TONKA BAY CITY COUNCIL

REGULAR MEETING

October 23, 2012

1. CALL TO ORDER

The regular semi-monthly meeting of the Tonka Bay City Council was called to order at 7:00 p.m.

2. ROLL CALL

Members present: Mayor LaBelle, Councilmembers Marceau, De La Vega, Anderson and Holscher. Also present were City Administrator Kohlmann and City Attorney Penberthy.

3. APPROVAL OF AGENDA

De La Vega moved to approve the agenda as amended: add Item 9C, Sanctuary Salonspa sign request. Marceau seconded the motion. Ayes 5. Motion carried.

4. CONSENT AGENDA

Marceau moved to approve the consent agenda as presented approving the regular meeting minutes of October 9, 2012 and the Accounts Payable. De La Vega seconded the motion. Ayes 5. Motion carried.

9. NEW BUSINESS

A. De-icing Permit Renewal – Kohlmann reviewed the three de-icing permit requests. He noted requirements for permit approval are attached. He recommended approval of the permit request. De La Vega moved to approve the de-icing permit renewals for the 2012-2013 seasons as submitted. Holscher seconded the motion. Ayes 5. Motion carried.

B. Set Date to Canvass Election Results – Staff is recommending it be done before or after the November 13 meeting. Marceau suggested it be done after the meeting. LaBelle noted a special meeting could be called. Kohlmann noted November 13 would allow staff more time to prepare needed information. De La Vega moved to set the Canvass meeting after the regular meeting on November 13, 2012. Holscher seconded the motion. Ayes 5. Motion carried.

C. Approve Temporary Sign Permit – Sanctuary Salonspa – Kohlmann reviewed a request for a temporary sign permit for Sanctuary Salonspa at Tonka Village Shopping Center. He recommended approval of the request. Marceau moved to approve the temporary sign permit for Sanctuary Salonspa as presented. De La Vega seconded the motion. Ayes 5. Motion carried.

11. REPORTS

A. Administrator – Kohlmann noted the third quarter revenues and expenditures are presented this evening. He noted expenses are well under 75% in most cases. He noted revenues are up. He stated building permit revenues are up considerably.

B. Holscher –Building Inspections, Municipal Buildings and Grounds, LMCC, Southshore Senior/Community Center – Holscher stated she and her husband have planned a lengthy vacation to Florida during the first quarter of 2013. She suggested she could be available on an IPAD, be gone January and March and attend in February. She asked the City Council for their consideration.

C. Anderson - Technology, Fire Lanes and Public Access – no report

D. De La Vega – EFD Board, Parks and Playgrounds, Sanitation and Recycling, LMCD – no report

E. Marceau – Finance, Commercial Marinas, Municipal Docks – no report

F. Attorney's Report – no report

G. LaBelle - Public Works, SLMPD Coordinating Committee, Administration – no report

12. ADJOURNMENT

There being no further business, it was moved by Marceau to adjourn the meeting at 7:15 p.m. De La Vega seconded the motion. Ayes 5. Motion carried.
