We want to thank all of our competitive teams and volunteers for the commitment of time and effort that makes this tournament successful and fun! We appreciate your support.

2015 Rocklin Quarry Classic Tournament Rules

Rosters:

Rosters must be updated correct by end of day Tuesday, August 25th. Rosters may have up to 18 on a roster and Guest Players are limited to 5 per team. Guest Players must be included on the roster, or have appropriate forms allowing them to play, as well as have a US Club or CYSA Player Pass.

Tournament Check In:

Rocklin FC is happy to offer two check in options for the Quarry Classic:

Option #1

Friday, August 28th

A team representative may check in at Margaret Azevedo Park, 1900 Wildcat Blvd., Rocklin, between 4:30 and 7:00 pm.

Option #2

On Line Check In - No later than Tuesday, August 25th, teams may check in on line through GotSoccer.

ONLINE CHECK IN INSTRUCTIONS

  1. Log onto your GotSoccer account and go to the “roster” tab. Select “Rocklin Quarry Classic” from the drop down menu.
  2. You will then see your roster. Please make sure that all players playing in the tournament are on the roster, and all information is complete. Then print the roster by clicking the “roster” tab located next to the Docs tab (see below).
  1. Print the roster. Sign the roster. Scan the signed roster.
  2. Go to the “events” tab, select our event from the list. Then select the “documents” tab on the far right.
  3. Upload your official roster (US Club, CCSL, etc.).
  4. Upload your signed GotSoccer tournament roster.
  5. Once these documents are verified, you will see a green check mark next to them. This may take up to two days depending on when uploaded.
  6. You are all set! Check in with the referee, with your player passes, at least 30 minutes prior to the start of your match.

The Rocklin Quarry Classic is sanctioned by US Club Soccer and CYSA and will accept 2015-16player passes from US Club and CYSA. Teams must provide at check in: Player passes for all players and coaches; US Club Roster or CYSA Golden Rod, including Guest Players; if CYSA member, CYSA Signed Membership Form for each player.

Length of Games (list each age group):

Age Group Preliminary Games Consolation and Championship Games

U-12 50 minutes – for Preliminary Games/ 60 minutes for play off, Consolation and Championship Games

U-13 and U-14 60 minutes – for Preliminary Games/70 minutes for play off, Consolation and Championship Games

U-15 and U-16 60 minutes – for Preliminary Games/ 70 minutes for play off, Consolation and Championship Games

U-17, U-18 and U-19 60 minutes – for Preliminary Games/70 minutes for play off, Consolation and Championship

In preliminary games ties will stand. If a championship or consolation game is tied at the end of regulation play, two 5 minute overtime periods will be played.

If still tied at the completion of the overtime periods, the game will be decided by penalty kicks as per FIFA laws of the game. At the discretion of the

Tournament Committee, overtime periods may be shortened or eliminated if the game has been significantly delayed at the start. The length of any game

may be shortened to shorter but equal halves if the Tournament Committee deems it necessary due to field conditions, weather or darkness

Substitutions:

US Club Rule 211

A team may have no more than 18, or 14 if U9-U11, players eligible for each game. For a Norcal League Match teams must present a US Club roster to the referee at the beginning of each game. For a Norcal State Cup match teams must present the game card with the attached approved Norcal State Cup rosters. Substitutions are at thereferee’s discretion. A substitution can take place for either team at the following times:1) Prior to a kick-off
2) A goal kick
3) A throw-in
4) Or after the referee stops play for an injury or yellow card

Unlimited substitutions are allowed but Norcal Premier Soccer reminds all coaches that it is their responsibility to handle their substitutions in a professional manner so as not to detract from the game.

Ejections:

Any player, coach assistant coach or registered team official who is sent off will automatically be suspended from their next game. The send off report will be

forwarded to the Tournament Director and Tournament Disciplinary Committee. Section 4:08 of the CYSA Bylaws will be used to assess the minimum

mandatory penalties. Additional penalties may be imposed. Send-off reports and member passes, which must retained if the penalty has not been served in

its entirety, will be forwarded to the team’s District Commissioner. Any additional disciplinary action over and above that assessed by the Tournament

Committee will be at the discretion of the member’s District or CYSA disciplinary committees.

Scoring System:

Maximum number of points allowable per game: 10

6 Points for a win:

3 Points for a tie:

1 Bonus points for shutout win

1 Bonus points for 0-0 ties

1 Point per goal (up to 3 goals)

1 Point deducted for red cards

1 Point deducted for excessive goal differential

(deducted when winning team scores more than six goals than their opponent in any one match – 1 pt for each goal over)

Forfeited games will be scored as 1 to 0 (8 points) in favor of the team that did not forfeit. In the case a team withdrawing at the last minute or not showing,

all preliminary games for that team will be scored as a forfeit.

Tie Breaking Procedure:

In case of a tie in tournament points following the completion of preliminary games, the advancing team will be determined based on the following criteria in

the order specified:

Head to Head competition – team that won the head to head competition between the teams that are tied will advance (should there be a tie in tournament

points between three or more teams, the tie-breaking procedure begins with #B below.)

