SHFC Range Rules

1.0POLICIES FOR CONTROL AND OPERATION OF THE SHFC RANGE FACILITIES

Overview: The firearm facilities include the following: shotgun range for trap, skeet and hand or mechanical throwers; 100yard, 200/300yard and running deer rifle ranges; pistol house and range. The Archery range includes the sight-in range and a twenty-eight target walking range. The walking ranges covers over ¾ of a mile and includes multiple distance and elevation shooting challenges.

1.1All policies and regulations in this document will be observed in the operation and use of the Skyline Hunting and Fishing Club (SHFC) ranges. A copy of these Rules will be issued to each member, posted at the firearm and archery facilities, and reside on the Club’s website.

1.2All Firearm Ranges are open from one half hour before sunrise until 10:00 PM, EXCEPT during normal working hours Monday through Friday* (7:00 AM to 4:00 PM) when the ranges will be closed. The range will be closed during periods of high fire risk as determined by LMSSC officials.

1.3Since normal working hours do not include “Track A Off Fridays” and Lockheed Martin Space Systems Company (LMSSC) designated Holidays, all ranges will be open from one half hour before sunrise until 10:00 PM on these days also. The Archery Range (NO FIREARMS) is open at all times.

1.4The only authorized access to the range is through the range road entrance gate adjacent to Wadsworth approximately 2 miles north of the plant main gate. No firearms, ammunition, or archery equipment are allowed in the interior of, or transported through, the LMSSC campus (accessed from the Main Gate on South Wadsworth Boulevard).

1.5No member may access the range unless a SHFC Range Safety Officer (RSO) is present. The RSO will be the first to arrive at the firearm ranges. The RSO will be responsible for contacting Plant Protection and Emergency Services (PP&ES) at (303) 977-4646 to notify PP&ES that the firearm range is going hot. The RSO will be the last person to leave the range and will be responsible for calling PP&ES to notify that the range is cold. (Note: Hot is when shooting activity has begun;cold is when all shooting activity has completed.)

1.6 Upon arrival all members and guests shall directly report to the RSO for sign-in prior to removal of any firearms or ammunition from their vehicles. Prior to departure, all members and guests will report to the RSO to sign-out.

1.8A SHFC RSO must be present at all times at the shooting facility and a designated Range Officer (RO) must be present on any range that is in use except when being used by PP&ES and/or Law Enforcement Agencies (LEAs). Anyone observing an unsafe condition shall call for a cease-fire. Live fire at that range shall not resume until the designated RO or RSO has resolved any safety issues and ensured that all Range Rules are being followed. Range Rule violations and safety concerns shall be recorded and processed by the RSO. LMSSC shall be notified of any significant injury or safety infraction occurring on the range facility, with full details of any such event. Employees of Lockheed Martin Corporation, United Launch Alliance, the U.S. Government and other employers, are also subject to disciplinary action under applicable policies and procedures of the employer for any actions or omissions by any such employee during SHFC activities.

1.9Nonmember attendance and participation rules:

1.9.1Members may bring no more than two guests outside their immediate family. The SHFC member is responsible for the good behavior and conduct of family and guests at the range, and compliance with all applicable policies, regulations and procedures while at the range facilities.

1.9.2Official SHFC instructors are authorized to bring more than two (2) guests outside their immediate family to the range for Board of Directors (BOD) approved classes only. Children under sixteen years of age may accompany a member if the child has in their possession a valid Hunter Safety Card or Firearms Safety Card and have a liability waiver signed by their parent/legal guardian.

1.9.3Children are allowed on the range only to participate in range activities or instruction.

1.9.4Non-member guests, must fill out a Waiver of Liability Form (WLF) each time they are at the range. Minors must have their parent or guardian sign a WLF listing the name of the minor(s). The WLF is available at the range or at the SHFC website and must be signedand provided to the RSO.

1.10Groups of non-members, such as hunter education classes and club-sponsored events, may use the range under the supervision of the RSO and a RO appointed by the club BOD. The BOD will maintain a list of ROs authorized to escort large, non-member groups to the ranges. The size of such groups is not limited. A SHFC RSO and/or ROsare NOT required when PP&ES or LEA's are using the range.

1.11Access to ranges by club members with guests and their immediate family will not require pre-clearance with Plant Protection. Before exiting the shooting ranges, members and guests must check out with the RSO.

1.12Firearms are not permitted on Lockheed Martin secured property (see paragraph 1.4 above). Firearms may be placed in approved lockers at the designated club location adjacent to the LMSSC Recreation Facility for storage during working hours. A name tagged case is recommended for firearm protection. Firearms shall not be stored overnight. Firearm(s) shall be stored unloaded, bolt/action(s) open and cleared and wherever possible, an Open Bolt Indicator (OBI) or Empty Chamber Indicator (ECI) installed.

1.13Class III firearms (full automatic or select fire) are not allowed on any SHFC ranges except by written approval by the BOD and the Chief of LMSSC’s Plant Protection.

