MINUTES OF THE MEETING OF HOLLESLEY PARISH COUNCIL HELD ON

THURSDAY 9 JUNE 2011 AT 7.00 PM IN THE VILLAGE HALL, HOLLESLEY

The meeting started with a short talk, and questions on the Alde & Ore Futures project by Bill Parker, Alde & Ore Futures Project Officer from Suffolk Coastal District Council & Karen Thomas, Coastal Advisor from the Environment Agency. Mr Parker updated councillors on the work undertaken so far, stating that in the area covered by the Alde and Ore Futures project, 20 parishes, 6 – 10,000 people and over 18,000 hectares of land would be affected if flooded. The organisation is made up of five working groups to include businesses, Landowners, communities, the environment body representing recreation and access & artists. Mr Parker informed the meeting that a trial reinforcement of coastal defences was to take place in Orford this year. There is to be an open discussion with the community in the village hall on the 14 July which had been publisied and all were encouraged to attend. Mr Parker and Ms Thomas left the meeting at 7.30pm when the main meeting started.

REPORTS

Police Report

Pc Warne gave a report to the meeting as follows -

During the period from 14/4/11- 09/06/11 there had been only 6 crimes reported to police.
2 X criminal damages- 1 at Suffolk Punch Centre on 30/4/11 and 1 at Gorselands 22/5/11 as a result of the football tournament. 4 x serious assaults were also reported to police that occurred in Warren Hill YOI.
CHARITY BAG COLLECTION THEFTS
Please be aware that gangs of organised criminals are operating locally, stealing charity bags left out for genuine collectors or delivering counterfeit leaflets purporting to be a charity to encourage householders to leave out items. Please try and make sure the charity you leave the items out for actually are genuine, and receive them, as criminals may well be benefiting from your goodwill.
THE PRIORITIES
The last Community Panel Meeting was held on Thursday 11th May 2011, at Orford Town Hall. The three priorities set by the general public were as follows:
Priority 1: Enforcement of parking restrictions in Woodbridge.
Priority 2: Reducing Anti Social Behaviour in Rendlesham.
Priority 3: Reducing Anti social behaviour in Wickham Market.
The next Community Panel Meeting will be held on Wednesday 10th August 2011 at 1900hrs at The Welfare Office, Easton Road, Sutton Heath.
MOBILE POLICE STATION
The mobile police station still attends the village on a monthly basis. The next planned visits are 30/06/2011 and 28/7/11 between 0845hrs and 0945hrs. They will also be in attendance at the fete on 18/06/2011.
SPEED ENFORCEMENT
Now the weather is improving the SNT will once again be carrying out regular speed enforcement days the results of which will be included in future PCM Police reports.
POLICE DIRECT

ITEM 3. TO RECEIVE AND SIGN THE MINUTES OF THE PARISH COUNCIL MEETING HELD ON 12 MAY 2011

The Minutes of the Meeting held on 12 May 2011 were proposed by Councillor Friend as correct, seconded by Councillor Walker and agreed by all present, and signed by the Chairman.

ITEM 4. MATTERS ARISING FROM THE MINUTES OF THE MEETING ON 12 MAY 2011

Item 6 – Cllr Walker stated that he was trying to obtain the travel plan or ascertain if one was carried out during the planning application process for the Suffolk Punch Trust visitor centre.

Item 6 – Cllr Walker stated that the article for Village voices regarding hedge cutting was still to be done.

ITEM 5 CLERK'S REPORT

The Clerk gave her report as follows -

All election papers were completed and handed into the Electoral Roll Officer at Suffolk Coastal District Council.

Accounts were delivered to the Internal Auditor and are in the process of being checked. Thankfully the amount of emails coming through seem to have dropped off again for the time being. A complaint had been received regarding rubbish on the playing field after the recent football tournament, however on inspection and after discussion with Cllr Driver this complaint seemed unfounded, it was a windy day and some rubbish which had been placed in the dustbin had been blown out and into the complainants garden. The Clerk also spoke with the football club to request that for future events they try and use the lidded wheely bins only, however it was stated that these were already full at the time so the dustbin was the only option on the day.

The Clerk had contacted the forestry commission as requested, regarding the fire-break along the road near Sutton Hoo, as they were not sure of any maintained areas at this location this had been passed onto Cllr Shelcott to contact further to clarify this with them. The Clerk reported that the hedging along the allotment path was cut by Eastern Power Networks, finally after a lot of chasing. An offer had been received from R Pendall to tidy up this hedge free of charge, now that it had been cut away from the power lines. Thanks were expressed and Cllr Driver agreed to contact Mr Pendall regarding his offer. As requested the meeting dates had been amended and confirmed with Hollesley Village Hall as OK, all councillors had been given a copy either by email or in paper form. Recorded hours worked last month 47h 50m and this month up to Monday 6 June 23h 35m. Making a total of hours over contracted hours since last extra payment made in March at 33h 35m. Before asking the Council to consider payment of this the Clerk stated that it was her intention to reduce her hours during the summer to reflect work carried out, and to enable her to concentrate on completing the CiLCA qualification in her own time ( as originally agreed) as she had been unable to continue with this due to hours worked during the last few months. The Clerk stated that she would report again in September on actual hours worked and will then request an extra payment at that stage if necessary.

