Part 2: Explanatory Notes for Completing the Cession of Rights and
Register of Documentation

1. Documentation

Photographic, sound and audiovisual documents should be submitted according to the technical specifications in Forms ICH-01 and ICH-02. Only those materials specified in those forms as “Required for evaluation” will be taken into consideration during the examination and evaluation of the nomination. Supplementary materials (within the maximums set out in those forms) may be submitted, and will be helpful in allowing visibility activities if the element is inscribed, but they will not be considered in the process of examining or evaluating the nomination. In sending materials, please distinguish clearly the required materials from any supplementary materials you may wish to include.

2. Cession of rights and register of documentation

All materials required for evaluation must be accompanied by one or more cessions of rights (Form ICH-07), including a register of the documentation items covered under each cession of rights. Please see the examples below for the kind of description that is required for each item. Supplementary materials should, whenever possible, also be covered by a cession of rights and register of documentation.

3. Whose signature is required on this form?

Submitting States Parties are responsible for providing one or more signed cessions of rights covering all required documentation they submit as part of a nomination file. In many cases, the State is the owner of the rights, and the signature should be that of an authorized official. In other cases, the photographer or videographer might retain ownership of the rights, and it is the responsibility of the State to secure his or her signature. If a State submits materials from several different rights-owners, a separate cession of rights should be prepared for each set of materials.