1.14Pets are not allowed on Lockheed Martin property.

1.15Be aware of rattlesnakes on all ranges.

1.16Alcoholic beverages are prohibited on all firearm and archery ranges.

1.17Members must have their SHFC membership badge available while on the range. Where the shooting activity may be hindered by wearing the badge on a garment, the member shall have their badge readily available for verification.

1.18All organized range activities will be pre-coordinated with the SHFC BOD.

1.19Smoking is not allowed on any of the Ranges.

1.20Use of ATV’s or unlicensed motorcycles is not allowed on any range, range road or LMSSC property.

2.0RANGE USAGE PROCEDURES,RULES AND REGULATIONS:SHFC AREAS

2.1The SHFC Range Rules were set by the SHFC BOD and shall be strictly adhered to by all members and guests. No deviations to these rules and procedures will be tolerated. Violation of any rule or procedure can be the basis for disciplinary action up to and including expulsion from this Club.

2.2The SHFC BOD requires you to observe all of these rules, policies and procedures and to report serious infractions, such as immediate threat to life or limb, to the RSO.

3.0RANGE GATE AND ROAD RULES

3.1All Gates

3.1.1The Main entrance gate adjacent to Wadsworth shall remain locked at all times. When entering or exiting the range, unlock and open the gate then close the gate and relock.

3.1.2Members shall obey the range road closure sign at the main entrance. Members should also consult the club website for news of unplanned road or range closures.

3.1.3Members shallconsult the “RSO on Duty” sign inside the Wadsworth gate to verify that the range is openfor use by general club membership before proceeding.

3.1.4If the horses are in a pasture controlled by a gate in question, that gate should be closed and secured at all times unless there are other controls in place preventing horses from escaping. The horse club may post an occupancy sign to help.

3.1.5If there is a sign on a gate requesting that it be closed, the gate should be closed after passing through it regardless of the state in which the gate was found.

3.1.6Combinations to the locks are not to be given to unauthorized persons based on club and company regulations.

3.2Road Rules

3.2.1 Do not stray from the prepared road surface except at parking areas. The road edges may be soft. During periods of inclement weather, if the road looks bad, consider the ranges closed for practical reasons.

3.2.2Members should assume that during winter months that a four wheel or all wheel drive vehicle may be required to navigate the range roads.

3.2.3On one lane roads, the vehicle traveling UP hill has the right of way.

4.0RANGE SAFETY REGULATIONS: ALL RANGES

4.1There shall always be a RSO on duty for the overall range. Eachactive range shall have aRO. EachRO will monitor all shooters at that range for safe practices. The first member to arrive at any given range will assume the responsibilities of the RO. The responsibilitiesof a RO includecoordinating range activities with the RSO, calling coordinated cease-fires when necessary and requested, calling for firing to begin or resume, and monitoring all members at the range for safe firearm practices.

4.2For any group event, there shall be a RO who will be in charge of the entire event and shall conduct himself accordingly.

4.3All persons (including observers) must wear eye and hearing protection while shooting is under way on that range. Persons not in the immediate area of the firing line may remove protection, such as when they are in the road way or behind a walled barrier, however, wearing eye protection is strongly recommended at all times.

4.4Firearms shall be pointed muzzledown range when on the firing line.

4.5During cease fire or when not in use, all firearms shall have the chamber clear, bolt/action open, magazine out, and where possible an OBI / ECIinstalled or the equivalent. The firearm shall be placed securely at the shooting stations with the muzzle in a safe direction, in the holding racks, in a case, or in a holster. Cased or holstered firearms may have the bolt or equivalent closed.

4.6No shooting at rocks, target butts/stands, or any other non-standard or metal targets. When in doubt ask the RSO on duty. Targets used in authorized club events are pre-coordinated with the BOD.

4.7No persons are allowed on top of the berms (divider dirt mounds).

4.8No firearms shall be handled while persons are down range of the shooting position.

4.9All members bringing non-members to any range must assume responsibility for the actions of their guests while using the SHFC facilities. Members must ensure their guests comply with all SHFC range rules and regulations. This includes responding to all commands of the RSO or the designated RO. The member bringing guests onto the range is also responsible for ensuring that the guest’s firearms are unloaded, that the guest’sammunition is compliant with the range rules prohibiting the use of tracer or incendiary ammunition, and where possible an OBI/ECI is installed and the firearm is handled in a safe manner when approaching the firing line. The RSO and RO in charge will ensure that the guests, as well as other club members, observe all the safety rules and proper shooting etiquette while on the range.

4.10RESERVED

4.11Tracer and incendiary ammunition is not allowed on any range.

4.12Except for the plinking range, only metal targets provided by the club during club-sponsored events are permitted on any ranges.

4.14Armor Piercing (AP) ammunition is not allowed on any metallic targets.

4.15 Members are responsible for ensuring their ammunition iscompliant with the range rules prohibiting the use of tracer or incendiary ammunition.