ITEM 6 CORRESPONDENCE RECEIVED

a) Bloor Homes – request for street name suggestions & number of lighting columns required

After discussion it was agreed that Mills Lane could be considered as it wasn't strictly a name, so this would be passed to Bloor Homes. In regard to the lighting scheme, it was agreed to request that the lights be agreed with Suffolk County Council in line with their standards and that they then be adopted and maintained by the Council not the Parish. It was agreed to state that the Parish Council would prefer the entrance light to be sited on the development, NOT in Tower Hill as this would be close to neighbouring properties.

b) B1083/ Hollesley Road Junction at Bromeswell. To discuss support for Boyton PC in their pressure for a roundabout. Cllr Lawrence suggested that the Parish Council correspond with other Parishes regarding this junction to gain a united approach. Cllr Stammers suggested requesting Chevrons and a solid line so there was no overtaking on the approach from Melton, also further signage to highlight the junction as dangerous. The was no support for a roundabout.

Community Led Planning workshops – a reminder that spaces were still available 10/06 or 14/06. This information was passed to Cllr Lawrence.

Suffolk ACRE AGM invitation, no councillors showed an interest in attending.

Digital Switch-over Help Scheme last time request for Volunteers. No interest was expressed to take part in this initiative so the Clerk said no further information would be passed on regarding this.

An application had been received for a new memorial, as this application had been agreed in principal at a previous meeting and no changes were shown this was duly agreed.

c) To discuss request of donation for Hollesley players

An email had been received requesting a donation to Hollesley Players for items needed for purchase. After discussion it was suggested that Hollesley Players be encouraged to apply to the Fete Committee as well for a donation. Cllr Beecroft proposed giving £200 towards the cost of new and replacement purchases for the group and request an update on items purchased. This was seconded by Cllr Stebbens and agreed by all present.

ITEM 8 PLANNING MATTERS

a) Planning Applications received at time of notice

C/11/1093 – Part of Hollesley Bay Garage, The Street. Change of use from car sales & repair facilities to residential use. Demolition of existing repair building & erection of one detached dwelling 1 ½ storey with integral garage & construction of associated vehicular access & ancillary works. The application was available to view at the meeting. After discussion it was agreed that this application was not supported by the Parish Council with the following comments to be sent to Suffolk Coastal District Planning Services – It was felt that the site was not considered infill and should be retained for commercial use. Concern was still expressed in regard to the fuel tanks on site underground, which if planning was granted, these tanks should be removed or filled in.

b) Planning Permission granted by Suffolk Coastal D.C.

C/11/0694 – Part OS 7523, Bushy Lane, Hollesley. Proposed single-storey dwelling ( revised design for plot 2) & change of roof materials for plot 3 (four dwellings & construction of new vehicular access)

ITEM 9 VILLAGE HALL RECREATION GROUND AND OAK HILL PLAYING FIELD

a) Village seating –Bench at village hall playing field update on Snagging

This has now been done.

b) Play equipment for Oak Hill

Cllr Stammers reported that the posts at the village hall playing field had now been replaced.

Cllr Walker reported that the CD on play equipment had now been round nearly all councillors. It was stated that the company was only interested in selling their own items for installation, when the initial contact had been for a quote for instillation of the equipment already chosen. It was generally agreed that the council was unfavourable to change the chosen items for those listed on the CD. Cllr Walker suggested re-sourcing quotes from one of the original companies to supply and install both items of equipment chosen ( supernova & swing), this was agreed by all present and Cllr Walker agreed to bring the quotes to the next meeting so the work could be completed. Cllr Driver agreed to contact Geoff Marriott to inform him that his equipment was not required.

c) Grass cutting – Update on Suffolk Coastal invoicing & amended reporting of cuts for Clarity

The Clerk reported that she had attended a meeting with Suffolk Coastal Services regarding the invoicing for grass cutting, they had agreed that the invoicing was unclear and unsatisfactory. The Clerk had requested that when invoiced Suffolk Coastal Services include a list of work carried out, and it had been agreed to do this and invoice the Parish Council at the end of the cutting season so it could be clear whether or not this had been done in accordance with the contract and so that future needs could be budgeted for, should there be any changes required in the level of cuts.

ITEM 10 ALLOTMENTS

a) Vacant Plot, update

The Clerk reported that this plot remained un-allocated, due to the contacted resident on the list being unable at present to take it on, this had taken most of the month to confirm, so the Clerk recommended that the plot, be offered to the next one on the list, but as the growing season was now well under way the Council may consider allowing the plot to be offered for free for the remainder of the season. This was proposed by Cllr Lawrence, seconded by Cllr Friend and was agreed by all present.
