NOTE: Every Kansas Career and Technical Education Program will submit a Career Pathway Program of Study Application by 2012 to continue federal and state funding. The current Career and Technical Education Programs (VE-2) will remain approved to receive state funding for one year following pathway availability. Pathways will be added as developed.

DIRECTIONS:

  1. Complete one (1) application for each Career & Technical Education (CTE) Pathway offered within your institution.
  2. Submit an original of each Career Pathway Program of Study Applicationform plus all required documentation to the Kansas State Department of Education. Applications will be accepted from December 1, 2008 to March 15, 2009, for eligible implementation in FY2009-2010. Only one (1) set of attachments per application is required.

Applications will be processed and returned 8 weeks after submission to Kansas State Department of Education.

  2. KSDE may, as it deems necessary, supervise, evaluate, and provide guidance and direction to the LEA in the conduct of activities performed under this application. The LEA remains liable to comply with the terms of the application regardless of monitoring and/or technical support.
  3. LEA shall adhere to the KSDE reporting requirements.
  4. LEA shall retain all records of its financial transactions and accounts relating to the approved Career Pathway Program of Studyof three years or longer, if required by federal regulation, following the most recent auditor termination of the LEA agreement. Such records shall be made available for inspection and audit by authorized representatives of KSDE.

SECTION I: APPLICATION DIRECTIONS

Contact a Technical Education Consultant for technical assistance before starting this application process. Use the information located on The Kansas State Department of Education, Academic and Technical Education website to complete this application, Career Clusters Pathways should directly correlate with the knowledge and skills validated with the KansasCareer Clusters, Labor market demand of the pathway for high-skill, high-wage, or high-demand occupations in new and emerging professions should be greatly considered before applying for the pathway.

Attach the following to the application:

  1. Pathway has an established Advisory Committee that meets requirements and consists of representatives from pathway related business, industry and postsecondary education. Submit the list of advisory committee membership that meets pathway requirements.(See Section III)(Reference Advisory Committee Handbook)
  1. Documentation that the secondary instructional pathway includes specific connections to postsecondary programs that includes, but is not limited to, articulation agreements, concurrent enrollment, and/or advanced placement credit options. Evidence is a copy of the signed agreement between secondary and postsecondary institutions. (Reference Creating Articulation Agreements handbook)
  1. Appropriate competency profile for each course listed as a CTE course that identifies the inclusion of 1) technical skills; 2) integration of academics; 3) career development skills; and 4) student leadership experiences. (Note: Appendix E for a list of state-approved sequence of courses per cluster/pathway.)

Competency Profiles will remain effective until third-party, industry-recognized assessments are available and accepted.

Note: Using state-approved competency profileswill accelerate the approval process.

Experience-based learning is a component of an approved pathway. Examples may include, but are not limited to: On-the-Job Training (OJT),Internships, Supervised Agricultural Experience (SAE), and Summer Supervised Agricultural Experience, In-house Marketing (IHM), In-house Training (IHT), Registered Apprenticeships, and Clinical Rotations. Specify the type in Section V.

  1. Program of Study that identifies the inclusion of 1) academic and career and technical education courses; 2) grades 8/9 through 14; 3) courses that offer seamless articulation between secondary and postsecondary institutions; and 4) experience-based learning opportunities. Examples of experience-based learning opportunities are listed in Section V of this application. (See Appendix C.)

File the following locally: District documentation in state format, as suggested in Appendixes A & B, is kept on file locally and is available for review during a district on-site visit and/or upon request from KSDE.

1. Pathway meets current Kansas Career Clusters Knowledge and Skills:

1.a. A copy of the valid teaching certificate and/or license for each teacher assigned to this approved CIP Code.

1.b. A copy of additional or other certifications (ie. industry-recognized) for each teacher assigned to this approved CIP Code, if applicable.

1.c. Evidence that adequate resource material is available to support the instructional pathway. (Evidence could include list of resources with copyright dates)

1.d. Evidence to show that facilities (shop/laboratory/classroom) size is adequate and comparable to industry standards as recommended by the Kansas Career Clusters pathway.

