SUBJECT:2003 Legislative changes and implementation
The 2003 Kansas Legislature passed four bills impacting motor vehicle operations.
HB 2193
House Bill 2193 increases title fees from $8.00 to $10.00 and eliminates the sunset on the VIPS/CAMA fund. All titles, including originals, reissues, duplicates, salvage, non-highway, and non-repairable certificates will increase by $2.00. Repossession titles will increase from $11.00 to $13.00. Dealer reassignment addendums will increase from $4.50 to $6.50. The $2.00 increase is designated for the VIPS/CAMA fund. In addition to the title fee increase, the Department of Revenue is raising the fee for motor vehicle records and verifications by $1.00, from $5.00 to $6.00. The increase only applies to records and verifications. Certified records and histories will remain at $10.00. VIPS fee tables are currently being updated and tested. All forms containing fees will be updated and available on our web site, Accompanying this memo are samples of notices you may post in your offices, or hand out to customers advising them of the fee increase.
HB 2118
House Bill 2118 permits the use of 1913 to 1920 special antique plates, without the year inscribed on the tag. The plates may only be used on vehicles corresponding to the year of issue for the tag. A chart describing the design and color scheme of tags produced from 1913 to 1920 has been compiled by T&R for use as a reference guide. Copies of the chart were distributed at the Spring KCTA meeting in Wichita. Additional copies will be e-mailed to each county along with this memo. No programming or processing changes are required. Unlike the other measures from the 2003 Legislative Session, HB 2118 became effective in April, upon publication in the Kansas Register.
HB 2159
House Bill 2159 permits the use of a City-County tag on a vehicle leased by any city, county, township or school district. The CC tag may be used on the vehicle for the duration of the lease.
However, the bill does not authorize a property tax exemption. Property tax is still due on these vehicles. Programming for VIPS to collect the property tax, and exempt the registration fees is in development and testing. A procedures memo for processing these type of transactions will be provided prior to the July 1, 2003 implementation date.
HB 2189
House Bill 2189 extends the grace-renewal period for heavy trucks and trailers from February 15th to the last day of February. It also permits the display of a February decal, although the actual expiration date remains December 31st. Beginning July 1, 2003 all new applications for heavy trucks and trailers will be issued 04 decals with a February month sticker. All heavy truck and trailer renewals after January 1, 2004 will be issued 05 decals with a February month sticker. VIPS procedures memo will also be provided for these transactions prior to the July 1, 2003 implementation date.
