2016 CBAA – 1st/2nd GRADE BOYS BASKETBALL RULES

Coaches, players, parents, and fans are encouraged to be supportive of all players. All referees are volunteers. Respect must be shown by players, coaches and fans to opponents and all CBAA Officials. The overriding consideration for any interpretation of these rules should be the players’ enjoyment of the sport. No rule dispute should be based on competitive concerns. If we run into trouble in this regard, we will stop keeping score at the games.

Regular PIAA basketball rules apply except to the extent modified by any rule listed below.

Game Management:

Coaches are encouraged to manage the game to avoid one sided, high scoring games. This can be accomplished in many ways, some examples are: high scoring players focus on making passes to other players, requiring multiple passes before shooting, requiring your defense to play inside the paint, switching tall players to guard and shorter players to forward, etc. Should the game be lopsided, the scoreboard operator shall not post more than a 10 point lead on the scoreboard.

Playing Time:

Substitutions will be made at the 3:30 mark of each quarter. Follow the player rotation details on the score sheet (listed below). All time to be shared among players and is based on half quarters. If you have the following number of players at the game for your team:

10 – All 10 play four half quarters
9 – 5 play four half quarters, 4 play five half quarters
8 – All 8 play five half quarters
7 – 2 play five half quarters, 5 play 6 half quarters
6 – 2 play six half quarters, 4 play 7 half quarters
5 – All five play8 half quarters

·  Each player in attendance must play in each quarter.

·  Coaches are responsible to hold each other accountable to the rotation rules. Please do so in a quiet huddle with both coaches and both referees during a stoppage in play. Please do not make a scene or single out a particular player. It is HIGHLY encouraged that the rotation be set prior to the start of the game.

·  Teams may play with 4 players, if they do not have 5 (or if one team has pinnies, a team with more than 5players may loan players to its opponent with less than 5 players)

Game Clock:

·  Four 7 min Quarters with a stopped clock.

·  If game starts late (after 10 min past hour) first half is a running clock.

·  Halftime 3 minutes

·  One 3-minute overtime will be played in case of a tie. If the overtime period ends tied; the game ends in a tie.

·  There are 2 time-outs per half (45 seconds each) with no carryover. ONE timeout will be permitted in OT.

Defense

·  No defense past the designated defense line (at Buckingham – this line is the white line at the top of the key and goes from sideline to sideline – defense may be played all the way to the sidelines below the defense line). Also, no shooting from beyond the designated defense line (except with 5 seconds or less left on the clock at the end of a quarter – if such a shot is made, it will be counted as 2 points, no 3 pointers).

·  For the first 5 games of the season, the teams will play only 2/3 Zone defense for the entire game. Players can move in the zone within a reasonable area while on defense, but not from top to bottom or visa/versa.

·  For the final 5 games of the season, the teams will play 2/3 Zone defense in the 1st half and Man to Man defense in the 2nd half. This rule is not to be negotiated or modified even if agreed to by the coaches at a game. Unless it is obvious that skill/athleticism dictates otherwise, players should be matched up according to size when playing Man to Man. It is up to the referees’ discretion to change the defensive matchups if necessary.

·  There will be no double teams or traps allowed, although the teaching of help defense is encouraged. Help defense is defined as one player moving to defend another player who has beaten their original defender off the dribble or is open because of a screen/pick. The call is at the discretion of the referee, not the opposing coach. The referee will call the play to a stop, notify the offending player of the rule, award the ball to the offense, and continue play out of bounds. The Overtime Period will be played Man to Man.

·  No pressing and no fast breaks are allowed regardless of defense being played at any time in a game. The offense may not rush the ball up the court.

Violations:

·  All violations will be called. Officials will instruct players on violations and return the ball to the offending team above the defense line during the first three weeks of the season. After January 18, the ball will be turned over.

·  No backcourt violations will be called.

·  Three seconds in the lane will be called if the violation is repeated after a warning and if the player in the lane is gaining an advantage by being there (e.g., if a player is in the lane but not a threat to score, the referee need not call three seconds). However, the rule should be taught so that players recognize the need to move in and out of the lane while on offense.

·  Foul shots: Players may shoot foul shots from a distance the referee considers to be fair. The other players may enter the lane when the ball leaves the shooters hand. Because most kids will be shooting from inside the foul line, the foul shooter may not be the first player to touch the ball after a missed foul shot. (Instruct the foul shooter to concentrate on form and shooting and not chasing the rebound).

·  Ten second violation will be called if no movement to the basket occurs. I.e., no stalling. Keeping the ball above the defense line as an intentional stalling tactic will not be permitted. If the referee warns a team of stalling, further attempts to stall will result in a turnover.

Other:

·  A jump ball starts each game and OT periods. Any held ball will result in alternate possession kept by the officials.

·  No jewelry or taping of jewelry is permitted, including earrings (please warn players to wait until after the season to get their ears pierced as exceptions will not be allowed).

·  28.5 Intermediate or women’s ball will be used.

·  Head coaches are responsible for assistants, players and parents. CBAA has a zero tolerance policy. Coaches, players and parents will not be allowed to speak back to or harass opposing players, coaches and referees. There can be a maximum of one head coach and two assistant coaches on the bench during a game. No other adults should be on the bench during a game.

·  NO ONE but the coach is allowed to bring a basketball into the gym on game day. There should only be 3 basketballs in the gym on game days, the game ball and one team ball brought by each coach. The team ball shall remain behind the coach on the bench during the game. Siblings, fans, etc. should not be shooting or on the court at any time on game day, including halftime, time-outs, etc.

·  Officials may demand a substitution for any reason (injury, safety, etc.), if deemed necessary in their opinion.

·  Any coach that is ejected will serve a one game suspension. If a coach is ejected in a second game the suspension will last the rest of the season.
