

  • Implement Brothers of Charity Services Ireland – Clare Region Safety Statement, Risk Procedure and Risk Register and related policies.
  • Be familiar with the Risk Register/Policy and ensure all Risk Assessments are up to date and that relevant drills/audits are carried out as per procedures.
  • Manage risk in a positive way that strengthens individual’s ability to try new experiences.
  • Ensure that staff members report all accidents to the Regional Manager and are aware of the necessity to forward a copy of the report to Human Resources, update on OLIS/AIRs and NIMS (if required).
  • Carry out safety audits and facilitate analysis of accidents and incidents in conjunction with the Regional Manager (or Designate).
  • Analyse the issuing of PRN medication and mis-administration of medication to ensure issues are highlighted and acted upon.
  • Monitor and audit area(s) of responsibility to ensure the quality, safety and protection of individuals supported by the Service.
  • Carry out the role of Complaints Officer (if requested), and undertake the necessary training required.
  • Be conscious of Health & Safety matters in the workplace and, in particular, to comply with employees’ obligations as set out under Section 9 of the Safety, Health and Welfare at Work Act, 2005. Ensure that the procedures set out in the Safety Statement are implemented at all times.
  • To promote safety in all environments for individuals supported by the Services and employees in line with the Brothers of Charity Services Ireland – Clare Region’s Health and Safety Statement.
  • Become familiar with and practise fire drill procedures within places of work (e.g. fire detection, evacuation and firefighting).
  • If deemed essential for your role, you will be expected to undertake Occupational First Aid and Refresher Training.

Working Relationships and Communication:

  • Communicate with Human Resources, Finance, Multi-Disciplinary and other teams as required.
  • Communicate regularly with team members on operating policies and procedures ensuring staff remain fully informed.
  • Maintain strict confidentiality relating to matters regarding personnel and services.

General Duties and Responsibilities:

  • Ensure confidentiality in all matters concerning individuals using our service and staff, including the safe storage of reports and records.
  • It is your duty to report any concerns you have for the safety and welfare of the clients of the Brothers of Charity Services Ireland – Clare Region in line with Children’s First National Guidance for the Protection and Welfare of Children (2011) and Trust in Care (2005). You are also legally obliged to comply with the Criminal Justice (Withholding of Information on Offences Against Children and Vulnerable Persons) Act, 2012.

A proven track record of managing day services which meets the diverse needs of individuals with a disability or Autism.
Experience of complying with the National Standards for New Directions and other relevant quality, regulatory and legislative requirements.
Experience of undertaking the PIC and/or PPIM role would be an advantage.
