**TABLETOP GAME RULES**

The exercise is not real time. If we need to stop and address an issue we can all learn from, then we will stop.

In a tabletop exercise, it is not the finished product that is critical. It is the process!

We will run the exercise for approximately one (1) hour. This will leave 45 minutes for Section presentations to the entire EOC staff.

OBJECTIVES:

  1. Familiarize ourselves with the ICS, EOC checklists and responsibilities.
  2. To clarify purpose, capabilities and limitations of each section.
  3. To clarify Operations Section role in the filed as compared to EOC.
  4. To initiate EOC Incident Action Plan development.
  5. To prepare for full-scale exercise ______(date).

BASIC GUIDELINES:

Discussion of checklists, format, etc.

What to do if a position is vacant.

No phone calls please, except to another department/section or to get information from the city or county.

INTRODUCTION OF SCENARIO

AND AWAY WE GO!

TABLETOP EXERCISE SCENARIO

OrangeCounty has suffered significant impact in a moderate quake approximately 2 hours ago. The Company EOC has been open approximately 30 minutes. Intelligence information is just beginning to trickle in from field units.

Power at the company is intermittent. The generator is working, but the power outages are occurring with some frequency. Staff is encountering numerous phone problems. It is rumored that some sections of the County are completely without power or phones. The status of other utilities is still unknown.

The weather is as we see it out of the window. The safety check of the building has just been completed. The building is found to be safe for occupancy, but no other parts of the company facility have been inspected at this time.

MANAGEMENT SECTION (ADMINISTRATIVE, COMMUNICATIONS)

All working phone lines are overloaded with employees and their families wanting information and assistance.

Common questions being asked are:

What should they do? Make sure their home/business is safe?

Should they evacuate?

Are any shelters set up, where?

What’s the status of the utilities?

Should they come in to work?

Is it safe to leave?

TASKS:

  • Develop a plan to provide information to the employees/families/customers. Take into account the needs of employees, family members and customers.
  • What steps should we take to coordinate with outside agencies?
  • Which steps are required?
  • Which steps are necessary?
  • Hold a situation/planning briefing approximately 30 minutes into the exercise.

OPERATIONS SECTION

Several intermittent structural problems have been reported, but none appear to be life threatening at this point.