4.16 No targets shall be placed beyond the impact area at any range.

4.17 Cross-range shooting is prohibited on all ranges.

5.0100YARD, 200/300YARD AND RUNNING DEER RANGES

5.1A coordinated cease-fire is required on the 100yard and 200/300yard ranges before any person is permitted in the target areas (except as noted in item 5.2 below). Access to the 100yard target area is further prohibited if any of the following conditions exist:

5.1.1During firing on the Pistol Range.

5.1.2Skeet shooting from Stations 6, 7 or 8.

5.2Shooters may advance 25 yards or less on either of the 100yardor 200/300yard ranges without a coordinated cease-fire with the other range to police brass and to place, paste or otherwise repair, replace or remove targets etc. A cease fire is always required at both the respective 100 yard & 200/300 yard range for any and all advances beyond 25 yards on either range.

5.3Shooters may place, paste, or otherwise repair targets on the 100yard range, when the targets are placed at 50 yards or less, without a coordinated cease-fire with the Pistol Range or the skeet (Shotgun) range. A coordinated ceasefire is always required with the 200/300yard range prior to proceeding beyond the 25 yard limit.

5.5Use of the running deer target requires that the 100 and 200/300 yard ranges be closed to all shooting activities.

5.6Prior to going to the 100yard or Running Deer target stands, the shooter must verify for themselves that skeet shooters are not and will not be firing from station 6, 7 or 8. The shooter must also verify that the pistol range is in a cease-fire condition.

5.7Access is permitted to the 200/300yard target areas while the pistol range and shotgun range are in use.

5.11Except during club sponsored events, no hand or mechanically thrown clay bird shooting is allowed on the 100 or 200/300yard ranges.

5.12 The Plinking area (location TBD) was established to allow members to have fun shoots with targets that are non-standard. Thin-walled metal cans, bowling pins, plastic bottles, and other similar non-glass and non-ceramic items may be used. Clean-up is required and a trashcan has been specifically placed for easy clean-up. Except during club sponsored events, heavy metal targetsare prohibited.

6.0PISTOL RANGE

6.1It is permissible to go to the target positions for marking, scoring, replacement or removal of targets on both the 25 yard and 50 yard target locations while shooting is under way on the large bore ranges (100, 200/300yard and running deer range).

6.2It is also permissible to go to the target emplacement at the 25-yard target location while trap or skeet shooting is in progress on the shotgun range.

6.3Do not go beyond the 25yard target location while skeet shooting is in progress at the shotgun range. Pistol shooters must coordinate a cease-fire.

6.4Always enter/exit the pistol house through the personnel door. Never enter/exit the pistol house from either side.

6.8All shooting activities shall be designed to minimize ricochets.

6.9Except during club sponsored events, no hand or mechanically thrown clay bird shooting is allowed.

7.0SHOTGUN RANGE

7.1Constellation Drive from SSNA to DPF MUST BE CLOSED PRIOR TO SHOOTING SKEET. Constellation Drive is barricaded near the entrance to DPF, and at the intersection with Space Park Road (near SSNA parking lot) by gates. Gates must be closed and signs posted. If members are unable to verify closure of Constellation Dr. then PP&ES must be called to close and verify gate closure prior to skeet shooting.

7.2 Closure of Constellation Drive is not required for trap or manual/hand thrown target shooting. Hand thrown targets must be thrown straight away from the manual trap firing line. Targets may not be thrown at an angle toward the road or the pistol range.

7.3The Shotgun Range is “shotgun only” i.e., shotshell or shot projectiles only, no centerfire, rimfire, or solid projectiles may be fired at this range.

7.4Recovery of unbroken clay birds from the throw areas is NOT permitted while other ranges are in use.

7.5Access to the shotgun patterning board is prohibited when shooting is in progress on the skeet range.

7.6Skeet shooters from stations 6, 7 and 8 shall cease-fire when it is observed that someone has entered the target area on the 100yard range, Running Deer target area and/or the 50-yard pistol target area.

7.7 The Shotgun range will operate under a general code established by many ranges across the country. Break action shotguns can be handled in the following manner when holding or transporting; breech open, no OBI. The NRA recommended best carry for break action shotguns is action open, trigger assembly on shoulder, gun barrel held by trigger hand, barrel down. Other methods are acceptable, as long as the action is open and barrel discipline is maintained. Additionally, when waiting for a turn to shoot, the shooter may rest a break action shotgun on toe or toe guard as long as the action is open. When a group is getting ready for a round of shooting, no gun is to be loaded and the action is to remain open until the shooter is on station and it is his turn to shoot. Any type of shotgun other than a break action will be handled in the following manner: action open before proceeding from rack to shooting station, action open before leaving any station, barrel discipline maintained at all times. When a round is complete break action shotguns will be cleared, closed and placed in the rack. All other guns will be cleared, placed on the rack with the action open and an OBI in place.
