F.s Requirements for Bulk Gasoline Terminals [OAC 3745-21-09(Q)]

Use terms F.1.a, F.1.b, F.4, and the applicable term in F.5.a, F.6.a, and F.7.a for bulk gasoline terminals having:

1. a maximum daily throughput of more than 20,000 gallons of gasoline or

2. a maximum daily throughput of 20,000 gallons or less and:

a. gasoline is supplied to the loading rack from stationary storage tanks that are NOT equipped with an internal floating roof or external floating roof, or

b. the loading rack is NOT equipped with a vapor balance system that meets the requirements of 3745-21-09(P)(1)(d)(i), (P)(2), and (P)(4).

Use terms F.2.b, F.4, F.7.a, F.7.b, and F.8 for bulk gasoline terminals using the exemption from 3745-21-09(Q)(1) per 3745-21-09(Q)(4), having a maximum daily throughput of 20,000 gallons of gasoline or less and gasoline is supplied to the loading rack from stationary storage tanks equipped with an internal or external floating roof, or

Use terms F.2.a, F.3, F.4, F.5.b, F.6.b, F.7.a, F.7.b, and F.8 for bulk gasoline terminals using the exemption from 3745-21-09(Q)(1) per 3745-21-09(Q)(4), having a maximum daily throughput of 20,000 gallons of gasoline or less and the loading rack is equipped with a vapor balance system that meets the requirements of 3745-21-09(P)(1)(d)(i), (P)(2), and (P)(4).

Note: These terms only reflect the requirements of OAC 3745-21-09; addition terms will be required for federal rules where applicable, e.g.: 40 CFR 60, Subparts K, Ka, or Kb.

Note: If testing is required to demonstrate compliance with the mass emissions of VOC from the vapor control system [per 3745-21-09(Q)(1)(b)(ii)], the testing term should be developed as required in Section K of the Terms & Conditions Library.

Definition: A bulk gasoline terminal is defined in 3745-21-01(H) as: a gasoline storage and distribution facility which receives gasoline primarily via pipeline, ship, or barge; stores it in one or more stationary tanks; and dispenses it primarily via delivery vessel.
