The creation of a culture of energy efficiency
Decoupling of economic growth and growth in energy consumption
Contributing to energy security
Contributing to green house gas reductions
Target Sector (transport, building, manufacturing, other)
All energy sources in the main sectors of energy consumption:
- industry
- mining
- residential
- building
- public sector
- transport
Participating Parties (national/state/local, government/industry, research/education, other)
The Program has a private-public Committee, which includes the main ministries, industry associations and civil society organisations
It has a state level expression in form of Private-Public Round Tables (implemented so far in 6 of the 15 Regions)
Source of Financing
The Program has had a public sector budget of:
2006: US$ 1million
2007: US$ 3 million
2008: US$ 13 million
There are also related public sector funds for specific instruments to promote energy efficiency, such as co-financing of energy audits, street lighting funds, educational funds.
Additionally, the Program receives private sector support as well as international cooperation. This latter has consisted in cooperation by:

Challenges and Lessons Learnt
Main challenge is to create an energy efficiency market quickly, for which capacity building and quality assurance is urgent in different areas and at all levels.
Achieving rapid impact and the calculation of impact (measurement) are additional key challenges.
Technological evaluations (offer) are essential and the demonstration of potential savings with theses technologies very useful. The creation of a program in this regard is a challenge that is currently being confronted in the Program.
