Mayor Riccio said Mr. Rowe our part time code officer has hit the ground running. There looks like there is some plywood going up on the ground floor of the Gorman Building. Can we find out where we stand on the scaffolding with that building?
Mary Scharf brought up that on Mill Street the sidewalk has a hole in it. It is due to the water line for the laundry mat. We are waiting on the owner to finish up his connection. There are barricades around it. Can we approach the owner and find out a time line?
CORRESPONDENCE:
Letter from Derek Trudell – New Beginnings of Malone – Pastor Trudell was present tonight to speak about the New Beginnings and how they are helping people in need with furniture, such as dressers, couches, dining room tables and chairs.
NEW BUSINESS:
State Street Sidewalk – We are going to redo the vote as last time we didn’t have a clear picture on the outcome.
Upon the motion of Trustee Bonner to proceed with the project as planned with a second by Trustee Langdon with discussion. Trustee McKee said you know my opinions and feelings and there is no sense rehashing that unless someone is sitting on the fence and needs persuasion. Vote was taken.

At this point Trustee Langdon called a point of order. Madam Trustee has had dialogue in the past on the subject matter. She has voted in the past twice on the subject. I believe she is a legally bound officer of the government of this village and should be mandated to vote either yes or no. That is my objection. Mayor Riccio said you are referring to the first time we brought this to a vote with an affirmative vote? Trustee Langdon yes. Trustee Dumas said she would bring in legal counsel. Trustee Langdon if that is the case, then we can’t proceed? Trustee Dumas said Joe can vote. Mayor Riccio said yes I can. So we have two for, one against, one abstain and Mayor Riccio said he would recuse himself as he lives on State Street and he could benefit financially from the sidewalk. Trustee Dumas said how can you benefit financially? Mayor Riccio said property values. Trustee Dumas said this sidewalk has been nothing but an issue from day one. We asked Complete Streets to bring the residents into this and the Mayor and Supervisor both living on that street and no one talked to them and now you are pushing it down my throat to vote? Many people contacted me this week to try to persuade me to vote one way, I am not voting one way. I did my job, I talked to all of them on that street. This should have been done a long time ago. We are asking to give 20% from our budget and we don’t have it in the budget. Boyce Sherwin: Your honor, if a person is abstaining they can’t have discussion on this. You have to vote.
Trustee Dumas: Then I vote no.
Mayor Riccio: It dies.
Dave Werner: What happens next?
Mayor Riccio: It doesn’t go forward, no action one way or the other, it dies.
Dave Werner: As far as the village is concerned the project is totally done?
Mayor Riccio – that is correct.
Support Agreement Portalogic Software – Jerry Fisher said they are the company that designed and built the software for the septic receiving station at the WWTP. This will give us a chance if we need service they can do a lot of the maintenance over the phone. They haven’t been billing us, but eventually we will not be able to get service for this. The Board asked that Jerry look into getting a formal contract from them and bring it back to the DPW Committee for review.

REJECTION OF BIDS FOR TENNIS COURTS
WHEREAS; on July 24, 2017, the Village of Malone solicited sealed bids for tennis court resurfacing and reserved the right to reject any and all bids; and
WHEREAS, bids were opened on August 14, 2017; and
NOW THEREFORE BE IT RESOLVED: The Village Board of Trustees rejects all bids received on August 14, 2017 for the tennis court resurfacing project.

TREASURER’S REPORT: Kristine Lashway announced a few of the anniversary dates of the following employees:
Brittany Barcomb – 4 years of service Scott Gavin – 23 years of service
Ralph Jesmer – 25 years of service
We are now taking on-line payments on our website. Kristine also handed out the dates for the budget work sessions and time lines. She asked that each of the Board members to let her know if these dates work for everyone.
DPW REPORT: We completed a sidewalk last week. We are working on Prospect Street shoring up the retaining wall. Plowing and sanding is going on. Christmas decorations are going up. The snowflakes are in rough shape. We should look into getting new ones.
POLICE CHIEF: Nothing to report.
NEXT MEETINGS: December 4 (organizational/regular), December 11 (public hearing), December 18 (regular)
PUBLIC COMMENTS: The Board thanked Tom Schulz for the job on the letters on the building. Trustee Dumas asked that the Board look at the three quotes that were gotten for the electrical panel upgrade at the ice arena. They received three quotes: New Life $2756.38, Keating’s Electric $2,700 and Boyea Construction for $3052. Two of the quotes included an electrical inspection. Code Enforcement will also be involved with getting a third party electrical inspector up there after the work is completed.
