Appendix A: Definitions

§  Certifications - Programs certifying technicians must adhere to the standards outlined in 40 CFR 82 Subpart F Appendix D (included in Appendix B to this guideline). Any person working with or providing maintenance on equipment containing Class I or Class II refrigerants must be certified if that activity has a potential to release the refrigerant into the environment. This does not include electrical work or routine tightening of nuts and bolts, but does include anything involving the refrigeration lines and the connection of hoses or gauges for the purpose of adding or removing refrigerant. Any piece of equipment used to capture, destroy, or recycle refrigerants must be certified under 40 CFR Section 82.158 and registered under 40 CFR Section 82.162; both included in Appendix B.

§  Commercial Refrigeration Equipment - refrigeration appliances utilized in the retail food and cold storage warehouse sectors. Retail food includes the refrigeration equipment found in supermarkets, convenience stores, restaurants and other food service establishments. Cold storage includes the equipment used to store meat, produce, dairy products, and other perishable goods. All of the equipment contains large refrigerant charges, typically over 75 pounds.

§  Essential Use – A certification that chemicals will not be resold or distributed, usually applicable to laboratories. The ODS must be used in a research practice, with their intended use documented in advance. Certificates must be supplied by laboratories to suppliers of ODS proving such use.

§  Industrial Process Equipment – complex customized appliances used in the chemical, pharmaceutical, petrochemical and manufacturing industries. These appliances are directly linked to the industrial process. This sector also includes industrial ice machines, appliances used directly in the generation of electricity, and ice rinks. Where one appliance is used for both industrial process refrigeration and other applications, it will be considered industrial process refrigeration equipment if 50 percent or more of its operating capacity is used for industrial process refrigeration.

§  Mothballing - intentional shutting down of a refrigeration appliance undertaken for an extended period of time by the owners or operators of that facility, where the refrigerant has been evacuated from the appliance or the affected isolated section of the appliance, at least to atmospheric pressure.