When and if only two teams remain tied at any point while using this procedure, the order of tie breaking will recommence at #A above

Team with the fewest losses advances

Team with the highest goal differential advances (goals scored by a team minus goals allowed by a team, not to exceed a differential of 4 goals in any one

match)

Team with fewest goals allowed advances

Team with most goals scored advances (not to exceed 4 goals counted for any one match)

Team with fewest send-offs advances

Kicks from the penalty spot as per FIFA rules. The team with the most successful kicks advances

ALL GAME RESULTS WILL BE CONSIDERED FINAL AND NO PROTEST OF THEIR OUTCOME IS ALLOWED

Game Balls:

All games balls are being provided by Adidas and Rocklin FC and will be brought to each game by the referees.

Awards:

Type of Awards: Team trophies, medals and t-shirts

Awards will be given in these categories 1st 2nd and 3rd (if more than 4 teams in the bracket)

Participation pins will be given to all players and 2 coaches

Start Times and Forfeitures:

Teams must be at the field at least 30 minutes prior to the scheduled start time of their game in order to be checked in by referees or appointed tournament officials.

Games will be started within 5 minutes of the designated start time. If a team has not taken the field with a minimum of seven (7) players within the 5 minute

grace period, the game will be forfeited to the team that has taken the field with at least seven (7) players. If neither team takes the field within the 5 minute

grace period, no points will be awarded to either team and the game will be declared a double forfeit.

The referee and/or Tournament Committee may terminate a game and award a forfeit if a team leaves the field during the game without the approval of the

referee, the referee abandons a match due to excessive violent conduct and/or misconduct by the players, coaches or fans, or a team is deemed to be in

gross violation of US Youth Soccer, CYSA, or rules of this tournament.

Home Team:

The team listed first on the game schedule is the home team. Conflicts in jersey color will be resolved by the home team being required to change jerseys.

The referee will determine if there is a conflict in jersey colors or keeper jersey colors. Teams will sit opposite of the spectators. Home teams will provide

three game balls, unless provided by the tournament.

Sportsmanship and Conduct:

Good sportsmanship is expected of all teams, officials and fans. Coaches are responsible for the conduct of their players, staff, parents and affiliated

spectators.

Cautions and Ejections:

Any player receiving two yellow cards in a single game will be shown the red card and sent off and may not be replaced. Any player or coach that receives a red card in a game will receive at least a one game suspension (the next game). The Tournament Director may apply a greater suspension.

Any coach or team official that is ejected (red card) from a game must immediately leave the game site so as not to be within site nor sound of the field. In the event the coach or team official refuses to leave, the referee shall suspend the game and declare a forfeit by the offending team. Players who are ejected from a match may remain on the team sideline.

Player Equipment:

No equipment shall be worn that is dangerous to another player. Shin guards, covered by socks, are mandatory. No jewelry of any kind is permitted; earrings, nose rings, body rings, bracelets, necklaces. Taping of jewelry is not permitted. Medical bracelets are permitted but must be taped.

Injuries and Medical Assistance:

Any injuries must be reported to a tournament official so that an accident report form can be completed. A tournament official will call 911 for an injury at the

coach’s or parent’s request.

Tournament Cancellation:

If the tournament must be cancelled due to inclement weather, acts of civil disobedience, war, destruction of facilities or other circumstances deemed by the

CYSA State Tournament Committee to be beyond the control of the hosting league, the tournament may retain up to 30% of the entry fee once the

tournament’s expenses are verified and approved by the CYSA Tournament Committee Chairman. Refunds of no less than 70% of the team’s entry fee will

be postmarked and mailed to the teams within 45 days of the approved tournament date.

Shortened/Abandoned Games:

Referees are the sole arbiter of the game clock, and their decisions regarding game length are final, and may not be appealed. If games are shortened or abandoned for any reason, the Tournament Committee reserves the right to determine how the game result shall be determined. Decisions by the Tournament Committee in determining the official game result are final, and may not be appealed.

Prohibitions:

Possession or consumption of alcoholic beverages or controlled substances is expressly prohibited at any of the sport fields or complexes. Any team

(including players, coaches, parents and affiliated spectators) found violating these rules will automatically forfeit all games played, face possible expulsion

from the tournament and will not be invited to any future tournaments hosted by this league.

Dogs are prohibited at the following locations during this tournament; Rocklin High School, Whitney High School, Granite Oaks Middle School and Ruhkala Elementary

Use of tobacco products is prohibited at this tournament. Use of tobacco products on the grounds of any public school facility is a violation of California State

Law.

Referees will be instructed to abandon a game if, after being asked to do so, any person affiliated with the team refuses to remove a dog from the area of the

soccer field, or if after being asked to do so, any person affiliated with the team refuses to cease the use of tobacco products in the area of the soccer field.

All Portable Shelters (EZ ups, tents, etc.) must be secured with either stakes or sandbags.

Tournament Committee:

The tournament committee shall consist of the Tournament Director and any other pre-designated Tournament Officials.

THE TOURNAMENT COMMITTEE RESERVES THE RIGHT TO ESTABLISH POLICY AS DEEMED NECESSARY IN REGARD TO PROBLEMS ANDCIRCUMSTANCES THAT ARE NOT SPECIFICALLY COVERED. THE DECISIONS OF THE TOURNAMENT COMMITTEE ARE NOT SUBJECT TOAPPEAL.