2. Course outlines for each course in the pathway sequence correlates to the competency profiles, regardless of potential funding status. (Courses listed in Section V of this application).

3. Pathway has established an Advisory Committee that meets requirements and consists of representatives from pathway related business, industry and postsecondary education. Minutes of the last two bi-annual meetings of local advisory committee, including date, roster of attendance, and recommendations. Minutes should reflect the following decisions: 1. Validation and recommendations of knowledge and skills (competencies)

2. Facility and equipment needs, etc.

3. Postsecondary connections for seamless education

DEFINITIONS

ADVANCED PLACEMENT CREDIT: Also called a credit transfer agreement, an advanced placement credit is part of the written articulation agreement that provides a non-duplicative program of study by authorizing college credit for a secondary level course covering the same competencies as the postsecondary course.

APPROVED CAREER AND TECHNICAL EDUCATION PROGRAM: Please refer to the program standards for each career & technical education area:

Articulation agreement: A written commitment that is agreed upon at the state level or approved annually by the lead administrators of a secondary institution and a postsecondary institution, or a sub-baccalaureate degree granting postsecondary institution and a baccalaureate degree granting institution; to a program that is designed to provide students with a non-duplicative sequence of progressive achievement leading to technical skill proficiency, a credential, a certificate or a degree and is linked through credit transfer agreements between the two institutions. Career and Technical Education (CTE): Organized educational activities that offer a sequence of courses that provides individuals with coherent and rigorous content aligned with challenging academic standards and relevant technical knowledge and skills needed to prepare for further education and careers in current or emerging professions, provides technical skill proficiency, an industry-recognized credential, a certificate, or an associate degree, may include prerequisite courses (other than remedial courses) that meet other requirements; and include competency-based applied learning that contributes to the academic knowledge, higher-order reasoning and problem-solving skills, work attitudes, general employability skills, technical skills, occupation-specific skills, and knowledge of all aspects of an industry, including entrepreneurship of an individual. cLUSTER Foundationknowledge and SKILLS:Knowledge and skill statements represent the skills and knowledge, both academic and technical, that all students should achieve for a given career area. They are recognized as academics; communications; problem solving and critical thinking; information technology; systems; technical skills; leadership and teamwork; safety, health and environment; ethics and legal responsibility; and employability and career development.

pATHWAY KNOWLEDGE AND SKILLS: Knowledge and skill statements represent the skills and knowledge, both academic and technical, that all students should achieve for a given career area. They are recognized as academics; communications; problem solving and critical thinking; information technology; systems; technical skills; leadership and teamwork; safety, health and environment; ethics and legal responsibility; and employability and career development.

sequence of courses: A series of 3 or more courses in which technical and academic education are integrated, and which directly relates to, and leads to, both academic and occupational competencies.

course competency: Statement that describes a unit of instruction (or duty area) related to course outcomes. A competency statement contains an active verb (that is observable and measurable) and a noun (instructional area). Specified competencies are identified and validated by business and industry and supported by local advisory committee.

competency profile: A validated listing of units of instruction (or duty area) related to competency statements for each unit. A competency profile is an instrument of accountability, providing detailed information related to course or program instructional content. The profile contains a rating scale (for each competency), student identification and completion information. It includes competency-based applied learning that incorporates Career Cluster Foundation Knowledge and Skills. It is also a record-keeping device used by the instructor and students to chart achievement and skill attainment. Competency profiles may be developed at the course level or program level, depending on the program area. Profiles for concentrators must be kept on file locally for five years.

CTE (career and technical education)course: Those courses that include the career cluster pathway knowledge and skills as recognized by the Kansas Career Clusters. These courses are a part of a sequence of courses that provide learners with rigorous content aligned with challenging academic standards and relevant technical knowledge and skills needed to prepare for further education and careers in current or emerging professions, provides technical skill proficiency, an industry-recognized credential, a certificate, or an associate degree, may include prerequisite courses (other than remedial courses) that meet other requirements. Career and technical education courses typically begin after ninth grade and do not include career exploration courses. Courses such as computer applications I and keyboarding are typically not included in the concentrator sequence because they are required for all students. Academic courses are counted only if they reflect industry skill standards.
